Maintenance Documentation Codes (MDD)
- MDD process uses codes for data recording of procedures and information
- Codes facilitate data retrieval for reports and summarized maintenance/logistics data
- Data elements, codes, and compatibility edits found in REMIS tables and this technical order (TO)
- REMIS tables take precedence over all other sources for MDD data elements and codes
- Narrative information complements coded data (avoid classified data in narratives)
Rules for Documenting Codes
- Specific rules for documenting codes in this chapter found in Chapter 7
Code Updates
- Recommended changes, additions, or deletions to codes/data elements follow the Recommended Change process in TO 00-5-1
- SRD related requests submitted as prescribed in AFMAN 23-122
- Job Control Number (JCN) and workcenter code recommendations forwarded through command channels to HQ AFMC/A4FI
- Work Unit Codes (WUC) changes submitted per TO 00-5-1
- TO OPR has final approval authority for WUCs below system level (first two positions), except support general and sub-indentured end item WUCs (like engines, pods)
- System-level WUC prefixes defined by equipment type in MIL-DTL-38769
- Support General WUCs defined in Appendix I of TO
- New codes need HQ AFMC/A4F approval prior to weapon system table use
- Sub-indentured end item WUC tables developed by OPR for that equipment (Chapter 10, MIL-DTL-38769)
- Change requests must include complete PM TO OPR evaluation, including approval/disapproval recommendation, and necessary edits
JCN (Job Control Number)
- Used to report, control, and identify each maintenance action
- All maintenance jobs assigned a JCN
- JCN assignment and control responsibility outlined in major command instructions
- Locally, JCN links on- and off-equipment actions, employee hours, and replaced parts for maintenance requirements (discrepancies, inspections, TCTOs, time changes)
- Every job assigned a JCN, except cannibalization actions; separate JCN for those (Chapter 5)
- All job-related actions (regardless of workcenter, time, or location) use the assigned original JCN
- Rules for assigning JCNs detailed in Table 4-1
- Cannibalization actions documented separately (from discrepancies)
- Original discrepancies and FOM (Facilitate Other Maintenance) actions have their JCNs with reference to the identified CANN JCN in discrepancy narrative
JCN Characters
- Base-level JCN consists of nine characters
- First five characters represent the ordinal day (e.g., 96041 for 10 February 1996)
- Last four characters for daily/monthly job sequence number (e.g., 0001 for first job)
- JCN example: 960410001
- Depots use AFTO Form 350 (or equivalent) JCN data in REMIS (If no JCN provided, procedures mentioned here apply)
JCN Phase Inspections
- Sixth position of JCN for inspections (hourly/calendar) is assigned alpha/numeric per Table 4-2
- Highest-numbered phase inspection uses the associated JCN when multiple concurrent phase inspections exist (periodic, hourly post-flight, minor/major isochronal, home station checks)
- C-E calendar inspections use alpha characters for positions 6 and 7
- Block of sequence numbers reserved for JCNs for Look phase discrepancies (separate JCNs for major discrepancies, discrepancies on * items, carried-forward discrepancies, and those requiring supply items)
- Minor discrepancies completed under Look phase inspection JCN
- JCNs not used when correcting a previously assigned-JCN discrepancy (preflight, basic postflight, or other support general actions).
- Alpha characters required in JCNs for SE, AGE, and ATE.
- AMC exempted from alpha character requirement in sixth position for TF39 engine JCNs (due to MAD-ARS/GPS capability)
JCN for Discrepancies
- Purpose: Easy tracking, simplified inspection data retrieval
- Reserved sequence numbers: Ensure unique JCNs are assigned during inspections (for discrepancies)
- Prevents JCN duplication
JCN Organization
- JCN blocks assigned to equipment, organizations, or recurring maintenance actions (per TO, AFI 21-101)
- AF Form 861 (Base/Transient Job Control Number Register) controls and records JCN assignments
- IMDS CDB screen for base/transient maintenance actions (records JCN assignments)
- AF Form 861 entry closure by drawing a line, checkmark, or visible means
Workcenter Code

- Owning Workcenter: Basic custodial/maintenance responsibility
- Performing Workcenter: Performs maintenance and equipment calibration
- Reporting Workcenter: Any maintenance personnel assigned workcenter (reporting may be exempted; code represents performing technician's workcenter)
- Non-reporting Workcenter: Maintenance personnel expend man-hours, but no assigned personnel (e.g., contractors, training equipment)
Maintenance Location Data
- MDD system for transient USAF, Air Reserve, and ANG aircraft maintenance
- Station where maintenance performed provides data for off-base processing
- AMC industrial funded aircraft maintenance data transmission to home station not required
Outside Team Maintenance Entries
- Processed through the workcenter where the work is performed (e.g., depot/contractor workcenters)
- Teams document all work at equipment operating sites
- Team supervisors responsible for complete, accurate team data entry
- Home station may pull production information from REMIS to ensure second workcenter code position accuracy
ID Number
- Unique code; used to interpret data elements for maintenance actions
- On-equipment work: Computer routine converts to owning workcenter, equipment serial number/registration/designator, MDS, TMSM/TMS/end item WUC, and SRD
- Off-equipment work: Owning workcenter and SRD code
- Minimizes errors by accurately inputting 4+ data elements with a single ID number
ID Number Characters
- Five characters
- First character is usually type equipment code (e.g., A for aircraft)
- Last four characters often same as last four serial number positions
- Modified/alphanumeric designators to prevent duplicate ID numbers
ID Number Categories
- End item equipment (aircraft, cruise missiles, ICBMs)
- Test Measurement and Diagnostic Equipment (TMDE) categories
- Non-registered SE (maintenance stands, dollies)
ID Number Assignments for SE
- Two types:
- Individually assigned for registered/powered SE or non-registered SE, determined by local management (via individual end item serial number)
- Grouped assigned to SE without individual registration info or those requiring less detailed MDD data (same end-item WUC and SRD)
- Includes selected operational equipment for AETC technical training centers (training/preventive maintenance inspections)
Items Without ID Number Requirement
- Equipment frequently transferred between owning workcenters
- Items infrequently subject to maintenance
- Low-inventory items
- Items not assigned to maintenance organizations or subject only to off-equipment maintenance
- End Items with SRDs require ID numbers for inventory tracking
- ALC managed equipment without SRDs are not upchannel-reportable and do not require ID numbers
MDS/TMS/TMSM
- Used instead of base-level ID numbers for equipment in transit, or when no ID is assigned, or when not otherwise used
FSC (Federal Stock Class)
- Enter the first four digits of the National Stock Number (NSN); first digits not zero, no all-zeroes
Part and Lot Number
- Required for modified or removed items (including applicable alpha-numeric characters)
- Part numbers left-justified, up to 15 characters, no special characters except dashes (/),slashes (/), and periods (.). No leading/embedded spaces; these characters not allowed on first/last character position.
Serial Number/Operating Time
- Required for serially controlled items, usually 10 alpha-numeric characters (15 for C-E); no special characters
- Use last 10/15 characters for exceeding maximum length
- Enter current operating time for time-change, serially-control, or RIW
Tag Number
- Enter complete AFTO Form 350 tag number for removed items with tracked indicator in WUC table
Installed Item Part Number/Lot Number
- Required part and lot numbers (if applicable) for installed items
- Includes lot number for conventional munitions time-change items, or equipment with B/C Egress Indicator
Operating Time
- Enter previous operating time for time-change/serially-controlled items (including RIW) to nearest whole hour
- For ETI items: ETI reading to nearest whole hour.
- For calendar items; nearest day/month
Discrepancy
- Narrative description completely describing the problem
- Include multiple BIT fault codes (facilitate failure analysis, speed repairs)
Corrective Action
- Detailed actions taken to correct the problem
Corrective Action Narrative
- Detailed narrative describing the corrective action taken
- Includes action taken code, WUC nomenclature (from IMDS CDB and TOs), malfunction code (if different from WCE narrative), and units produced (from DDR)
- Examples (general descriptions): ongoing work, work identified as serviceable, etc.
Parts Replaced During Repair (Bit & Piece Data)
- Documents non-reparable/non-recoverable items replaced
- Excludes major assemblies/subassemblies previously documented
- Restricted to non-reparable/non-recoverable items contributing to the failure
- Excludes commonly replaced hardware (like nuts, bolts)
- Use restricted Action Taken Codes (F or G for on-equipment, A, F, or G for off equipment)
SRD (Standard Reporting Designator)
- Three-character code in various MISs for reporting, accounting, and analysis of equipment
- Identifies mission capability (MICAP), MDD, and TCTO reportability, or inventory tracking)
- Determines which TMCs and When Discovered Codes are permissible
SRD Reporting
- Up-channeled reportable, non-classified SRDs in REMIS SRD table
- End item equipment designator and associated SRD code required
- SRD assigned before equipment fielding to track inventory and maintenance (R&M data collection)
TMC (Type Maintenance Code)
- One-character code identifying maintenance type (scheduled/unscheduled)
- Contained within Appendix of this TO and REMIS Reference tables
TMC, SRD, and Equipment
- Permitted TMCs per assigned SRD codes (Appendix D)
- Special inspections/support general maintenance during special inspections documented using TMC "S"
Component Position
- One-digit numerical code used to identify installed engine or egress item positions
- Entry required for installed engines and components/egress items(B/E indicators)
WUC (Work Unit Code)
- Reference number identifying system, subsystem, and component relationships for maintenance requirements and accomplished maintenance
- Reflects installation hierarchy
- Standard method of sorting/summarizing maintenance data
- Used to view reported data across multiple platforms, assess corrective actions
- ALC vs. non-ALC managed equipment
- WUC manuals (-06) and REMIS tables for each reportable system
- Non-AFMC managed equipment WUCs loaded to REMIS by ACC/CYSS
LCN (Logistics Control Number)
- May be used instead of WUC for 5th-generation aircraft and installed engines
- MIL-STD-1808 based; 6-15 characters, no embedded spaces/special characters
- Assigned during system acquisition
- Support General LCNs defined in Appendix I
- Not used with NOC code (or non-LCN items)
WUC Tables
- PM responsible for WUC table/manual development
- SRD/ID number for equipment identification in data.
Usage Factor
- Ratio of actual use time to operating time (flying hours, etc.) for the weapon system
QPA (Quantity per Application)
- Total number of same WUC items installed on the next higher assembly
ATC (Action Taken Code)
- One-character code identifying maintenance actions
- Standard for all equipment; list in all WUC tables
- Appendix E and REMIS reference tables
- Restricted ATCs for bench check (off-equipment only)
- ATCs 0-9, A-D permitted (on-equipment) for uninstalled end items/shop processing.
WDC (When Discovered Code)
- Alpha-numeric character identifying when a defect was discovered
- Used for all subsequent repair actions (the WDC when the issue was first detected is used)
HMC (How Malfunctioned Code)
- Three-numeric characters identifying the nature of the defect
- Not the cause; contains TCTO action info, other non-failure actions
- Used to report completion of TCTO actions or other events where failures don't exist.
- Contains information on how components failed
UP (Units Produced)
- Identifies completed actions
- 1 (one) unit completed (TCTO completion, look-phase, time changes)
- Additional line entry if more than 99 units
- 00 unit entry when incomplete actions or no responsibility to complete action
Category of Labor
- Differentiates man-hour types
- Single entry for same type labor; separate for different labor/overtime
- Maximum 10 hours/minimum 1 minute for elapsed time (per duty shift)
Command and/or Activity Identification
- Two-position command code or local/devised two-position code for special projects, tenant, cross-training, etc.
- "ER" for incorrectly documented actions (in IMDS CDB)
- Used when reporting off-equipment maintenance using only the SRD code
Employee Number/UserID
- Unique employee identification for maintenance actions, either locally assigned or programmatically assigned
- USERID assigned during military career for use in documentation
- Employee numbers/USERIDs not required for automatically generated jobs (inspections, etc.)
Start and Stop Time
- Reflects time expended for maintenance action
- Complete for delays exceeding 15 minutes and for changes to crew size/categories.
- Used to calculate total man-hours expended.
- 2400 for midnight
Crew Size Entries
- One-digit number of participants (same workcenter, category of labor)
BIT Fault Reporting
- Systems with BIT fault reporting enter fault codes directly (automated system or discrepancy narrative)
- Extra fault data in the reported discrepancy block if more than one fault exists
MJSN (Master Job Standard Number)
- Enables automated transfer of weapon system time change and inspection data
- Useful for reporting inspections, time-change items, serially-controlled items
- MJSN with alpha character in first position is standard across weapon systems
