Study Notes
Transportation Allowance Options
- Transportation provided by the government can include various methods.
- Options include government purchasing commercial transportation, reimbursing travelers for personal purchases, or reimbursing for the use of a Privately Owned Vehicle (POV).
Per Diem
- Per diem is a daily rate covering living expenses including lodging, meals, and incidentals.
Per Diem Allowance Calculation
- The per diem allowance is based on the rate for the authorized stopover or official duty station, for example, $96 for lodging and $55 for meals and incidentals while in Ft. Eustis.
Incidental Expenses
- Incidental expenses encompass fees, tips, laundry while traveling outside the continental U.S. (OCONUS), service charges, and other relevant expenses related to lodging and transportation.
Miscellaneous Reimbursable Expenses
- These expenses are distinct from incidental costs and do not fall under transportation or per diem categories.
Directed Mode of Travel
- The mandated transportation mode is air travel for Temporary Duty (TDY) and transoceanic travel unless the traveler can prove that air cannot meet mission needs efficiently or economically.
Non-Compliance with Authorized Transportation
- If a traveler does not use the approved transportation method, they will only be reimbursed up to the cost of that authorized transportation.
Cancellation of TDY
- In case of TDY cancellation while en route, round trip travel allowances are granted between the Permanent Duty Station (PDS) and the point of cancellation notification.
Government-Preferred Transportation Modes
- Preferred modes include government air transportation for OCONUS travel, commercial transportation (air, train, bus, or ship with air as the top choice), and government automobiles.
Absence of Government Automobiles
- When government vehicles are unavailable, a rental car is recommended, while using a POV is only advantageous after evaluating other transport options.
Factors for Determining Transportation Mode
- Key considerations for Authorized Officials (AOs) include mission requirements, available transportation options, location aspects (traffic, weather, lodging, meals), cost efficiency especially for multiple passengers, potential lost time, and practical transport availability.
