Inmate Escapes
- Inmates may escape during work release programs or transportation.
- An unauthorized area violation is not necessarily an escape, but breaking free from custody is.
- Indicators of an escape attempt include inmates not in their designated area, suspicious behavior, odd phone calls, maps or civilian clothes, inmate-created tools, or alterations to the facility's structure.
Preventing Escapes
- Preventive measures include constant surveillance, keeping an unpredictable schedule, using mobile or stationary posts, and conducting regular and irregular searches.
- Searches should include inmates, their cells, and all general facility areas.
- During searches, identify and count inmates, observe their surroundings, and note irregular or unusual behavior.
- Monitor areas where inmates could escape, such as ventilation routes, doors off hinges, or broken windows.
Equipment for Responding to Escapes
- Common equipment includes canine teams, communication equipment, cameras or video equipment, vehicles, face sheets with inmate information, information about known associates, mechanical restraints, manual inmate counting and electronic identification devices, flashlights, local maps, and weapons.
Standard Procedures for Escapes
- Verify the location of the escape and escape routes, communicating with supervisors and staff.
- Consider escaped inmates dangerous and take extreme caution.
- Secure all inmates as quickly as possible.
- If appropriate, lock down the facility to aid in searches and investigations.
- Conduct a master roster count to confirm an escape.
- Immediately inform control center or supervisors of the escape, including the number of escapees, their names, clothing, and direction of travel.
- Secure and isolate the surrounding area, removing all inmates and uninvolved personnel.
- Keep the area clear, as it is a crime scene.
- Collect articles of clothing from escaped inmates without contamination, using gloves and proper storage.
- Review mail and phone communications to determine possible destinations.
- If the escape happens outside the facility, secure the remaining inmates and follow standard procedures.
