Hoshin Planning Overview
- Hoshin planning is a strategic planning system, a key part of Lean production.
- It's a yearly and multi-year process used to identify business needs and build the capabilities of employees.
- The goal is to consistently achieve critical results.
- Hoshin planning is designed to adapt and respond to changes in the business environment quickly.
What is Planning?
- Planning involves answering two key questions:
- Where are we going? (Vision)
- How do we get there? (Steps)
Why Plan?
- Developing a shared vision, guiding improvement, and driving renewal
- Taking stock of strengths & weaknesses, and developing solutions
- Preventing complacency by setting high goals & challenges
- Gaining insights & lessons from experience during a cycle.
Problems with Planning
- Unrealistic forecasts/expectations; the planning process is too rigid
- Goals are set arbitrarily with no clear link to need, means or feasibility
- Too many goals; inadequate focus
- Goals aren't SMART (Specific, Measurable, Achievable, Relevant, Time-bound)
- Planned activities aren't regularly & constructively reviewed.
- Planning is treated as an event rather than an ongoing process
- Lack of data when doing planning
- Data is overanalyzed, overcomplicated

Hoshin Planning System
- A hierarchical approach for prioritizing and resolving problems from the top level to the lower level.
- There are 4 phases: generation, deployment, implementation, and evaluation
Hoshin Generation
- Establishing annual company goals and departmental goals.
- This phase sets the annual targets for the entire business & each department
- Senior management consults with subordinates to arrive at the goals.
Hoshin Deployment
- Lower-level goals are established through nemawashi and catchball.
- Each department translates the overall plan into actionable plans & targets.
- Subordinates' understanding & support should be confirmed before the plans are officially deployed.
Hoshin Implementation
- Implementing various plans using the PDCA (Plan-Do-Check-Act) cycle
- Includes both formal and informal annual reviews.
- This phase tracks progress, adjusting plans as required & making improvements constantly
Hoshin Evaluation
- Performance is assessed at the end of each yearly cycle through hoshin.
- An analysis of the process & outcomes guides the development of future plans.
- Questions are asked during this process to help the team learn to be a learning organization.
