Hazard Communication (OSHA 29 CFR 1910.1200)

    • Employees have the right to know about health and physical hazards in the workplace, and the precautions to prevent exposure.
    • Requirements:
      • Written Hazard Communication Program
      • List of Hazardous Chemicals in the Workplace
      • Labeling (manufacturer's label, workplace labeling)
      • Safety Data Sheets (SDSs)
      • Employee training

    Health Hazard Definition

    • "Health hazard" means a chemical posing one of these effects:
      • Acute toxicity (any route of exposure)
      • Skin corrosion or irritation
      • Serious eye damage or eye irritation
      • Respiratory or skin sensitization
      • Germ cell mutagenicity
      • Carcinogenicity
      • Reproductive toxicity
      • Specific target organ toxicity
      • Hepatotoxins
      • Nephrotoxins
      • Neurotoxins
      • Agents that act on the hematopoietic system
      • Agents that damage lungs, skin, eyes, or mucous membranes
      • Aspiration hazard

    Physical Hazard Definition

    • "Physical hazard" means a chemical posing one of these effects:
      • Explosive
      • Flammable (gases, aerosols, liquids, or solids)
      • Oxidizer (liquid, solid, or gas)
      • Self-reactive/pyrophoric (liquid or solid)
      • Self-heating
      • Organic peroxide
      • Corrosive to metal
      • Gas under pressure
      • Substance which in contact with water emits flammable gas

    Hazard Classification

    • Each chemical must be evaluated to determine if it's hazardous according to the definition.
    • Classification should be based on scientific evidence and comparing data with published criteria in the appendices to the standard.
    • The outcome of the hazard classification determines the signal word and hazard statements for the label and SDS.
    • Mixtures must be classified as a whole, not individual components.

    Labeling Requirements

    • Based on the classification, the chemical manufacturer/importer must provide specific information on each container:
      • Product identifier
      • Signal word (Danger or Warning)
      • Hazard statement(s)
      • Precautionary statement(s)
      • Pictogram(s)
      • Name, address, and phone number of the chemical manufacturer/importer/responsible party

    Product Identifier

    • The name or number used for a hazardous chemical on a label or in the SDS, providing a unique way to identify the chemical and cross-reference with other hazardous chemicals, labels, and SDSs.

    Signal Word

    • Indicates the severity level of a hazard; Danger (for more severe hazards) or Warning (for less severe hazards).
    • The word used is specified in Appendix C based on the hazard classification.

    Hazard Statement

    • Describes the specific hazards for each level of hazard within each hazard class (from Appendix C, e.g., for flammable liquids).
      • Category 1: Extremely flammable liquid and vapor.
      • Category 2: Highly flammable liquid and vapor.
      • Category 3: Flammable liquid and vapor.
      • Category 4: Combustible liquid.

    Precautionary Statements

    • Selected from tables in Appendix C, based on classification to describe required actions to prevent, respond to, store, and dispose of hazardous chemicals.
    • Four types of precautionary statements: Prevention, Response, Storage, Disposal.

    GHS Pictograms

    • Standardized hazard symbols used to quickly communicate potential dangers.
      • Flammable, Corrosice, Explosive, Compressed Gas, Oxidizing, Toxic, Health Hazard, Harmful/Irritant, Dangerous for the environment.

    Pictogram Examples

    • Corrosion: Corrosive to metals, skin corrosion/irritation, serious eye damage/irritation.
    • Flame: Flammable gases, aerosols, liquids, solids, self-reactives, pyrophoric liquids and solids, self-heating substances, and substances emitting flammable gases in contact with water, Organic peroxides
    • Skull and Crossbones: Acute toxicity (oral, inhalation, or dermal routes).
    • Exclamation Mark: Acute toxicity, skin irritation/corrosion, serious eye damage/irritation, skin sensitizer.
    • Health Hazard: Respiratory sensitizer, Germ cell mutagenicity, Carcinogenicity, Toxic to reproduction, Aspiration hazard.
    • Flame over Circle: Oxidizing gases, liquids, solids.
    • Gas Cylinder: Compressed gas, liquefied gas, refrigerated liquefied gas, dissolved gas.

    Safety Data Sheets (SDSs)

    • Employers must have an SDS for each hazardous chemical.
    • SDSs must be readily accessible to employees.
    • SDSs must be in English, but can also be in other languages.

    Training

    • Employers must provide effective information and training on hazardous chemicals to employees at the time of their initial assignment, and whenever a new chemical hazard is introduced into their work area.

    Summary: Hazard Communication

    • Written Hazard Communication Program
    • List of hazardous chemicals
    • Labeling (manufacturer label, workplace label)
    • Safety Data Sheets (SDSs)
    • Employee Training
