Contracts and Agreements
- A Blanket Purchase Agreement (BPA) is considered for repetitive needs for supplies or services for a stated time period, with individual purchases not exceeding the simplified acquisition threshold (except for commercial items).
- BPAs are negotiated by DLA Energy after the supported CCDR defines the requirements.
Into-Plane/Into-Truck Contracts
- Into-plane contracts are established to refuel military aircraft at commercial airports, ensuring quality products but no guarantee of quantity.
- DLA Energy negotiates these contracts, and any Service, CCDR, or federal agency can request their establishment.
- Into-truck contracts are similar, but for filling Service or contractor vehicles for distribution to customers not at the airfield.
Bunker Contracts
- Bunker contracts provide propulsion fuel where US Government-owned stocks are not available.
- They offer various commercial fuel types (MGO, IFO-180, IFO-380) and delivery methods (barge, pipeline, tank truck).
