Primary Search

- Areas with the largest number of potential victims
- Remaining fire-affected zones
- Exposed location areas
- Close doors of uninvolved rooms to minimize smoke damage, enhance conservation, and aid in fire containment. The decision on whether to close doors depends on fire containment.
- Methods of victim removal:
- First floor: dragging, carrying, or assisting
- Second floor: ladders or aerial units
- Immediate notification of the Incident Commander upon encountering victims is critical, providing details on:
- Location
- Number of victims
- Means of egress
- Completion of the Primary Search must be reported according to communication protocols (SOG 210-01 Communications).
Secondary Search
- Conduct a thorough Secondary Search when conditions allow, ensuring all potential victims are located.
- Ideally, a different company should perform Secondary Searches to avoid assumptions about layout.
- Notifying the Incident Commander is also required upon finding victims during the Secondary Search, including reporting their:
- Location
- Number of victims
- Avoid moving visibly deceased victims unless necessary (i.e., charring, etc.).
Investigator Requests
- Follow the Investigator Call Out Procedure (PPM FR-B-101) for coordinating Fire Investigator needs and notifications.
Supersession History
- Traceable history through previous SOGs issued from 2005 to 2018, reflecting updates and clerical changes to the guidelines. There was a change in version from SOG #1705, revisions in 2005, 2012, a clerical change in 2018 and a final version 05/21/2018.
