Emergency Operating Guidelines
Search Team (ST)
- Consists of law enforcement personnel and works from a single point of entry into the structure
- Responsible for room-by-room search to identify occupants, injured persons, and potential threats
- Establishes a "secure corridor" with personnel at junctures for safety and line of sight
- IC assigns backfill personnel to the team as they move forward throughout the structure
Rally Points
- Identified and designated throughout the structure for personnel inside the affected structure to gather
Bomb Squad
- On stand-by for:
- Interior operations if potential explosive devices are located by the ST
- Sweeping of the exterior CP and staging areas
Tactical Triage Task Force (TTTF)
- Deployed based on incident specifics (structure size, potential suspects, injuries, etc.)
- Consists of:
- Security Contingent: at least 2 law enforcement officers (TFTL and ATFTL)
- Medical Contingent: at least one paramedic and 4 firefighters
- TTTF can be deployed prior to total neutralization of the active assailant and clearing of the involved structure
TTTF Responsibilities
- TFTL: directs TTTF movements, monitors Main frequency communications with the Contact Team
- ATFTL: monitors Interior frequency, remains in contact with the CP
- Paramedic: Medical lead, triages injuries, determines need for immediate transport
- Firefighters: assist with transport of injured persons, maintain security overwatch
Communications
- TTTF members use their main or assigned tactical channel for radio communications
- IC/UC may direct deployment of multiple TTTFs based on the number of potential injuries
Exterior Operations
- Staging area: for incoming personnel, with a Staging Area Manager (SAM) to brief personnel on the current status of the incident
- Perimeters: Inner (potential kill zone), Outer (warm zone)
- Command Post: ensures unnecessary personnel do not enter the CP area
- Casualty Collection Points: where injured persons are taken and treated while awaiting transport to a hospital
- Relocation Site: secure location outside the affected structure for evacuated occupants, with medical personnel, counselors, and chaplains
- Reunification Site: separate location for family and friends of possible occupants, secured with law enforcement
- Media area: designated away from CP, staging area, relocation site, and reunification site, under the responsibility of the assigned PIO
