Fire Rescue Personnel Policies and Procedures
- Accountability: Fire Rescue personnel are responsible for their actions and subject to disciplinary measures for rule violations. Supervisors are responsible for fair and equitable management.
Documentation of Violations
- Adherence to Rules: Personnel must follow all Fire Rescue Rules, Regulations, Policies, Standard Operating Procedures (SOPs), protocols, and memorandums.
- Violation Documentation: Any violation is documented on a Notification and Acknowledgment of Violation form.
Cumulative Discipline
- Repeat Offenses: Disciplinary actions are cumulative, considering offenses within the same or different alphabetical groupings.
- Time Limits: A warning or written reprimand loses its cumulative effect after one year. Suspensions remain a factor for 24 months.
- Severity: Heavier discipline applies if the latest offense warrants more severe action than outlined below.
Specific Disciplinary Actions
- Demotion: A supervisor may face demotion instead of a suspension for certain offenses that normally incur a suspension.
- Conversion: 24-hour shift personnel conversion to 8-hour shifts is one shift off equivalent to two 8-hour days.
Disciplinary Action Initiators
-
Supervisory Staff: Specific ranks (Warning Lieutenant, Operational Captain, ARFF Captain, Special Operations Captain, EMS Captains, Supervisor and/or Higher Rank) can initiate disciplinary actions for rule infractions. The specific disciplinary action is determined by the ranks as shown below.
-
Dismissal/Demotion: Dismissal or demotion is authorized by the Fire Rescue Administrator (or Acting Fire Rescue Administrator), District Chief, Civilian manager and/or higher rank.
-
Suspension Recommendation: Battalion Chief can recommend suspension (up to 1 day; more than 1 day requires District Chief approval).
-
Demotion/Dismissal Recommendation: District Chief, Civilian Manager, and higher ranks recommend demotion or dismissal.
-
Severity Matrix: There is a clear progression, for example one written reprimand and several shifts off will lead to dismissal.
