Minimum Staffing Requirements
- Spring Fire Department (SFD) requires a minimum of three (3) personnel on suppression apparatus for emergency response, with four (4) personnel preferred.
- This includes an Officer or Acting Officer, Apparatus Operator or acting Apparatus Operator as the driver, and a Firefighter.
- Rescue 71 requires a minimum of three (3) personnel, and Rehab 70 requires a minimum of an Apparatus Operator or acting Apparatus Operator as the driver.
Filling Open Positions
- Filling open positions created by PTO, Sick Time, or other vacancies depends on the day of the shift tour.
- On the first day of the 48-hour tour, it's the responsibility of the affected personnel to fill the position.
- On the second day of the 48-hour tour, it’s the responsibility of the District Chief.
- Apparatus Operator positions must be filled by qualified drivers, with District Chief approval for held over Apparatus Operators to seek relief.
- Volunteer and Part-time employees cannot be held over beyond their scheduled timeframe and overtime roles to the next eligible full-time employee.
Shift Filling Process
- The District Chief will notify personnel of a vacancy in their relief position.
- Personnel are responsible for finding relief for the vacancy.
- Personnel cannot work more than 72 consecutive work hours without a minimum of 12 hours off duty.
- If no personnel are willing to fill the position, the District Chief will attempt to move personnel from other stations.
- If no personnel are available, the original personnel are considered held over.
- Held-over personnel may continue to actively find relief for the remaining hours of the shift.
Open positions on the 2nd day/ Mandatory Call Back
- The District Chief is responsible for filling open positions on the 2nd day of a shift.
- If no personnel are available, off-duty personnel will be called in.
- A Mandatory call back calendar is utilized with pre-assigned call back days (alphabetically from A to Z).
- Personnel can trade pre-scheduled call back days to accommodate PTO or other off-time.
- The only exceptions to mandatory call back are out-of-town department business/training, injury/medical leave/FMLA.
- On their pre-assigned mandatory call back day, personnel must maintain availability for contact from the District Chief until 0615.
- If personnel are called in to work, they will be paid from the time they are contacted until relieved.
- Failing to respond to a mandatory call back results in disciplinary action.
- Personnel called in to work must report within a reasonable timeframe based on travel distance.
- Personnel may work overtime on their pre-scheduled call back date at the discretion of the Deputy Chief of Operations.
Captain and District Chief Positions
- Captain vacancies are filled by offering open shifts to available Full-time and Part-time Captains.
- If no Captains are available, personnel act in the position and roll the overtime down to the firefighter rank.
- District Chief vacancies are filled by offering open shifts to available Full-Time District Chiefs.
- In the absence of a District Chief, a Senior Captain or Captain shall act in the position and roll the overtime down to the firefighter rank.
- If no personnel are available to act as District Chief or fill the vacancy, the personnel are considered held over.
Deployments
- Salaried and forty-hour workweek employees deployed for TIFMAS or Task Force receive their hourly rate plus overtime after 40 hours.
- Employees with a 207K exempt status will remain 207K exempt.
- Backfilling for deployments will be a 1 to 1 ratio, and those backfilling will receive overtime pay.
Minimum Staffing
- Each station must have a minimum crew of three for suppression apparatus.
- The minimum crew consists of an Officer or Acting Officer, Apparatus Operator, and Firefighter.
- Rescue 71 requires a minimum of three.
- Rehab 70 must have an Apparatus Operator.
Filling Positions
- The first day of a shift's 48-hour tour, the responsibility to fill an open position falls upon the remaining personnel on the shift.
- Apparatus Operator and acting apparatus operator positions must be filled by an eligible driver.
- On the second day of a 48-hour tour, the District Chief is responsible for filling an open position.
- Volunteers and part-time employees cannot be held over beyond their scheduled timeframe.
- If a volunteer or part-time employee fills a position, and a vacancy for 12 or 24 hours occurs, overtime rolls to the next eligible full-time employee, but the volunteers and part-time employees are permitted to fill the position if available.
Shift Filling Process
- The District Chief notifies personnel that their relief has called off or there is a vacancy.
- The notified personnel are responsible for finding relief for the oncoming shift.
- If a person has reached the maximum consecutive work hours, the responsibility for filling the vacancy shifts to the next eligible personnel in the fire station.
- If no eligible personnel are available, the District Chief assumes responsibility.
- Personnel may remain on duty at the discretion of the Deputy Chief of Operations.
- Personnel can call, email, or text available personnel to fill the shift.
- If no personnel are willing to fill the position, the District Chief attempts to move personnel from other stations.
- If no personnel are available, the personnel on duty are considered held over.
- If a person is held over, they may continue to find relief for the remaining hours.
Open Positions on the 2nd day of a tour of duty/Mandatory Call Back
- District Chief fills open positions on the second day of a shift.
- If the position cannot be filled, off-duty personnel are called in following a mandatory call back roster.
- The mandatory call back roster is utilized with pre-assigned days beginning alphabetically from A to Z.
- Personnel can trade pre-scheduled call back days to accommodate PTO or other scheduled time off, with District Chief approval.
- Personnel are only exempt from mandatory call back if they are out of town on department business/training or on injury/medical leave/FMLA.
- Mandatory call back personnel are released from their responsibility if they have not been contacted by the District Chief by 0615.
- Personnel who are called in to work are paid from the time of the call until they are relieved.

Deployments
- Salaried and 40-hour work week employees deployed for TIFMAS or Task Force receive their hourly rate plus overtime after 40 hours, utilizing standard FLSA calculation.
- 207K exempt employees remain 207K exempt.
- Backfilling utilizes a 1 to 1 ratio regardless of staffing levels, with overtime pay awarded in accordance with Harris County ESD #7's 207k exemption practices.
