Emergency Deployment Plan
- Spring Fire Department (SFD) has four levels of readiness for emergency deployment.
- Each level corresponds to the severity of the hazards or conditions, and the level dictates resource deployment and staffing.
- Level 1: Maximum Readiness. The full resources of the organization are deployed, including off-duty employees. A fully staffed Department Operations Center (DOC) is activated. Automatic recall for off-duty employees is initiated.
- Level 2: High Readiness. Possible automatic recall for off-duty employees. The DOC is staffed based on needs.
- Level 3: Increased Readiness. Possible automatic recall for off-duty employees. The DOC can be operated remotely if necessary.
- Level 4: Normal Readiness. No hazardous conditions are imminent, and the department's normal capabilities do not require additional support.
Department Operations Center (DOC) Staffing
- During Level 1 and 2, the DOC is staffed with: Chief Officers, Public Information Officer, representatives from Logistics, Training, IT, Apparatus Maintenance, and Facilities Maintenance.
- Administrative Staff can be instructed to work from home, but may be required to staff the DOC if needed.
- The DOC can be operated remotely during Level 3, with staffing determined by the Fire Chief or designee based on the threat or conditions.
Preparedness
- Each division within the department is responsible for specific tasks before and during a deployment:
- Logistics:
- Setup DOC
- Fill supply requests from stations
- Prepare extra equipment for dispersal
- Prepare and place reserve apparatus in service
- Place apparatus throughout the district as directed by Command Staff
- Purchase food and supplies for the DOC
- Logistics:
- The 800 radio operator handles all traffic on the 800-radio system.
Exempt Employee Overtime
- Full-time exempt employees assigned to Emergency Operations and/or the DOC during a state-declared disaster are compensated at an overtime rate.
- Overtime approval requires completed ICS forms, and is only approved for FEMA/TDEM events eligible for reimbursement.
