    Study Notes

Facility Management Work Management (FM WM)

    • FM Role: FMs are the liaison between commanders, occupants, and supporting maintenance/repair organizations. They ensure facility functionality, comfort, safety, and efficiency. They identify and manage facility requirements.

    • FM Responsibilities: Submit service requests (SRs), call in emergencies, manage requirements, educate occupants, receive and provide feedback, perform "U-Fix-It" tasks, and communicate with occupants and leadership.

    • Supporting Unit (CE/RP): Manages customer expectations, processes SRs, receives and provides feedback, and manages expectations.

    • FMPM (Program Manager): Manages FM accounts and program, and provides mandatory FM training.

    Work Management Process (NexGen IT)

    • Daily NexGen IT Access: FMs must log into NexGen IT at least daily to manage requirements & notifications.

    • SR Submission: Non-emergency SRs must be submitted within 48 hours of identification. Emergencies must be called in immediately.

    • Emergency SR Follow-up: FMs are responsible for following up on any occupant-reported emergencies, ensuring they were truly called in & gathering needed information.

    • Electronic SR Submission: NexGen IT enables electronic SR submissions, replacing phone calls & paper forms for most non-emergency requirements.

    Request Management Roles and Responsibilities

    • CEOER Requirements Section: Processes SRs, identifies duplicates, CE responsibility, emergencies, warranty claims, service agreements and checks for PM (Preventative Maintenance) issues, updates work classification and priority based on actual need.

    • CEOER Optimization Section: Manages Facility Projects (FPs) and analyzes historical requirements, suggesting U-Fix-It materiel and processes requirements for review by WRWG.

    • CEOEM (Materiel Control): Notifies CEOE/CEOER of available materiel, identifies U-Fix-It requirements, and replenishes stock as needed.

    • 3E Technician (Corrective Maintenance): Identifies corrective maintenance issues (CM), creates SRs in NexGen IT, and associates applicable assets.

    Service Request (SR) Details

    • NexGen IT SR: Replaces AF Form 332. CM and new facility requirements must be submitted as SRs in NexGen IT.

    • SR Description: Must be clear, concise, and include location, donated resources, execution preference, mission impact, need-by date (if applicable), and supporting documentation like Fire Safety Deficiencies (FSDs), Risk Assessment Codes (RACs).

    • Mission-critical SRs: Require a commander's signed memo or email authorizing SR submission, stating justification and potential mission impact if not addressed by a need-by date. These are usually forwarded to the Optimization Section for WRWG review.

    • Attachments: Supporting documents (drawings, pictures, schematics, SOWs) for mission-critical SRs must be attached in the SR's N&D (Notes and Documents) section.

    • New Facility Request: Utilizes the customer's facility number and a pseudo location "PROPSDLOC" for review.

    Work Task (WT) Initial Review

    • WT Review Criteria: Reviews for duplicates, CE responsibility, sufficient description and justification, U-Fix-It eligibility, proper priority and classification, warranty or service contract coverage, and FOFP eligibility.

    • Expediting Requirements: Mission or time-critical requirements must be expedited and compliance with mandated publications are crucial for timely processing.

    • 'ADD' WT Capability: CEOER creates WT records directly, performing searches (e.g., for warranties, duplicates). This is NOT for other CE personnel.

    • Delegation of Authority: BCE delegates authority for review actions to the lowest possible level, including CEOER CSU Role members.

    • Asbestos Management: CEOER and shop personnel are trained to ensure requirements compliance with AFI 32-1001.

    • Environmental Categorical Exclusions (CATEX): Decision-makers are trained on CATEX applicability, deciding if requirements require WRWG or Optimization Section review.

    • Contract by Requester (CBR): CE approvals are needed before contract award. Customers must provide exacting contract information (SOW) for review.

    • Contracting Squadron Coordination: Coordination with contracting squadron is required, involving CE in local checklists for CBRs, ensuring proper coordination with the Installation's mission.

    • Sustainment M&R: Properly classified work within CEOER's authority to the ATA Workgroup can be directly processed.

    • Fire/Safety Deficiencies: FMs submit SRs to address FSDs. Coordination with the fire prevention office is sought.

    • Work Classification: Requirements are accurately classified; AFI 32-1020, AFI 65-106, AFI 65-601, DoD 7000.14-R are used in this process and other applicable requirements.

    • Reimbursements: NexGen IT uses the customer record and interagency agreement information. CEOER coordinates with CE Financial Management Office (CEFMO) for reimbursement process and funding source. All reimbursements are managed by Cost Accounting.

    • DoD Components/Reimbursable Activities: DoD guidelines for reimbursements to other government entities, private groups, and foreign/international organizations are followed, as applicable.

    • Work Control: CEOER manages all requirements to guarantee accurate tracking and status updates through consistent processes.

    • Pseudo Locations: Pseudo locations are used for non-RP requirements, which are managed by CEOER based on provided facility number details for the request.

    • WT Coordination: Coordination for new work, modifications, and renovations is conducted by CEOER as part of the WRWG, but FMs do not undertake coordination.

    • Warranty: Warranty information is reviewed during WT review and can save limited resources. CEOER’s Sub-AMP Manager decides whether a warranty will be created based on ROI.

    • RPIM (Real Property Installed Equipment): Different work types (UMC, CM) are assigned to appropriate WT types.

    • Housing: Special requirements will be handled for government-housing situations within defined Customer Organizations. Privatized housing follows local procedures

    • Rejecting a WT: WTs are rejected for duplicates, not CE responsibility, or other reasons, avoiding costs and avoiding redundant work. No costs are rejected.

    Facility Operations Facility Project (FOFP)

    • Definition: FOFPs are used for facility operations work like snow removal, sweeping, and facility functions, avoiding repeated creation of individual WTs for frequent tasks.

    • Processing: FOFPs do not require formal WRRB approval if not locally mandated.

    Service Contract (SC)

    • Forwarding: CEOER forwards SC requirements to the SC manager (CEOES), updating the Responsible Organization field on the WT.

    • "Big 3" and similar SCs handled by the CEOES are excluded from CEOER's close-out actions unless so delegated.

    U-Fix-It Program

    • Description: A "do-it-yourself" program for simple FM tasks, focusing on resource efficiency and user pride of ownership.

    Sub-AMP Plans

    • Sub-AMP Manager Role: Data stewards for their portfolios. They identify requirements, focused on investment strategies of time/money and cost-effectiveness. This works with Technician, AMP Manager, Sub-AMP and SMS input to identify needs.
