- The EU's foundations lie in treaties, institutions, and policies.
- Students should be able to locate EU member states and candidate countries on a blank map.
What is the EU?
- The EU is a political system.
- Council of Ministers: a legislative institution with 10 main formations, holds a 6-month presidency (currently Hungary, previously Belgium and next Poland).
- European Commission: a legislative body, adopts legislation, and elects the commission president.
- Court of Auditors: verifies the accuracy of the EU budget’s implementation.
- Exclusive competences: areas where only the EU legislates (competition policy, customs union, monetary policy for eurozone members, common fishery policy).
- Shared competences: areas where both the EU and member states can legislate (internal market, agriculture, social regulations, environmental regulations, consumer protection, etc.).
- Supporting competences: areas where member states take decisions, supported by the EU (transport, energy, health, industry, culture, education, tourism, youth, sport and vocational training).
- Coordination of economic, social policy and employment.
- All other policies are considered exclusive member states competences such as taxation and public spending.
How did the EU get here?
- The EU's development is a result of ideas, crises, and failures.
- Post-World War II: Europe's transformation motivated the creation of international organizations and a shift away from a nation-state model to a more integrated approach.
- 1990s collapse of communism and challenges shaped the EU’s focus.
