- Passed in June 1917, two months after the US declared war on Germany, to redefine national loyalty
- Gave postal officials the authority to ban newspapers and magazines from the mails
- Threatened individuals convicted of obstructing the draft with $10,000 fines and 20 years in jail
Provisions of the Act
- Section 1: prohibits obtaining information about national defence with intent to harm the US or benefit a foreign nation
- Section 3: punishes making false reports or statements to interfere with military or naval forces, or promoting enemy success
- Section 4: conspiracy to violate provisions of the Act, punished as if the act was actually committed
- Section 5: harbouring or concealing individuals who have committed or are about to commit an offence under the Act
- Section 6: President can designate places as prohibited for national defence purposes
- Section 7: does not limit the jurisdiction of general courts-martial, military commissions, or naval courts-martial
- Section 8: extends to all US territories, possessions, and places under US jurisdiction
