Emergency Response Standard Operating Procedure for Interior Gas Utility in LNG Transport Emergencies

• The SOP is designed to prepare Interior Gas Utility personnel for emergencies involving LNG tractor-trailer transports.
• The SOP applies to emergencies involving LNG transports containing LNG or significant LNG vapor volume.
• Emergencies may include mechanical failure, uncontrollable release of LNG or vapors, driving accidents, security or vandalism issues, and natural disasters.
• Priority in emergency response is given to safety of the general public, employees, protection of customer and IGU property, inconvenience to customers, public relations, and cost.
• Emergencies are categorized into Level I and Level II, with Level II emergencies being more severe and potentially impacting a larger number of customers.
• Emergency vehicles are categorized into Initial Response Vehicle and Secondary Response Vehicle and are equipped with necessary emergency equipment.
• Operators and personnel responding to emergencies must wear appropriate FR clothing and safety toe boots.
• Emergency equipment must be assembled, kept separate from operational equipment, and inspected regularly.
• Response and notification procedures vary for Level I and Level II emergencies, with necessary details being obtained and reported to appropriate personnel.
• Media inquiries are to be handled by the designated IGU Spokesperson.
• Training and qualification for emergency response duties include company-wide training, table-top emergency scenarios and drills, and evaluation through various methods.
• Recordkeeping includes maintaining all training records for employees and generating reports outlining events and assessing the effectiveness of training and SOPs.
