Emergency Deployment Plan (EDP)
- Emergency Deployment Readiness Levels: four levels based on hazard severity.
- Level 1 (Maximum Readiness): Full department deployment, automatic recall for off-duty employees, all divisions activated, fully staffed Department Operations Center (DOC).
- Level 2 & 3 (High / Increased Readiness): Possible automatic recall, DOC staffed based on needs.
- Automatic Recall: Employees are provided a time and location to report when recalled.
- Incident Management: Command staff assigns personnel based on the needs of the emergency.
- DOC Staffing (Level 1): Chief Officers, Deputy Chiefs of Operations and Support Services, Battalion Chiefs, Shift Commanders, Fire Marshal, PIO, Division Chiefs, Training Staff, Emergency Medical Services (EMS) personnel, and Safety Officer are assigned.
- DOC Staffing (Level 2): Chief Officers, Support Services, Training, and Administration can be assigned based on the incident.
Procedures and Responsibilities
- Level 1 Activation: Initiated when hazardous conditions exist, posing a direct threat to life and property within Harris County ESD 7.
- Level 1 Responsibilities:
- Apparatus Deployment: Immediately deploy and dispatch all available units.
- Equipment Preparation: Ensure all equipment is in working order, including Self-Contained Breathing Apparatus (SCBA) cylinders, spare cylinders, and high-water/water rescue equipment.
- Facilities Maintenance: Check and maintain generators, remove debris from facilities, cover exposed plumbing, and ensure detention pond maintenance.
- Public Information Officer (PIO): Constant social media updates, monitor traditional media, and answer media questions.
- Documentation: Complete and submit all Incident Command System (ICS) forms as directed.
- Emergency Response: Coordinated through the dispatch center.
- Unified Command: Established through the Fire Desk located at the Harris County Office of Emergency Management (OEM).
- Department Operations Center (DOC): Located in the Administration conference room, staffed for Level 1 and 2 activations.
DOC Positions:
- Position 1 (Primary Radio Operator): Manages dispatch roles.
- Position 2 (Call Taker & Support): Manages SARCOP and supports primary radio operator.
- Position 3 (Call Taker & Primary Contact): Manages call taking and 800 Radio traffic.
- Position 4 (Secondary Radio Operator): Backups primary radio operator and handles call taking.
Outside Assistance and Overtime:
- Outside Assistance: Coordinated through the unified command structure.
- Exempt Employee Overtime: Exempt employees assigned to Emergency Operations or DOC during a state-declared disaster receive overtime pay for hours worked over 40.
- Overtime Approval Requirements: Completed ICS forms must be submitted to the supervisor for overtime approval. Overtime is only approved for FEMA/TDEM eligible events.
