Rapid Deployment Force (RDF)
- RDF is a regional, multi-jurisdictional team of specially trained officers
- Trained in various disciplines to respond to civil disturbances, large events with potential for violent crowd behavior, search and rescue, natural/manmade disasters, terrorist events, etc.
- RDF mobilized to manage large groups of trained individuals
- OPD (Omaha Police Department) policy to participate in RDF
- Primary function: respond to planned and spontaneous civil disturbances
- RDF implemented after Incident Command established
Procedure
- Participating agencies: Omaha Police Department, Nebraska State Patrol, Douglas County Sheriff's Office, Sarpy County Sheriff's Office, Washington County Sheriff's Office, Bellevue Police Department, Papillion Police Department, La Vista Police Department, Ralston Police Department
RDF Authorization
- Activated only by Chief of Police/County Sheriff/Colonel or designee
- Memorandum of Understanding (MOU): allows each agency to operate within any jurisdiction of participating members
Activation
- Request for RDF activation made via email or phone call, via chain of command, when an event/issue arises requiring assistance
- If emergency call-out, RDF Command utilizes a "calling tree" notification system to inform members of the situation and assembly area
- When activating an agency outside of Omaha, only the Chief of Police/designee has the authority to grant
RDF Commander
- Provided by the host agency
- Responsible for: planning, training, documentation, and logistics for the event
- Can request assistance from other agencies; request made in writing through agency heads
OPD RDF Organization
- OPD Uniform Patrol Bureau (UPB) Deputy Chief in charge of OPD RDF operations
- RDF Commander for OPD selected by the UPB Deputy Chief
- Rank of Lieutenant or higher
- Oversees all operations, training, equipment, and financial considerations
Training
- RDF-wide annual training (all participating agencies train together)
- Quarterly/semi-annual training recommended
- OPD-specific training: mandatory annual session for all OPD RDF officers
- Event-specific training when a planned event requires the deployment
RDF Personnel Selection Process
- Annual announcement of vacancies due to promotion, retirement, transfer, or other circumstances
- Selection for RDF specialty may include mental suitability assessments (e.g., background checks, interviews)
- Interested applicants submit an Inter-Office Communication request to the RDF Commander
- Application includes: name, rank, serial number, current assignment, experience with protests/civil unrest and any justification
- Two-year commitment required for all applicants
RDF Equipment
- RDF members issued uniform and necessary companion equipment (determined by RDF Commander)
- Officers use duty belt, firearm, and issued gas masks with filters
- Equipment maintained in operational readiness and reported to the Commander for damage, or repairs
- When RDF participation is over, all equipment, except uniform and hydration pack, is returned to the RDF Commander
- Equipment (like shields, Pepperball guns, and projectiles) stored in the Field Force room at the Public Safety Training Center
