Study Notes

Owner's Responsibilities

  • Before applying for approval, the owner must test every circuit, except overhead lines, to ensure they can withstand the testing voltage set out in regulation 48 and record the results.
  • The owner must not connect new apparatus or electric supply lines to the supply without approval from the Electrical Inspector.

Electrical Safety Officer

  • The owner of an electrical installation with a connected load above 250 kW (or 2000 kW in mines and oil-fields) must designate an Electrical Safety Officer.
  • The Electrical Safety Officer must:
    • Have the required qualification and experience
    • Carry out recommended periodic tests as per relevant standards
    • Inspect installations at intervals not exceeding one year
    • Keep records of tests, recommendations, and compliances made

Chartered Electrical Safety Engineer

  • The Appropriate Government may authorise Chartered Electrical Safety Engineers to assist with self-certification under regulations 32 and 45.
  • Chartered Electrical Safety Engineers must have the required qualification and experience.

Safety Measures for Installations above 650 V

  • The owner must:
    • Maintain safety clearances for electrical apparatus as per relevant standards
    • Not allow encroachment below the installation
    • Ensure minimum safety working clearances for outdoor substations
    • Protect live parts of apparatus from danger
    • Ensure suitable provision to prevent danger from leakage or contact with higher voltage circuits
    • Take measures for substations or switching stations with oil-filled apparatus, including:
      • Providing separation walls or fire barriers
      • Making provisions for oil soakpits and fire protection
      • Storing spare oil away from the vicinity
      • Maintaining equipment as per relevant standards
    • Implement fire detection and protection arrangements
    • Ensure automatic fire fighting systems for transformers of 10 MVA or reactors of 10 MVAR and above rating
