Education Reimbursement Policy (FR-T-203)
- Purpose: To outline procedures for employees receiving reimbursement for approved educational tuition expenses.
- Effective Date: November 1, 2024
- Scope: Applies only to bargaining unit employees; non-bargaining unit personnel follow Countywide PPM CW-P-008. Certifications and recertification reimbursement is not covered, use FR-T-206 instead.
- Updates: Managed by the Division Chief of Training and Safety, in conjunction with the PPM Committee.
- Authority: Fire Rescue Administrator, Collective Bargaining Agreement, PPM CW-P-008.
Reimbursable Courses
- Degree-Seeking Courses: Pre-approved courses toward a degree. Employees must complete a specific application (Attachment A). Each course requires a separate application in the HRIS system.
- Certificate Courses: Courses directly related to an employee's position, pre-approved by Fire Rescue.
- Non-Required Courses/Seminars: Pre-approval required through HRIS. Online courses must have a 60-day completion timeframe stated at the time of submission.
- Travel Expenses: Fire Rescue-sponsored courses requiring travel are reimbursable, but must use a separate travel form (FR-F-103).
- Exclusions: Books, transportation, meals (unless included in registration fee) are not reimbursed.
Reimbursement Process
- Applications: Use the online HRIS system for all applications.
- Documentation: Required documentation includes registration confirmation, grade reports (C or higher), proof of payment, cost per credit hour info, and financial aid details (summary or payment statements to redact confidential info). Submit all documentation within 45 days of the course end date.
- Review Time: Training and Safety Division reviews applications within 10 business days.
- Eligibility Approval: Even with approval, full reimbursement might not be granted if all required documentation isn't submitted within required deadlines.
- Attendance: Courses must be taken during personal time or scheduled time-off.
- Payment: Finance Department processes reimbursement; expect a 6–8 week processing time.
- Maximum Reimbursement: Annual caps apply; paramedic school is a one-time benefit. Those receiving more than $850 in reimbursement in a fiscal year must remain employed for two years; $850 or less—one year. Failure to comply requires repayment.
Limitations
- Funding: Reimbursement is contingent on sufficient budget funds.
- Mandatory Fees: Only tuition, registration, lab, online fees, life experience credits, and mandatory related expenses are eligible.
