Leave Types and Provisions
- Child Care Leave (CCL) can be granted for up to 730 days during an employee's service for caring for minor children under 18.
- CCL may be used for children's examination, sickness, or other needs but is limited to three spells per calendar year.
- Single parents are allowed six spells of CCL within the same period.
- CCL is similar to Earned Leave, includes weekends and holidays, and cannot be demanded as a right; it requires proper approval.
- Full salary is provided for the first 365 days of CCL, followed by 80% salary for the next 365 days.
- Child Adoption Leave is available for female employees with less than two children, granting 180 days immediately after adoption, under the Guardians and Wards Act 1890.
- Adoption Leave salary matches the last pay drawn and can be combined with any other leave, continuing up to one year after the child's age.
- Work-Related Injury and Illness Leave covers illnesses or injuries due to official duties, with full pay during hospitalization and six months post-hospitalization.
- After six months, half pay is provided for twelve months; this can be converted to full pay leave by debiting half pay leave from the employee's account.
Advances and Financial Assistance
- Advances for Travel Allowance (TA) on tour cover expected traveling expenses; must be adjusted within 15 days post-tour.
- TA on transfer is available to cover travel expenses for the employee and family, adjusted against the final claim.
- Family members of a deceased government servant can receive a TA advance, amounting to 75% of admissible TA, secured by a permanent employee's surety.
- Leave Travel Concession (LTC) advances can be up to 90% of total estimated fare, adjusted in the LTC bill within a month of return.
- Medical treatment advances are available for both outpatient (specific cases like cancer and TB) and inpatient expenses in approved hospitals.
- Advances for house construction or purchase can go up to 34 times the basic pay or a maximum of ₹25 lakh, with repayments spread over 180 and 60 installments respectively.
- Personal Computer Advances are limited to ₹50,000, or the cost of the computer, allowing multiple advances with a three-year gap between draws.
- Recovery of all advances, including computer advances, must not exceed 50% of total emoluments.
Interest and Repayment
- Current interest rates for housing loans are set at 7.9% (until March 31, 2022) and for personal computer advances at 9.8% for 2021-2022.
