Deployment Request
- QRF deployment requests require authorization from the QRF Commander, except in emergency situations where Operational Component Leaders or Watch Commanders can deploy a QRF team.
- QRF teams can be requested by agency supervisors or municipal agencies for incidents requiring specialized skills, training, or equipment, such as:
- Active Shooter/Threats
- Canine tracking
- Civil disturbances
- Deputy Down calls
- Employing less lethal or riot control agent platforms
- Establishing large-scale perimeters
- Other missions beyond the expertise of a road patrol deputy
Deployment Request/Broward County
- The QRF is available for deployment to pre-planned or anticipated events in Broward County, such as demonstrations, special events, or approaching hurricanes.
- Commands requesting a QRF deployment will work with QRF command to develop an operational plan.
- All crowd control missions will be accompanied by a SWAT element acting as an overwatch.
Deployment Request/Out-of-County
- The QRF is available for deployment to any location with the approval of BSO Command.
- An agreement must be executed between BSO and the requesting agency authorizing BSO deputies to act as local law enforcement officials.
- When deploying outside of Broward County, team members will continue to adhere to the BSO Use of Force policy (SPM 6.0) and remain under the supervision of a BSO QRF supervisor.
After Action/Deployment Log
- An After Action Report will be completed by the senior QRF supervisor present for any deployment within three days of the event.
- The report will specify the date, location, reason for deployment, requesting entity, resources utilized, overtime utilized, and relevant comments or observations.
Deployment Tactics
- QRF members will take direction only from designated QRF supervisors/leaders or Watch Commander during an on-duty response.
- QRF supervisors/leaders will utilize tactics consistent with QRF training.
- A sound amplifying device will be utilized to disseminate crowd dispersal orders, which will be given in a minimum of three languages (English/Spanish/Creole) and recorded on the BWC.
- Dispersal orders will be given a reasonable amount of time to comply, and failure to comply may result in arrest.
- Deputies will utilize necessary force in compliance with the BSO Use of Force Policy (SPM 6.0).
- Crowd dispersal tactics may include crowd formation tactics, impact munitions, and chemical munitions, with approval from the QRF Commander.
