BROWARD SHERIFF'S OFFICE DEPARTMENT OF LAW ENFORCEMENT STANDARD OPERATING PROCEDURES 12.3 DEPLOYMENT 12.3.1 Deployment Request: When feasible, or for pre-planned operations, deployment requests will require authorization from the QRF Commander. In an emergency situation, an Operational Component Leader or Watch Commander may deploy a QRF team, and subsequently notify the QRF Commander as soon as possible. A. The variety of training provided to the QRF allows agency supervisors or municipal agencies to request on-duty members of the QRF to respond to the listed incidents that may require specialized skills, training or equipment not possessed by all DLE Deputies such as: 1. Active Shooter/Threats 2. Canine tracking 3. Civil disturbances 4. Deputy Down calls 5. Employing less lethal or riot control agent platforms. 6. Establishing large-scale perimeters 7. Other missions that do not require an immediate SWAT response but are beyond the general expertise of a road patrol deputy. B. QRF deputies called upon in the described situations will be designated as a Quick Response Force team member and will be supervised by an on-duty QRF supervisor or Watch Commander. C. Deployed QRF deputies will be designated as “Quebec” units so that the Communications Division can more easily identify available assets. D. The Communications Duty Officer, upon being advised of a special situation involving a crowd management concern, will notify the QRF Commander or designee. The QRF Commander or designee will notify and assign a team member to make the notifications for a QRF emergency mobilization. 12.3.2 Deployment Request/Broward County: The QRF is available for deployment, at the request of BSO Command or any municipal agency, to any pre-planned or anticipated event. Commands requesting a QRF deployment for a pre-planned event will work with QRF command in order to develop a suitable operational plan for the deployment. A. All crowd control missions will be accompanied by a SWAT element acting as an over watch. 12.3.3 Deployment Request/Out-of-County: A. The QRF is available for deployment to any location with the approval of BSO Command. This generally pertains to demonstrations or the aftermath of natural disasters where significant manpower is required during the recovery phase. B. In order for the QRF to deploy outside of Broward County, an agreement must be executed, between BSO and the requesting agency authorizing BSO deputies to act as local law enforcement officials. C. Should the QRF deploy outside of Broward County, team members will continue to adhere to the BSO Use of Force policy (SPM 6.0). D. QRF members will remain under the supervision of a BSO QRF supervisor. 12.3.4 After Action/Deployment Log: A. An After Action Report, specific to QRF deployments, will be completed by the senior QRF supervisor present for any of the various types of deployments described above. 1. The After Action Report will be submitted within three days, of the event, to the QRF Executive Officer. 2. The QRF Executive Officer will submit the approved After Action Report to the QRF Commander. 3. The After Action Report will specify the following: a. Date of the deployment b. Location of the deployment c. Reason for the deployment d. Resources utilized f. Overtime utilized g. Relevant comments or observations by the submitting supervisor B. Deployment log: The QRF Executive Officer Administrative Training Coordinator will maintain a log summarizing the date, location, resources utilized and reason for QRF deployments. 12.3.5 Deployment Tactics: A. During any deployment, QRF members will take direction only from designated QRF supervisors/leaders or Watch Commander during an on-duty response. B. QRF supervisors/leaders will utilize tactics consistent with QRF training. C. A sound amplifying device, when feasible, will be utilized to disseminate crowd dispersal orders. D. Dispersal orders will be given in a minimum of three languages (English/Spanish/Creole). E. Dispersal orders will be recorded on the BWC and when feasible, dispatch will be alerted to the time given. F. Crowds will be given a reasonable amount of time to comply with given language dispersal orders. G. Crowds who fail to comply with dispersal orders may be subject to arrest. Deputies will utilize necessary force in compliance with the BSO Use of Force Policy (SPM 6.0). H. Crowd dispersal tactics to include, crowd formation tactics, impact munitions and chemical munitions may be utilized. Only the QRF Commander can approve the use of chemical munitions. I. Extrication Team Tactics will be utilized only by specially trained QRF personnel. Those team members must have successfully completed the FEMA Field Force Extrication Course. 1.
