Ayushman Bharat Digital Mission (ABDM)
- Launched in September 2021 across India by Prime Minister Narendra Modi
- Officially rolled out in J&K on July 25, 2022
- State offices established in Srinagar and Jammu
ABDM Aims
- Develop the backbone for an integrated digital health ecosystem
- Ensure seamless exchange of health records to improve quality of care, efficiency, accessibility and affordability
Vision and Mission
- Vision: Create an inclusive, accessible, affordable and efficient digital health infrastructure across the country in a safe & time-bound manner.
- Mission: Create a digital platform for evolving health ecosystems through wide-range of data, information and infrastructure services. Ensuring security, confidentiality and privacy.
ABDM Principles
- Technology: Single-source of truth, federated architecture and open APIs are used. Widely accepted standards can be applied, too.
- Policy: Privacy and security by design, consent-based information, user inclusivity, and voluntary participation
Interoperability
- Demonstrates a shift from closed, restricted systems to a unified health interface using an open network of digital health services.
- Various health platforms (doctors, pharmacies, laboratories) can communicate with each other

Digital Personal Data Protection Act 2023 (DPDP)
- Healthcare providers must adopt privacy-conscious, data-responsible practices
- Explicit consent, security measures, data protection assessments and appointing data protection officers are part of these practices.
- Enhanced patient trust in using their personal health data, which is sensitive data under the law
- The act enables Data Principals to access, correct, erase or restrict the processing of their personal data and seek redressal for grievances or violations
ABDM Components
- ABHA (Ayushman Bharat Health Account): A 14-digit number to uniquely identify individuals, authenticate, and thread their records.
- HPR (Health Professional's Registry): A comprehensive repository of all healthcare professionals in both modern and traditional systems
- HFR (Health Facility Registry): A repository of all health facilities in the country
- PHR Apps (Personal Health Records): For individuals to view their longitudinal records.
- UHI (Unified Health Interface): An open network for digital health services to facilitate communication between different platforms
Health Information Building Blocks
- ABHA, gateways, consent managers, and health information providers are part of the system. Viewing/sharing of health records requires consent.
ABDM Ecosystem
- Includes the central government, state government, program managers, administrators, regulators, associations, developers, partners, and citizens.
- Also includes private entities such as hospitals, clinics, labs, pharmacies, insurers and health technology companies, along with healthcare professionals and practitioners.
ABHA App
- Accessible on Google Play and Apple stores
- Enables views of longitudinal health provider records
- Multi-language support (English and Hindi)

- Paperless Management: Access to information from admission to discharge is enabled through paperless procedures.
- Continuum of Care: Longitudinal health history with evidence-based treatment is created.
- Unique Identity through ABHA Number: Health records associated with the ABHA number are shared/linked with health records across different facilities.
- Easy Sharing of Health Records: Easy sharing options are available for sharing health records.
- Consent-Based Sharing and Linking: Consent is needed for sharing and linking health records.

- Hospital Visit: Patient generates consent, scans QR code, registers, and visits their preferred doctor
- Lab Visit: Reports are shared online. Patient receives a final prescription

- QR code-based OPD registration used in 105 Facilities
- QR codes are generated for every health facility and are available online.

What is a Transaction
- A digital health record is created and linked to ABHA/ABHA address
- Token generation at a facility using Scan & Share feature is considered a transaction
- There is a maximum of 1 transaction per day and 5 per month per ABHA address, to qualify for an incentive.
- Creation/verification of an ABHA is not considered a transaction

- Users are prompted to enter their Aadhaar number or Driving License information
