701 Intake: Introduction
- The Washoe County Detention Facility accepts arrestees from multiple law enforcement agencies
- Each arrestee is received/processed accurately, safely, and in a timely manner
- Newly received arrestees will be separated from the general population for screening, searching, and booking
Purpose and Scope
- This procedure applies to all arrestees, court-ordered commitments, bond revocations, and self-surrenders for incarnation at the Washoe County Detention Facility
- All detention personnel are within the scope of this procedure
Procedure: Booking Area Entrance
- An officer notifies the Central Control Specialist via intercom at Gate 1 upon arrival
- Central Control confirms the officer's identity
- Central Control obtains the number and status of arrestees, which could be cooperative, combative, extremely intoxicated, require isolation, returning from court, or any pertinent hazards
- Central Control can direct unmarked vehicles or those whose identity cannot be confirmed to park away and wait for Deputy response
- Central Control will notify Station 2, and at least one deputy will respond to confirm agency identification; two deputies will respond if personnel levels permit
- The responding Deputy radios Central Control with the agency's identity, the number of arrestees, and their behavior status
- Central Control grants vehicle access after confirming identification
- The Central Control Specialist will open security Gate 1, allowing the vehicle to enter
- Central Control will close Gate 1 after the vehicle enters
- Central Control radios Station 2 to advise deputies of the incoming arrestees and their status
- Transporting officers/agents secure weapons/ammunition in lockers or vehicles before escorting arrestees to the pre-booking corridor
Initial Medical Screening
- Medical personnel evaluate arrestees before accessing Slider 13
- Evaluations include visual scans for injuries, signs of alcohol/narcotics influence, and aberrant behavior
- Evaluations are made as soon as possible before facility acceptance. (Reference SOP 708, Routine Medical Policy)
- Transporting officers complete an Arrestee Risk Questionnaire for medical personnel
- Nurses review risk questionnaires to assess suicide/close observation risks
- Medical personnel decide whether to accept/refuse arrestees based on medical reasons
- The Intake Sergeant is notified by medical personnel if an arrestee is refused due to medical reasons
Medical Refusal and Acceptance
- If an arrestee is refused because of their medical condition, the transporting officer is directed to take them to a hospital or arrange ambulance transport if the officer is unwilling/unable to transport
- Arrestees are not accepted until a written medical release, fit for incarceration order, referral, or treatment form is signed by a treating physician
- Arrestees arriving with a signed medical release or referral are accepted (Reference NRS 248.060)
- Conflicts are referred to the Watch Commander
- Medical personnel evaluate arrestees suspected of a communicable disease
- Deputies use personal protective equipment for arrestees with airborne communicable diseases, including gloves, N95 masks, and sanitizer
- Medical personnel can provide arrestees with a breathing mask and place under "respiratory isolation" in an Intake holding cell until booked, according to medical personnel recommendations
- Medical personnel will refuse arrestees showing signs or symptoms of an Agitated Chaotic Episode
- If an arrestee accepted into the facility shows symptoms, a medical emergency is announced, and an ambulance is contacted for transport (Reference SOP 708.5)
- Intake nurses evaluate and decide whether prescription medications are placed into secure property or the Infirmary (Reference SOP 708)

Clearance and Sally Port Procedures
- Medical personnel stamp the arresting officer's paperwork to inform the Booking Specialist at Station 1 when arrestees are cleared for admittance
- Arresting officers place arrestees in a holding cell inside the arrestee sally port
- Arresting/transporting Officers turn in completed paperwork to the Booking Specialist at Station 1
- The Booking Specialist reviews the paperwork for accuracy before arrestees are accepted
- Arrestees are not accepted until paperwork is completed unless approved for safety and security by the Intake Sergeant
Booking Process and Movement
- Booking Specialists place the paperwork in the "Awaiting Booking" basket
- After photograph verification by the Booking Specialist, the officer enters the sally port with the arrestee
- Central Control grants access to the arresting/transporting officer and arrestee into the sally port
- Arrestees remain handcuffed during booking
- Arrestees remain in the sally port if the paperwork is inaccurate, and inventory search is completed, until the arresting/transporting Officer corrects the paperwork
- The Arresting/transporting officer may leave once the paperwork is approved, the inventory search completed, and the inmate is escorted into the intake lobby area
- A photo and movement card are generated from information in the Arrest Report or Commitment/Check-In forms
- Movement cards and photos should be completed for combative arrestees before escorting them to a holding cell
- White S-704 movement cards are used for all arrestees, except Civil Protective Custody (CPC) detainees, who get yellow cards
- The Booking Specialist places the movement card in the movement card tray
Handling Arrestees with No Identification and Evaluations
- Arrestees without identification who are unwilling/unable to identify themselves are listed as "John Doe" or "Jane Doe"
- If a "John Doe" or "Jane Doe" is already booked, an alternative first name will be used
- The Corrections Management System (CMS) must accept the name
- The arrestee's date and time of acceptance are recorded on all paperwork until their identity is established, then paperwork is updated
- Deputies visually assess arrestees in the sally port for sickness or injury needing immediate medical attention
- Transporting officers with single, uncooperative, or combative arrestees may be taken ahead of officers with multiple or compliant arrestees, at the Intake Sergeant's discretion
- Arrestees unable to complete booking due to behavior or intoxication are placed in a holding cell until they can be processed
Searches and Clothing Transition
- Searches are conducted per SOP 707, and SOP 704.11 if applicable
- Inmates are escorted from the sally port to the CPC shower stall after the search
- Uncooperative or intoxicated inmates are placed in a holding cell until cooperative/sober
- Inmates are escorted from the holding cell to the clothing change for jumpsuit procedure before entering the Intake lobby
- Deputies allow inmates to turnover contraband into the Amnesty Box, located on the wall between the staff restroom and CPC Shower.
- Deputies inform inmates that additional charges will not be pursued during amnesty
- A Deputy of the same gender monitors the inmate as they transition from personal clothing to the jumpsuit
Facility Jumpsuits and Contraband Prohibitions
- The Deputy informs inmates to step inside the shower area and remove all personal clothing, then places the clothing in the inmate's property bag
- The Deputy provides Detention Facility undergarments and a jumpsuit (Green/White for males, Blue/White for females)
- Additional holding cells may be used to change out inmates, and Property shower stalls if necessary
- Deputies ensure a cover over the windows of the holding cells.(I.E., CPC Holding Cells 14/15, Intake holding cells if utilized)
- Deputies visually inspect the area before the change-out procedure
- Inmates are escorted to the body scanner for a full body scan before entering the Intake lobby

Release and Prohibited Items

Property Handling & Cooperative Arrestees
- Bulk property items that do not fit into a property bag must fit within a 10"x12"x16" box
- Bulk property and large items are placed into a bulk property storage box, secured by the officer
- The arresting agency is responsible for items that do not fit into a box in the bulk property storage room
- Shopping carts/bicycles are not considered bulk property
- Cooperative arrestees are escorted to the Intake Lobby via Slider 12 after a search
Combative Arrestees and Handcuff Procedures
- Central Control advises Station 2 when combative/uncooperative arrestees are brought in
- The Intake Sergeant dispatches deputies based on the known circumstances
- Transporting officers escort arrestees to the sally port
- Deputies respond to the Intake parking lot in emergencies or with Intake Sergeant approval
- The Intake sergeant assesses the situation and determines when the combative arrestee is to be brought into the facility
- Arrestees brought in "hog-tied" will not be accepted, with said agency responsible for removing restraints

Keep Separates and Inventory
- Transporting officers complete the intake Keep Separate Form and advise a Deputy if an inmate should be kept separate

- Accepted checks and paper currency are placed in an envelope with the inmate's information, then placed in a secure drop box with Deputies noting the contents on the Property Record Form
- Contaminated currency is sealed separately and marked "Contaminated," with a note in the CMS
- Valuable property and cash are dropped into secured property
- Deputies inventory and record the inmate's clothing on the Property Record Form (SOP 701.2)
- Clothing property is placed in a labeled property bag on a movable clothing rack

Property Processing and Court Services
- Inmates in holding are not present for property inventory, but the form is filled out/signed by the Deputy
- Property forms are placed in the “Inmate in holding, signature required" file basket, located at Station 2 until a Deputy enters it into CMS. Once entered, the property form is located until it is signed by the arresting Deputy
- The Deputy removing will allow the inmate review and sign the property form
- Discrepancies are directed to the Intake Sergeant and Property Loss Report/Risk Management paperwork is completed
- The booking specialist forwards all applicable paperwork after the inventory process.
- Court services personnel interview inmates meeting the required criteria to evaluate to determine potential for own recognizance release. (OR)
Testing and Release Criteria
- Before release, intoxicated inmates must submit to a Breathalyzer test, where the BAC must be .04 or lower to qualify for release
- When an inmate’s BAC is .04 or below, they must appear to be able to care for their own health and safety.
- Court services personnel will complete an OR Release Form, secure the inmate’s signature, and forward it to the release desk
Release Desk and Special Watch Inmates
- Upon receiving the OR Form, the release desk will initiate/process the release as soon as possible
- The release desk will review the inmate’s booking file and complete a release information form
- Inmates whose conduct constitutes a threat to the safety of themselves, other inmates, or personnel, may be placed into security cells 1, 2, or 12, padded safety cell 11 or 14, and may be secured using WRAP restraints.
- Anytime security cells are used for an inmate deemed a threat the housing unit will generate an incident report.
- Behavior will be recorded and accessed for reporting.
- CMS entry will be generated when the inmate is placed on special watch/suicide watch.
Holding Cell Protocols
- No more than one violent, combative, or self-destructive inmate can be placed into padded safety cell 11 or 14 at one time.
- If holding cell 11 is used for an inmate whose conduct constitutes a threat to his/her own safety, the inmate will be evaluated by medical personnel prior to being placed into the cell.
- The cell’s security camera is monitored at Station 2; a CMS entry is generated when in use.
- Deputies must pass information on at shift changes when inmates remain in holding cell 11.
- Inmates in security/padded cells will be evaluated by a Deputy a minimum of once every fifteen (15) minutes.
Self-Surrenders: Cashier Procedures
- Persons self-surrendering on a warrant, commitment, judgment, or book, print, and release will be directed to the cashier.
- For warrants, commitments, or Judgments’ the cashier will confirm the person’s identity and warrant, commitment, or judgment.
- All Judgement incarcerations must be pre-approved by the Watch Commander
- The cashier will complete booking through CMS and complete paperwork.
- Subjects will secure their belongings and the cashier will attach a log sheet. A Deputy will meet/search/escort the arrestee.
Judgment of Incarceration
- The Cashier will verify the person’s identity and ensure the judgement log has pre-arranged jail stays already logged. If not, the cashier ensures the person pre-arranges the certified copy of the judgment sent from the court
- Jail-ordered judgements will specifically be set at the Washoe County Detention Facility for x amount of hours/days
- Cash, cashier’s checks, or money orders are the only accepted forms of payment pre-paid, set at the current federal rate per days/portions of day. After the identity and necessary paperwork processes, the cashier will contract central control.
Release and Transporting Procedures
- The intake deputy will meet the person, confirm, take into custody with a pat search, and escort to the sally port to complete booking procedures
- The Deputy will maintain control of the subject
- If unable to qualify for release, then the Deputy will escort through the sally port procedure
- The Front Desk/records personnel will contact Central Control confirming warrants
- Deputies will respond to potential attests and respond
- The Deputy will communicate the reasons for the warrants
Returning from Outside Agency Court Procedures
- Outside agencies directed into the sally port via slider 13 unless told by the Intake Sergeant
- The Deputy will conduct a pat search, escort to be scanned, and retrieve form secured property
- Outside agency officers will give court disposition to the booking specialist at Station 1
- Access must have approved access from the sally port to the booking lobby
