701 Intake: Introduction

  • The Washoe County Detention Facility accepts arrestees from multiple law enforcement agencies
  • Each arrestee is received/processed accurately, safely, and in a timely manner
  • Newly received arrestees will be separated from the general population for screening, searching, and booking

Purpose and Scope

  • This procedure applies to all arrestees, court-ordered commitments, bond revocations, and self-surrenders for incarnation at the Washoe County Detention Facility
  • All detention personnel are within the scope of this procedure

Procedure: Booking Area Entrance

  • An officer notifies the Central Control Specialist via intercom at Gate 1 upon arrival
  • Central Control confirms the officer's identity
  • Central Control obtains the number and status of arrestees, which could be cooperative, combative, extremely intoxicated, require isolation, returning from court, or any pertinent hazards
  • Central Control can direct unmarked vehicles or those whose identity cannot be confirmed to park away and wait for Deputy response
  • Central Control will notify Station 2, and at least one deputy will respond to confirm agency identification; two deputies will respond if personnel levels permit
  • The responding Deputy radios Central Control with the agency's identity, the number of arrestees, and their behavior status
  • Central Control grants vehicle access after confirming identification

  • Deputies inventory and record the inmate's valuable property on a Property Record Form (SOP 702.4)

Property Handling

  • Valuable property and coin currency is placed in a clear, heat-sealed plastic bag with inmate information written on it
  • The inmate's information is input into the electronic kiosk banking system, and the paper currency is placed into the currency counter at Station 2/receipt is printed
  • Accepted checks and paper currency are placed in an envelope with the inmate's information, then placed in a secure drop box with Deputies noting the contents on the Property Record Form
  • Contaminated currency is sealed separately and marked "Contaminated," with a note in the CMS
  • Valuable property and cash are dropped into secured property
  • Deputies inventory and record the inmate's clothing on the Property Record Form (SOP 701.2)
  • Clothing property is placed in a labeled property bag on a movable clothing rack
  • The Property Clerk retrieves property bags several times per shift
  • Both a Deputy and the inmate sign the Property Record Form when inventory is completed
  • The property form is then placed into the "Needs to be Entered" file basket at Station 2 and eventually into a file basket for inmates removed from holding
  • Releasing or classifying Deputies ensure the property form is completed and signed

Property Processing and Court Services

  • Inmates in holding are not present for property inventory, but the form is filled out/signed by the Deputy
  • Property forms are placed in the “Inmate in holding, signature required" file basket, located at Station 2 until a Deputy enters it into CMS. Once entered, the property form is located until it is signed by the arresting Deputy
  • The Deputy removing will allow the inmate review and sign the property form
  • Discrepancies are directed to the Intake Sergeant and Property Loss Report/Risk Management paperwork is completed
  • The booking specialist forwards all applicable paperwork after the inventory process.
  • Court services personnel interview inmates meeting the required criteria to evaluate to determine potential for own recognizance release. (OR)

Testing and Release Criteria

  • Before release, intoxicated inmates must submit to a Breathalyzer test, where the BAC must be .04 or lower to qualify for release
  • When an inmate’s BAC is .04 or below, they must appear to be able to care for their own health and safety.
  • Court services personnel will complete an OR Release Form, secure the inmate’s signature, and forward it to the release desk

Release Desk and Special Watch Inmates

  • Upon receiving the OR Form, the release desk will initiate/process the release as soon as possible
  • The release desk will review the inmate’s booking file and complete a release information form
  • Inmates whose conduct constitutes a threat to the safety of themselves, other inmates, or personnel, may be placed into security cells 1, 2, or 12, padded safety cell 11 or 14, and may be secured using WRAP restraints.
  • Anytime security cells are used for an inmate deemed a threat the housing unit will generate an incident report.
  • Behavior will be recorded and accessed for reporting.
  • CMS entry will be generated when the inmate is placed on special watch/suicide watch.

Holding Cell Protocols

  • No more than one violent, combative, or self-destructive inmate can be placed into padded safety cell 11 or 14 at one time.
  • If holding cell 11 is used for an inmate whose conduct constitutes a threat to his/her own safety, the inmate will be evaluated by medical personnel prior to being placed into the cell.
  • The cell’s security camera is monitored at Station 2; a CMS entry is generated when in use.
  • Deputies must pass information on at shift changes when inmates remain in holding cell 11.
  • Inmates in security/padded cells will be evaluated by a Deputy a minimum of once every fifteen (15) minutes.

Self-Surrenders: Cashier Procedures

  • Persons self-surrendering on a warrant, commitment, judgment, or book, print, and release will be directed to the cashier.
  • For warrants, commitments, or Judgments’ the cashier will confirm the person’s identity and warrant, commitment, or judgment.
  • All Judgement incarcerations must be pre-approved by the Watch Commander
  • The cashier will complete booking through CMS and complete paperwork.
  • Subjects will secure their belongings and the cashier will attach a log sheet. A Deputy will meet/search/escort the arrestee.

Judgment of Incarceration

  • The Cashier will verify the person’s identity and ensure the judgement log has pre-arranged jail stays already logged. If not, the cashier ensures the person pre-arranges the certified copy of the judgment sent from the court
  • Jail-ordered judgements will specifically be set at the Washoe County Detention Facility for x amount of hours/days
  • Cash, cashier’s checks, or money orders are the only accepted forms of payment pre-paid, set at the current federal rate per days/portions of day. After the identity and necessary paperwork processes, the cashier will contract central control.

Release and Transporting Procedures

  • The intake deputy will meet the person, confirm, take into custody with a pat search, and escort to the sally port to complete booking procedures
  • The Deputy will maintain control of the subject
  • If unable to qualify for release, then the Deputy will escort through the sally port procedure
  • The Front Desk/records personnel will contact Central Control confirming warrants
  • Deputies will respond to potential attests and respond
  • The Deputy will communicate the reasons for the warrants

Returning from Outside Agency Court Procedures

  • Outside agencies directed into the sally port via slider 13 unless told by the Intake Sergeant
  • The Deputy will conduct a pat search, escort to be scanned, and retrieve form secured property
  • Outside agency officers will give court disposition to the booking specialist at Station 1
  • Access must have approved access from the sally port to the booking lobby
