  • The Booking Specialist reviews the paperwork for accuracy before the arrestee is accepted
  • No arrestee will be accepted until all paperwork has been properly completed by the arresting/transporting Officer
  • An Intake Sergeant can otherwise approve completion of paperwork for safety and security reasons
  • The Booking Specialist puts all paperwork into the booking file and into the "Awaiting Booking" basket
  • Once the Booking Specialist verifies the arrestee's photograph, the Officer is allowed into the sally port with the arrestee

  • The Booking Specialist puts the movement card in the movement card tray

John/Jane Doe Intake

  • If an arrestee has no identification and cannot or will not identify themselves, the arrestee will be listed as "John Doe” or “Jane Doe.”
  • If a "John Doe” or “Jane Doe” is already booked into the facility, use an alternative first name to denote a male or female “Doe.” The name must be accepted by the Corrections Management System (CMS).
  • In addition to "John Doe” or “Jane Doe," record the arrestee's date and time of acceptance into the facility on all paperwork until ID. After identity, update all paperwork with the correct name

Evaluation of Arrestees

  • A Deputy will visually assess the arrestee in the sally port for any obvious signs of sickness or injury requiring immediate medical attention
  • Officers with single, uncooperative, or combative arrestees get priority over officers with multiple or compliant arrestees, at the Intake Sergeant's discretion
  • Arrestees unable to complete booking due to behavior or intoxication get placed in a holding cell until they can be processed

Searches and Clothing

  • Searches are conducted per SOP 707 (Contraband Control) and SOP 704.11 (Transgender and Gender-Variant Inmates), if applicable
  • Inmates are escorted to the Civil Protective Custody (CPC) shower stall directly following the search in the Sally Port
  • If uncooperative or intoxicated, inmates are placed in a holding cell until cooperative and sober
  • Inmates go through clothing change-out procedure to jump suit after release from the holding cell
  • The Deputy will give the inmate the opportunity to turnover any contraband (narcotics or paraphernalia) and place the contraband into the Amnesty Box before changing
  • The Deputy tells the inmate additional charges will not be pursued during Amnesty process
  • The jail provides undergarments, and a jumpsuit (Green/White for males, Blue/White for females)
  • A Deputy of the same gender is present for the clothing transition

Additional Notes

  • Deputies may use the Property shower stalls or additional holding cells to change out inmates, with window covers if needed (CPC Holding Cells 14/15, Intake holding cells if utilized)
  • The Deputy visually inspects the area used for change out before moving inmates
  • Inmates are escorted to the body scanner for a full body scan before the Intake lobby
  • A Deputy will search inmate's personal clothing for contraband and puts it in their property bag

Inmates Unable/Able to Secure Release

  • Inmates unable to secure release after booking will change out of their jumpsuit in the Property shower stalls, and the jumpsuit goes to Property for proper cleaning and reintegration
  • The inmate will get proper inmate clothing based on the inmates assigned classification level from the Intake screening process
  • The Deputy will give the inmate a second opportunity to use the Amnesty Box located on the wall of the Booking Supervisors office, prior to being placed in the in the body scanner
  • The deputy will take inmates who can secure release to the Release change out stalls in the Release hallway
  • The Deputy will provide the inmate with their property bag and instruct the inmate to change back into their personal clothing
  • The inmate puts the jumpsuit in the laundry bin, where it will be washed and reintegrated back into the jumpsuit supply in Intake

Contraband Control

  • No firearms/ammunition, illegal weapons, or aerosol cans/bottles are allowed in facility
  • Explosives, alcoholic beverages, perishable food items, and illegal drugs are disallowed
  • Marijuana products that contain THC or CBD in any amount are disallowed
  • Electronic smoking devices (vape pens, e-cigarettes) and butane lighters are prohibited
  • All of the listed items must be turned over to the arresting Officer for proper handling/disposal

Bulk Property

  • Bulk property must fit in a box with dimensions of 10"x12"x16"
  • Bulk property/large items/ items that will not fit or are not permitted into a property bag are put in the bulk property storage box
  • The arresting/transporting Officer secures items in there
  • The arresting agency is held responsible for any items that do not fit into a box in the bulk property storage room
  • Items like shopping carts and bicycles are not considered bulk property

Cooperative/Uncooperative Arrestees

  • Cooperative arrestees will be escorted to the Intake Lobby via Slider 12, after the search
  • Central Control shall advise Station 2 via radio upon notification of a combative or uncooperative arrestee
  • The Intake Sergeant will dispatch enough deputies to meet the incoming officers and arrestee, based on circumstances
  • The arresting/transporting officer is responsible for escorting the arrestee from their vehicle to the Intake sally port
  • Deputies respond to the Intake parking lot in emergencies or with approval from the Intake Sergeant; the nurse responds when requested
  • The Intake Sergeant makes the determination on when to bring the combative or uncooperative arrestee into the facility after assessing the situation
  • No one will accept anyone brought to the facility "hog-tied"; it is the agency's responsibility to remove restraints
  • If an arrestee becomes uncooperative, hostile, or combative during Intake, they will be placed in a holding cell until processing can resume; restraints per SOP 707 will be used as necessary
  • Record the arrestee's name and time placed in the holding cell on the dry erase board outside of the cell
  • All arrestees being released from holding cells are pat-searched, and the cell(s) will be searched for contraband
  • Arrestee's property will be removed and secured per SOP 702.4

Handcuffs and Log Entry at Station 2

  • Once inside the booking lobby, a Deputy will remove handcuffs (if not already removed) and any personal property from the inmate
  • Handcuffs can be returned to the Officer after the inmate's search
  • Combative inmates will only have handcuffs removed after they are placed in the holding cell

  • Personnel at Station 2 will document the last and first name of the inmate, as well as the time received and property number on the Intake Shift Activity Log (S-728B) for population count purposes
  • Personnel will write the inmates' property number on the movement card and place it in the movement card rack
  • The Deputy will move the movement card in the rack slot that corresponds to the holding cell when an inmate is placed there anytime during booking

Keep Separates

  • If an arresting/transporting Officer requests an inmate be kept separate from another, the arresting/transporting Officer must complete the Intake Keep Separate Form in the report room and advise a Deputy, giving them the completed form
  • Upon receiving the separate information, the Deputy will verify the location of the inmate(s) who must be kept separate, stamp the inmate's movement card with the "Keep Separate" stamp, and enter the keep separate information into the CMS
  • If the incoming arrestee must be kept separate from a housed inmate, the Deputy will contact the housing unit and inform the unit Deputy of the keep separate entering the facility; The unit Deputy will stamp the front of the arrestee's movement card with the “Keep Separate" stamp
  • If the incoming arrestee must be kept separate from another incoming arrestee, the Deputy will stamp the front of both arrestee's movement cards with the “Keep Separate" stamp and ensure the arrestees are kept separate while in Intake

Inventory of Property

  • A Deputy will inventory and record the inmate's valuable property on a Property Record Form
  • All valuable property and coin currency goes in a clear plastic bag with the inmate’s name and property number
  • The plastic bag will be heat-sealed
  • Inmate information is put into the electronic kiosk banking system, and paper currency goes into the currency counter at Station 2
  • After the machine verifies the amount, a receipt is printed for the inmate
  • Accepted checks and paper currency that the counter won't take will be placed in an envelope with the inmate's information; The envelope will be placed into the secure drop box next to the currency counter; Deputies will note contents in the Property Record Form document
  • Contaminated currency will be sealed in a separate plastic bag and marked "Contaminated"
  • "Contaminated" will be noted in the Valuable Property/Cash screen in CMS
  • The property/coin currency is dropped into secured property via the "depository" drop door
  • A Deputy will inventory and record the inmate's clothing property on the Property Record Form
  • The inmate’s clothing property is placed in a property bag
  • Bags will be labeled with the inmate’s last name, first initial, and a property number then placed on the movable rack near Station 2
  • The Property Clerk will retrieve the bags and store them in the property area
  • Both inmate and deputy sign the property record form
  • Placed in “Needs to be Entered" file basket until deputy enters form in to CMS
  • CMS property sheet goes into file basket until inmate is released or classified for housing
  • Deputy for either release or classification will go to the property form and ensure it has been completed
  • Inmates held in a holding cell may be able to inventory their property
  • A deputy will fill out and sign the property form

Additional Notes

  • The property form gets put into whatever “in inmate holding, signature required file” basket it will go to, basket location at Station 2 , will be placed there until it enters CMS
  • Upon completion of inventory in CMS, it will go into a file basket located at station 2 until removed from the holding rack
  • The deputy who gets the inmate from holding will allow them to sign the property form
  • A Property Loss Report and all Risk Management paperwork is completed, as necessary when discrepancies are discovered
  • The Booking Specialist will send all paperwork to the booking file upon the completion of the inmate’s property for inventory

Court Services and Special Inmates

  • Court Services personnel will interview inmates that meet the criteria in order to see if they’re a fit for their recognizance (O.R.) release
  • Intoxicated O.R. bound inmates, prior to release, must submit to a P,B,T given to, with its result being a .04, with the inmate being eligible to be able to get a release
  • if the BAC is .04, the inmate can get a release if they appear healthy
  • An OR release will be completed by court services
  • They must secure inmate’s signatures, before forwarding it to the release desk
  • Upon receipt of the release form, do what you can as fast as possible when starting to process release
  • Review inmate’s booking file for charges
  • Complete the release information
  • Those whose conduct is dangerous will be placed in the security cells 1 and 2, and the padded cells 11 and 14
  • Said inmates can be secured to the W, R, A, P restraint and use the chair
  • An incident report made by the Housing Deputy is to be produced for the purpose of the safety cells
  • Recording of behaviors accessed through the DVR
  • CMS entry is mandatory for special watch or suicide watch cases when put in a cell No more than one violent or destructive inmate is allowed in a holding cell one time. No more

Holding Cell Notes

  • If a cell is used for an inmate who might threaten safety, there will be medical personnel. To decide if that cell is safe
  • The Camera is monitored by Station 2, with camera recording
  • CMS is generated every time cell 11 is utilized
  • Passing the holding cells to an incoming deputy will give passed on
  • The Deputy will give the patients in the padded and security cell a minimum review and will ensure them that every 15 minutes they will go through the review

Entrance to the Booking Area

  • Someone has to check and make sure that the correct warrant, or judgment is their right as well as their identity.
  • All judgment incarcerations needs to be authorized by the Watch Commander.
  • The Cashier has to fully book the subject to sign for the release paperwork.
  • The cashier will get there identity and have them show you there cause sheet
  • The same method of getting them booked is taken
  • All subjects who must secure personal property will use the lockers in the visiting rooms
  • The key to the locker well always be for the inmates to retain
  • Take custody of the person, search them, and escort the arrestee and or inmate to their photo to Intake sally the port, inmate fingerprints will be also taken

Additional Notes

  • The inmate will go back the visiting Lobby
  • A judgment that says the cashier says that the inmate is being honest is where the Judgment’s Log comes into play. Based up and on the judgment the judge has already planned a Jail stay for said subject
  • The judgement must say that the person has to be incarcerated, the document must set out if it is a set day, the person also will have to agree to pay pre incarceration fees to the amount that they are owed for incarceration, Money order, cash and a check issued by a cashier should be accepted as far as documentation payment

Warrant Confirmation

  • Front Desk/Records/CIC personnel contact Central Control upon confirming a warrant
  • Central Control advises Station Two
  • Deputies respond to potential arrestee
  • Deputies communicate with Front Desk/Records/CIC for warrant and safety information
  • Outside agencies returning inmates from court/appointments will be directed to the sally port via Slider 13, unless directed by the Intake Sergeant
  • The Deputy will conduct a pat-search prior to removing restraints
  • The Deputy escorts the inmate for body scan/unclothed search
  • The Deputy gets the inmate's movement card and releases them to their area controls, updating the Housing Unit Deputy via radio
  • Outside agency Officer gives court disposition to the Booking Specialist at Station 1 for processing if applicable
  • Access from the sally port to the Booking lobby by any outside agency or law enforcement Officer requires Intake Sergeant approval
