Washoe County Sheriff’s Office 701 Intake Introduction The Washoe County Detention Facility accepts arrestees from multiple law enforcement agencies. Each arrestee will be received and processed in an accurate, timely, and safe manner. Newly received arrestees will be separated from the general population until they are screened, searched, and booked. Purpose This procedure covers all arrestees, court ordered commitments, bond revocations, and self-surrenders presented for incarceration at the Washoe County Detention Facility. Scope All Detention personnel Definitions Not Applicable. Procedure 1. Entrance to the Booking Area by an Officer A. The Officer will notify the Central Control Specialist via intercom at Gate 1 of their arrival. B. Central Control will confirm the identification of the Officer and obtain the number and status of arrestee(s) (i.e., cooperative, combative, extreme intoxication, isolation required, returning inmates from court, any pertinent hazards, etc.) 1. Unmarked vehicles and/or if Central Control is unable to confirm the vehicle’s identity, the vehicle may be directed to park clear of the vehicle access area and wait for Deputy response. a. Central Control will notify Station 2 and a minimum of one-armed Deputy will respond to Gate 1 to confirm the agency’s identification. If personnel levels permit, two deputies will respond to Gate 1. b. The responding Deputy will notify Central Control via the radio of the identity of the agency transporting the arrestee, how many arrestee(s) and the behavior status of the arrestee(s). Central Control will allow the vehicle access once identification has been confirmed. C. The Central Control Specialist will open security Gate 1, allowing the vehicle to enter. The Central Control specialist will close Gate 1 behind the entering vehicle. E. Central Control will contact Station 2 via radio and advise the Deputies of the incoming arrestee(s) and their status. F. The Officer/agent transporting the arrestee will secure their weapon(s) and ammunition in provided lockers or their secured vehicles prior to escorting the arrestee(s) to the pre- booking corridor. 2. Initial Medical Screening in the Pre-Booking Corridor A. Medical personnel will evaluate all arrestees prior to accessing Slider 13. This evaluation includes a visual scan for injuries, claimed injuries, signs of being under the influence of alcohol/narcotics, and/or any characteristics of aberrant behavior. An evaluation will be made as soon as possible and prior to acceptance into the facility. (Reference SOP 708, Routine Medical Policy). B. The arresting/transporting Officer/agent will fill out the Arresting/Transporting Officer Arrestee Risk Questionnaire and then provide it to medical personnel. 1. The nurse will review the risk questionnaire and make a medical assessment for suicide/close observation risk. 2. Medical personnel will determine whether the arrestee is accepted or refused entrance into the facility due to medical reasons. 3. The Intake Sergeant will be notified by medical personnel when an arrestee is refused due to medical reasons. C. If the arrestee is refused based on their medical condition, the arresting/transporting Officer will be directed to transport the arrestee to the hospital or arrange transport via ambulance if the arresting/transporting Officer is unwilling/unable to transport. 1. The arrestee will not be accepted into the facility until the facility receives a written medical release, fit for incarceration order or referral, or a referral of treatment form is signed by a treating physician. 2. If an arrestee arrived with a medical release or referral of treatment signed by the treating physician, the arrestee will be accepted into the facility. (Reference NRS 248.060– Penalty for Sheriff or Jailer Refusing to Receive or Arrest). 3. Any conflicts arising in this area will be referred to the Watch Commander. If the arrestee is suspected to be suffering from a communicable disease, medical personnel shall conduct any appropriate evaluation(s). a. Deputies conducting the initial search associated with Intake procedures for an arrestee suspected of having an airborne communicable disease should use personal protective equipment, including but not limited to gloves, N95 face masks, and hand sanitizer. b. Upon the recommendation of medical personnel, the arrestee will be given a protective breathing mask to wear and placed in an Intake holding cell under “respiratory isolation” until booked. c. If an arrestee shows signs or symptoms of an Agitated Chaotic Episode, medical personnel will automatically refuse him/her. (If an arrestee accepted into the facility shows symptoms, a medical emergency will be announced, and an ambulance will be contacted for transport). (Reference SOP 708.5 Emergency Medical Response). 5. If the arrestee has prescription medication, an Intake nurse will evaluate the medication and decide whether the medication is placed into secure property or in the Infirmary for follow-up care. (Reference SOP 708 Routine Medical Service, for personal disposition). a. Medical marijuana shall not be allowed into the facility and will be disposed of per Section 8 of this SOP. 6. If the arrestee is cleared for admittance into the facility, medical personnel will stamp the arresting Officer’s paperwork informing the Booking Specialist at Station 1 the arrestee is cleared for processing. 3. Arrestee Sally Port Procedure A. Once inside the arrestee sally port, the arresting/transporting Officer will place the arrestee in a holding cell and close the cell door while the arrest paperwork is completed. 1. Once the paperwork is completed, the arresting/transporting Officer will turn it in to the Booking Specialist at Station 1. 2. The Booking Specialist will review the paperwork for accuracy prior to the arrestee being accepted into the facility. 3. No arrestee will be accepted into the facility until all paperwork has been properly completed by the arresting/transporting Officer, unless otherwise approved for safety and security by the Intake Sergeant. Upon completion, the Booking Specialist will place all the arrestee’s paperwork into the booking file and place the file into the “Awaiting Booking” basket. B. Once the arrestee’s photograph is verified by the Booking Specialist, the Officer will be allowed into the sally port with the arrestee. C. Central Control will allow the arresting/transporting Officer and the arrestee access into the sally port. D. All arrestees will remain handcuffed during the entire booking process. E. In the event the paperwork is not accurate, and the inventory search has been completed, the arrestee will remain seated in the sally port until the arresting/transporting Officer corrects/completes the paperwork. F. The arresting/transporting Officer may leave once the paperwork has been approved, the inventory search completed, and the inmate is escorted into the Intake Lobby area. 4. Movement Card A. A photo and movement card will be generated using the information from the Arrest Report/Declaration of Probable Cause, In-Transit, or Commitment/Check-In forms. B. Combative arrestees: Whenever possible, a movement card and photo should be completed prior to escorting the arrestee to a holding cell. C. All arrestees will have a white movement card (S-704) completed, except for Civil Protective Custody (CPC) detainees. CPC movement cards are yellow. D. The Booking Specialist will place the movement card in the movement card tray. 5. John and Jane Doe (Arrestees with no identification) A. In the event the arrestee has no identification, and is unwilling or unable to identify themselves, the arrestee will be listed as “John Doe” or “Jane Doe.” B. If a “John Doe” or “Jane Doe” is already booked into the facility, an alternative first name will be used to denote a male or female “Doe.” The name must be accepted by the Corrections Management System (CMS). C. In addition to “John Doe” or “Jane Doe” the arrestee’s date and time of acceptance into the facility will be recorded on all paperwork until the arrestee can be identified. Once identity is established, all paperwork will be updated with the arrestee’s correct name. A Deputy will visually assess the arrestee in the sally port for any obvious signs of sickness or injury requiring immediate medical attention. B. Arresting/transporting Officers with single arrests, or uncooperative, or combative arrestee(s) may be taken ahead of Officers with multiple arrests, or compliant arrestees at the discretion of the Intake Sergeant. C. All arrestees unable to complete the booking process due to behavior or intoxication will be placed in a holding cell until such time as they can be processed. 7. Searches A. Searches will be conducted in accordance with SOP 707, Contraband Control, and, if applicable, SOP 704.11, Transgender and Gender-Variant Inmates. 8. The Arrestee’s Transition to Jumpsuit Clothing A. Directly following the search procedure in the Sally Port, the inmate will be escorted from the Sally port to the Civil Protective Custody (CPC) shower stall. B. If an inmate is uncooperative or overly intoxicated, they will be placed in a holding cell until they display cooperative and sober behavior. C. Once the inmate is released from the holding cell, they will go through the clothing change out to jump suit procedure before being allowed into the Intake lobby. D. Prior to the inmate being changed out of their personal clothing, the Deputy will afford the inmate an opportunity to turnover any contraband (narcotics or paraphernalia that may have been hidden on or in their person) and place the contraband into the Amnesty Box, located on the wall between the staff restroom and CPC Shower. The Deputy will advise the inmate additional charges will not be pursued during the Amnesty process. E. A Deputy with the same gender as the inmate’s gender shall be present for the inmate’s transition from their personal clothing to the jumpsuit. The Deputy will inform the inmate to step inside the shower area and remove all personal clothing. The Deputy will place the inmates’ personal clothing in the inmate's property bag. The Deputy will provide the inmate Detention Facility undergarments, to include socks and a jump suit (Green/White for Males and Blue/White for Females). Additional holding cells may also be utilized to change out inmates. Deputies may utilize the Property shower stalls if necessary. The Deputy will ensure there is a cover over the windows of the holding cells. (I.E., CPC Holding Cells 14/15, Intake holding cells if utilized) G. The Deputy will conduct a visual inspection of the area utilized for the change out procedure prior to moving the inmate. H. The inmate will be escorted to the body scanner for a full body scan before being directed to the Intake lobby. I. The inmate's personal clothing will be searched for contraband by a Deputy and placed in the inmate's property bag. 9. Inmates Unable to Secure Release from Intake A. If an inmate is unable to secure a release after the Booking process, the inmate will be changed out of the jumpsuit in the Property shower stalls, and the jumpsuit will be given to Property for proper washing and reintegration back into the jumpsuit supply in Intake. The inmate will be provided with proper inmate clothing based on the inmates assigned classification level from the Intake screening process. B. The Deputy will give the inmate a second opportunity to utilize the second Amnesty Box located on the wall of the Booking Supervisors office, prior to being placed in the in the body scanner. 10. Inmates Able to Secure Release from Intake A. If an inmate posts bail or receives a release of his/her own recognizance, the inmate will be escorted to the Release change out stalls in the Release hallway. The Deputy will provide the inmate with their property bag and instruct the inmate to change back into their personal clothing. The inmate will be instructed to put the jumpsuit in the laundry bin, where the jumpsuit will be washed and reintegrated back into the jumpsuit supply in Intake. 11. Contraband Control (See also SOP 707) A. Under no circumstances will the following items be allowed into the facility: 1. Firearms and/or ammunition 2. Illegal weapons (illegal knives, metal knuckles, etc.) 3. Perishable food items 7. Illegal drugs 8. Marijuana products, including any that contain THC or CBD regardless of whether the product is intended for medical use. 9. Electronic smoking devices, i.e., “vape pens,” “e-cigarettes” 10. Butane lighters B. Any of the above listed items must be turned over to the arresting Officer for proper handling/disposal. 12. Bulk Items A. All bulk property items that do not fit or are not permitted into a property bag must fit within a box with dimensions of 10”x12”x16”. B. Bulk property, large items, and items that will not fit or are not permitted into a property bag shall be placed into the bulk property storage box. The items will be secured in the bulk property storage room by the arresting/transporting Officer. C. Any items that do not fit into a box in the bulk property storage room are the responsibility of the arresting agency. D. Items such as shopping carts, bicycles, etc. are not considered bulk property and will not be accepted or placed into the bulk property storage room. 13. Cooperative Arrestees A. Once the search of the arrestee is completed, the arrestee will be escorted by a Deputy, who will contact Central Control to open Slider 12 to the Intake Lobby. 14. Combative and Uncooperative Arrestees A. Upon notification of a combative or uncooperative arrestee being brought into the facility, Central Control shall advise Station 2 via radio. The Intake Sergeant will dispatch the appropriate number of deputies to meet the incoming Officer(s) and arrestee based upon the facts and circumstances known at the time. B. The arresting/transporting Officer(s) may be responsible for escorting the arrestee from their vehicle to the Intake sally port. Deputies will respond to the Intake parking lot in such cases of emergency or upon request with approval from the Intake Sergeant. The nurse will respond when requested. C. The Intake sergeant will assess the situation based upon the facts and circumstances known at the time. The Intake sergeant will then make the determination when the combative or uncooperative arrestee is to be brought into the facility. 1. Under no circumstances will members of this agency accept any arrestee who has been brought to the facility in a manner commonly referred to as “hog-tied”. Should an arrestee be brought to the facility in this manner, it will be the sole responsibility of said agency to remove such restraints. D. If an arrestee becomes uncooperative, hostile, or combative at any time during the Intake process, the arrestee will be placed in a holding cell until such time as processing can be resumed. The arrestee will be restrained in accordance with SOP 707, Use of Restraints, as necessary. E. If an arrestee is placed into a holding cell, the arrestee’s name and time placed into holding will be noted on the dry erase board located outside of the corresponding holding cell. F. All arrestees being released from holding cells shall be pat-searched and a search of the cell(s) will be conducted for contraband. G. The arrestee’s property will be removed and secured in accordance with SOP 702.4, Secure Storage. 15. Handcuffs A. Once inside the booking lobby, the Deputy will remove the handcuffs (if not removed previously) and any additional personal property from the inmate. B. The handcuffs may be returned to the Officer upon completion of the inmate’s search. C. Combative inmates will have handcuffs removed after being placed inside the holding cell. D. No inmate will be left unattended while handcuffed in a holding cell passed Slider 12. 16. Personnel at Station 2 will document the last name and first name of the inmate, as well as the time received and property number on the Intake Shift Activity Log (S-728B) for population count purposes. B. Personnel will write the inmates’ property number on the movement card and place it in the movement card rack. C. When an inmate is placed into a holding cell at any point of the Booking process, the Deputy will move the movement card in the rack slot that corresponds to the holding cell. 17. Keep Separates A. If an arresting/transporting Officer requests an inmate be kept separate from another inmate, the arresting/transporting Officer will: 1. Complete the Intake Keep Separate Form located in the report room. 2. Advise a Deputy of the keep separate and give the completed form to the Deputy. B. Upon receiving the keep separate information, the Deputy will: 1. Verify the location of the inmate(s) of whom the current inmate is to be kept separate. 2. Stamp the front of the inmate’s movement card with the “Keep Separate” stamp. 3. Enter the keep separate information into the CMS. C. If the incoming arrestee is to be kept separate from an inmate who is currently being housed in the facility, the Deputy will contact the housing unit and inform the unit Deputy of the keep separate entering the facility. The unit Deputy will stamp the front of the arrestee’s movement card with the “Keep Separate” stamp. D. If the incoming arrestee is to be kept separate from another incoming arrestee, the Deputy will stamp the front of both arrestee’s movement cards with the “Keep Separate” stamp and ensure the arrestees are kept separate while in Intake. 18. Inventory of Property A. Secured Property: 1. A Deputy will inventory and record the inmate ’s valuable property on a Property Record Form, in accordance with SOP 702.4, Secure Storage. 2. All valuable property and coin currency will be placed into a clear plastic bag with the inmate’s last and first name and property number written on it, then the plastic bag will be heat-sealed. The inmate’s information will be placed into the electronic kiosk banking system and their paper currency will be placed into the currency counter at Station 2. After the machine has verified the amount of paper currency, a receipt will be printed for the inmate. 4. All accepted checks and paper currency the counter will not take will be placed in an envelope with the inmate’s information on it. The envelope will be placed into the secure drop box next to the currency counter. Deputies will make note of the contents of the envelope on the Property Record Form. 5. Contaminated currency will be sealed in a separate plastic bag and marked “Contaminated.” 6. “Contaminated” will be noted in the Valuable Property/Cash screen in CMS. 7. The valuable/secure property and coin currency will be dropped into secured property via the “depository” drop door. B. Clothing Property: 1. A Deputy will inventory and record the inmate’s clothing property on the Property Record Form, in accordance with SOP 701.2, Clothing Property Control. 2. The inmate’s clothing property will be placed in a property bag. 3. The property bag will be labeled with the inmate’s last name, first initial, and property number then placed on the movable clothing rack near Station 2. 4. Several times per shift, the Property Clerk will respond and retrieve the property bags from this rack and store them in the property area. 5. When the Deputy has completed the inventory, both the inmate and a Deputy will sign at the appropriate location on the Property Record Form. 6. Once the property form has been signed, it will be placed into the “Needs to be Entered” file basket, located at Station 2 until a Deputy enters it into CMS. Once the property sheet is entered into CMS, it will be placed into a file basket located behind Station 2 and will remain there until the inmate is either released or classified for housing. 7. The Deputy conducting the release or classification process will ensure the property form is filled out completely and signed by both a Deputy and the inmate. C. Inmates placed into a holding cell will not be present for the inventory of their property. 1. The property form will be filled out and signed by the Deputy. The property form will be placed into the “Inmate in holding, signature required” file basket, located at Station 2 until a Deputy enters it into CMS. 3. Once the property form is entered into CMS, it will be placed into a file basket located at Station 2 until the inmate is removed from holding. 4. The Deputy removing the inmate from holding will allow the inmate to review and then sign the property form. 5. Any discrepancies will be directed to the Intake Sergeant who will ensure a Property Loss Report and all Risk Management paperwork is completed, as necessary. 6. Upon completion of the inventory process of the inmate’s property, the Booking Specialist will forward all applicable paperwork to the booking file. 19. Court Services A. Inmates meeting established criteria will be interviewed by Court Services personnel to evaluate their potential for an Own Recognizance (OR) release. 1. Prior to release, intoxicated inmates must submit to a Preliminary Breath Test (PBT), or Breathalyzer Test administered by a Deputy. The results of this test must indicate the inmate’s Blood Alcohol Concentration (BAC) is.04 or below to be eligible for release. 2. When an inmate’s BAC is.04 or below, the inmate must appear to be able to exercise care for their own health and safety. B. Inmates qualifying for an OR release: 1. Court services personnel will complete an OR Release Form. 2. Secure the inmate’s signature. 3. Forward it to the release desk. C. Upon receipt of the OR Form, the release desk will 1. Initiate and process the release as soon as possible. 2. Review the inmate’s booking file for any additional charges or holds. 3. Complete a release information form. 20. Inmates whose conduct constitutes a threat to the safety of themselves, other inmates, or personnel, will be placed into security cells 1, 2, or 12, padded safety cell 11 or 14. Inmates may be secured in a WRAP restraint device, utilizing the WRAP Cart, or Pro-Straint Chair per SOP 707.4, Use of Restraints. B. Security Cells 1 and 2 (Padded/Camera) 1. Anytime these security cells are utilized for an inmate from a housing unit deemed to be a threat to the safety of themselves, other inmates, or personnel, an incident report must be generated by the Housing Deputy placing the inmate into the cell. a. Their behavior will be recorded on the DVR system and can be accessed through this equipment for reporting purposes. 2. If an inmate from the Intake Lobby is placed in one of these security cells, a CMS entry will be generated when the inmate is being placed on special watch or suicide watch. C. Padded Safety Cell - Holding Cells 11 and 14 1. No more than one violent, combative, or self-destructive inmate will be placed into a padded safety cell at one time. a. If holding cell 11 is used for an inmate whose conduct constitutes a threat to his/her own safety, the inmate will be evaluated by medical personnel prior to being placed into the cell. i A security camera has been mounted inside of the cell. Whenever the cell is occupied, the inmate’s activities will be recorded. The camera is monitored at Station 2 and recorded via DVR. 2. Anytime holding cell 11 is utilized, a CMS entry will be generated by the Deputy placing the inmate in the cell. 3. If the inmate remains in holding cell 11 at shift change, information will be passed on to the incoming Deputies. This will occur at each shift change until the inmate is removed from the holding cell. 4. Inmates in the security/padded cells will be evaluated by a Deputy a minimum of once every fifteen (15) minutes. 21. Entrance to the Booking Area by a Person Self-Surrendering on a Warrant, Commitment, Judgment, or a Book, Print, and Release A. The person will be directed to the cashier. For warrants, commitments, or judgments the Cashier will confirm the person’s identity and the warrant, commitment, or judgment. C. All judgment incarcerations will be pre-approved by the Watch Commander. D. If the person is eligible for immediate release: 1. The Cashier will completely book the subject into CMS and complete the release paperwork. E. For Book, Print, and Releases the cashier will confirm the person’s identity and obtain the previous written Probable Cause Sheet. 1. The cashier will completely book the subject into CMS and complete the release paperwork. 2. The cashier will attach the Booking Recap Sheet to the intake paperwork. 3. Subjects will secure their personal property in a locker in the Visiting Lobby. 4. The locker key will remain with the person. 5. A Deputy will meet arrestee in the visiting lobby to: a. Take the person into custody. b. Conduct a pat-search. a. Escort the arrestee to Intake sally port for a photo. b. Fingerprint the inmate. c. Escort the inmate back up to the Visiting Lobby for release. B. For a Judgment of Incarceration, the Cashier will verify the person’s identity and ensure the following: 1. The Cashier will first check the Judgment Log, which has pre-arranged jail stays already logged. If the person wants to arrange a jail stay based upon a judgment, the cashier will ensure the following: a. The person must pre-arrange a certified copy of the judgment to be sent from the court of jurisdiction to the detention administration. A facsimile copy will suffice if sent from the court directly. The judgment must specifically order the person to a term of incarceration (either a set number of hours or days) at the Washoe County Detention Facility. c. The person must pre-pay the current federal rate, per day or portion of a day, for incarceration. Cash, cashier’s check, or money order will be the only accepted forms of payment. 2. After identity and all necessary paperwork has been verified and processed, the Cashier will contact Central Control to advise Station 2 via radio of a self-surrender or book, print, and release at the cashier. C. An Intake Deputy will meet the person in the Visiting Lobby and: 1. Confirm the warrant, commitment, or judgment information. 2. Take the person into custody. 3. Conduct a pat-search. 4. Escort the arrestee to the Intake sally port to complete the booking process as delineated above. a. Note: At no time will the Deputy leave the arrestee unattended. The Deputy escorting the arrestee will maintain control of the subject until the assignment is completed. b. If the subject does not qualify for release, the Deputy will escort the arrestee through the normal sally port procedure and place them in the Intake lobby to be processed through the booking procedure. 2. Warrant Confirmation-Front Desk/Records/Central Information Center A. The Front Desk/Records/Central Information Center (CIC) personnel will contact Central Control when they confirm a warrant. Central Control will advise Station Two via radio. B. Deputies will respond to the potential arrestee and make contact. C. Responding deputies will communicate with personnel from the Front Desk/Records/CIC to obtain warrant information as well as other pertinent details (i.e., safety concerns, suspect information, etc.) 23. Outside agencies returning “in custody” inmates from a court appearance or other appointments will be directed into the sally port via Slider 13, unless otherwise directed by the Intake Sergeant. B. The Deputy accepting the returning inmate will conduct a pat search in the sally port prior to removing the restraints on the inmate. The Deputy will escort the inmate to the body scan machine and perform a scan and an unclothed search of the inmate. The Deputy will retrieve the inmate’s movement card from Secured Property or Court Transportation and will release them to their respective area controls and update the Housing Unit Deputy the inmate(s) is/are returning to the unit via radio communication. C. If applicable, the outside agency Officer will give the court disposition to the Booking Specialist at Station 1 for processing. D. Access from the sally port to the Booking lobby by any outside agency or law enforcement Officer must be approved by an Intake Sergeant.
