- Telephones are an important means of communication between the public and the police, and citizens have the right to expect prompt and courteous service.
- Department employees must exhibit courtesy at all times while using the department telephone system or department-issued cell phones and should identify themselves by providing a personal greeting.

- Communication related to government business must be preserved under public records laws, and text messages made and received from a department-issued cell phone will be automatically captured via the message archiving system of the cell phone provider.
- Communication related to government business from a personal device are considered public record and are not exempt from public disclosure.
