Aircraft Maintenance Training Organization Approval

• Organizations engaged in aircraft maintenance training must be approved, as stipulated by Rule 133B of the Aircraft Rules 1937.
• CAR 147 (Basic) harmonizes training requirements with international standards, based on EASA Part 147.
• CAR 147 (Basic) specifies the requirements and conditions for approval, renewal, suspension, and revocation of certificates for aircraft maintenance training organizations.
• An approved organization can conduct business from multiple locations and hold more than one CAR approval.

Application for CAR 147 Approval

• The application for approval, renewal, or change of an existing approval must be submitted in a manner established by the DGCA on CA Form 12a.
• The application must include:
  • The applicant's registered name and address.
  • The address of the organization requiring the approval.
  • The intended scope of approval or change to the scope of approval.
  • The name and signature of the accountable manager.
  • The date of application.

Facilities Requirements

• The size and structure of facilities must ensure protection from weather elements and proper operation of all planned training and examination activities.
• Fully enclosed, appropriate accommodation separate from other facilities must be provided for theory instruction and knowledge examinations.
• A large training organization (more than 50 students) needs a designated quality audit group solely dedicated to audits.
• Smaller organizations (less than 50 students) can use competent personnel from different departments for quality audits, subject to the control of the quality manager.
• The management control and follow-up system cannot be contracted to external parties.

Examinations

• Examination staff must ensure the security of all questions during knowledge examinations.
• Any student found cheating or in possession of unauthorized examination materials will be disqualified and barred from taking any examination for at least 12 months.
• The DGCA must be informed of any cheating incidents within one month, along with details of any investigation.

Certificate of Approval

• The approval certificate is limited to the scope of work specified in the approved maintenance training organization exposition as referred to in Section A of CAR-147 (Basic).
• The approval requires compliance with the procedures outlined in the approved maintenance training organization exposition.
• The approval is valid as long as the training organization complies with CAR-147 (Basic).
• The approval remains valid for the duration specified in the attached validity sheet, unless it is surrendered, superseded, suspended, or revoked.
