CAR 147 (Basic)

• Issued under the provision of Rule 133A of the Aircraft Rules, 1937.
• Applicable from 01 March 2018.
• Initial Issue (Revision 0) dated 27.12.2017.
• Provides common technical standards and guidelines for approved aircraft maintenance training organizations.

Applicability

• Applies to approved aircraft / engine manufacturing and maintenance organizations registered in India intending to provide basic aircraft maintenance training.
• Also applies to existing training organizations approved under CAR Section 2 Series E, provided they make long-term arrangements with approved maintenance organizations for practical training.

Scope

• Sets requirements for organizations seeking approval to conduct Basic maintenance training as outlined in CAR-66 and Rule 133B of the Aircraft Rules, 1937.

General

• A training organization must be a registered legal entity.
• Sufficient staff is required to plan, perform, and conduct training, examinations, and practical assessments.
• Other organizations can be used to provide practical training, but their staff must be nominated to carry out training and assessments.
• A person can serve as an instructor, examiner, and assessor, provided they meet specific requirements.
• Instructors, examiners, and assessors' experience and qualifications must meet criteria established by the DGCA.
• Knowledge examiners and practical assessors must be specified in the Organization exposition.
• Instructors and knowledge examiners must attend updating training relevant to current technology, skills, human factors, and training techniques at least every 24 months.

Personnel Requirements

• Larger training organizations with the capacity for 50 or more students should appoint a training manager, a quality manager, and an examination manager.
• Smaller training organizations with under 50 students may combine these roles, subject to DGCA verification and satisfaction that all functions are properly carried out.

Maintenance Training Organisation Exposition

• Must be approved by the DGCA.
• Minor amendments can be approved through an exposition procedure (indirect approval).
• Format is recommended in Appendix 1.

Privileges of the Maintenance Training Organization

• Privileges are granted by the DGCA in accordance with the organization's exposition and include:
  • Basic training courses related to the CAR-66 syllabus.
  • Examinations on behalf of the DGCA (when permitted).
  • Issuance of certificates following successful completion of approved basic training courses and examinations.
• Training, examinations, and assessments can only be carried out at locations specified in the approval certificate or the organization's exposition.
• An organization must be approved to conduct training before being approved to conduct examinations.

Certificate of Recognition

• This certificate covers theoretical and practical aspects of the basic training course.
• Issued to individuals upon successful completion of the approved basic aircraft maintenance training courses and related examinations.

DGCA CA Form 148

• Represents a "Certificate of Recognition for Basic Training."
• Can be issued after completion of basic training, basic examinations, or both.
• Issued for successful completion of a full basic course in one license (sub) category, including examinations or without examinations.
• Successful completion of a course without examinations signifies completion of theoretical and practical training including assessments.

CAR 147 APPROVAL RECOMMENDATION REPORT CA-FORM 22

• Sections for reporting compliance with CAR 147 Maintenance training organization exposition (MTOE) on:
  • Management: Corporate commitment by accountable manager, management personnel, duties and responsibilities, management personnel organization chart, list of instructional and examination staff, list of approved addresses, general description of facilities, list of approved courses, notification procedures regarding changes to organization, exposition and associated manuals amendment procedure.
  • Training and Examination Procedures: Organization of courses, preparation of course material, preparation of classrooms and equipment, preparation of workshops/maintenance facilities and equipment, conduct of theoretical training and practical training, records of training carried out, storage of training record, organization of examinations, security and preparation of examination material, preparation of examination rooms, conduct of examinations, conduct of practical assessments, marking and record of examinations, storage of examination records, preparation, control & issue of basic training course certificates.
