Air Force Training Guidelines Chapter 1

Chapter 1: General

• Purpose: AFI 36-2650 provides guidance and procedures for training personnel assigned to aircraft, munitions, and missile maintenance.
• Objective: To provide various training types for personnel in their specific Air Force Specialty Codes (AFSCs)
• Applicability: This instruction applies to commanders, supervisors, unit training managers (UTMs), maintenance groups, squadrons, and training sections.
• Terminology:
  • Shall, Must, Will: Mandatory requirements
  • Should: Preferred or recommended methods
  • May: Acceptable or satisfactory methods
• Primary Responsibility: The maintenance training section (UTM for AFR/ANG) is the point of contact for maintenance training.
• Training Priority: Training is an equal priority with operational training.
• Resource Allocation: Training resources are balanced with aircraft, support equipment, facilities, tools, funding, and personnel needs.
• Special Considerations: AFR/ANG requirements are mentioned in Chapter 10. Intercontinental Ballistic Missile (ICBM) and nuclear units have specific training requirements outlined in other manuals
• Contractors' Participation: Performance-based activities by contractors are managed according to contract or management plan rules.

Additional Topics

• AETC Training Detachment (TD): Primary training agency on base for aircraft and missile maintenance. Will not conduct ancillary training.
• Mandatory Course List: MAJCOMs create a master list.
• Training Course Utilization: Units utilize available training resources (AETC TD, maintenance training section, and ancillary trainings) for personnel.
• Class Cancellation Policy: Policies vary based on different factors such as en route, temporary, or multi-phased students. Cancellation policies will be approved by higher authority, like wing commanders.
• Curriculum Advisory Committee (CAC): Used for investigating, analyzing, and recommending improvements to training programs. Necessary when developing, revising or deciding on which agency is conducting training.
• Cross-Utilization Training (CUT): Allows individuals to train on tasks outside their primary AFSC to enhance combat capability.
• Block Training: Training sessions that group training requirements into single sessions. (e.g. mission orientation or refresher).
• Ancillary Training: Should be consolidated for mission impact.
• Overdue Training: Training that falls past the certification due date
• Air Force Engineering & Technical Services (AFETS): Provides specialized training.
• Maintenance Group Training Analysis Briefing: A quarterly briefing provided by the maintenance training section to the Maintenance Group Commander. This is also referred to as TAB
• Various Personnel's Participation in Training Briefs: Personnel are expected to attend the quarterly briefing. This includes squadron commanders and the Maintenance Group Superintendent with others such as schedulers, instructors, training managers, and QA officers, per instructions.
• Report Lost Training Time: Personnel must report lost training time as indicated by the MAJCOM.
