    • Administrative confinement is a classification used for inmates who pose a threat to themselves, others, or the safety and security of the detention facility.
    • The placement of an inmate into administrative confinement must be authorized by a lieutenant or higher authority.
    • Inmates being placed into administrative confinement (as authorized by the shift commander due to being violent or a threat to security) pending disciplinary action must be served with a Notice of Hearing (JFCN-024) in accordance with Standard Operating Procedure.
    • Prior to placement into any confinement housing, inmates will be assessed by medical staff to determine whether existing medical, dental, or mental health needs contraindicate the placement.
    • Inmates may be placed in administrative segregation by Classification Unit staff or the Inmate Management Team for any of the following reasons: the inmate poses a serious escape risk, evidenced by documented behavior, previous history, and/or other evidence; the inmate poses a danger to others; the inmate exhibits documented anti-social or hostile behavior toward staff or inmates, or repeated destruction of county property; when necessary as described in Standard Operating Procedure Transgender Inmates; a serious threat may exist to the individual's safety as perceived by the staff; or when a law enforcement officer or other criminal justice entity has provided a written request citing the threat and/or reason for the request.
    • Inmates placed in disciplinary confinement may be subject to loss of privileges as determined by the hearing committee.
    • Inmates in segregation will be required to follow the below listed procedures: out-of-cell time shall be conducted one (1) inmate at a time unless there is more than one (1) inmate housed in the same cell. In this case those inmates will be allowed out together. Inmates who have a demonstrated history of, or exhibited aggressiveness toward other inmates or staff, or constitute a threat to themselves or others shall be in DOC restraints when outside of their cell. Inmates in DOC restraints are:
    • Segregation housing: Inmates may be placed in special needs housing based on their medical, mental health, or physical/emotional vulnerability if special observations or housing restrictions are needed for the management of the inmate.
    • Special needs inmate housing: Inmates housed for medical purposes shall be examined by the physician or designee within 48 hours of such housing. Healthcare staff shall determine when the inmate will be returned to the general population. The inmate may remain in special needs housing if the physician or designee: finds that the inmate presents a serious risk to himself or others, and/or continues to provide the inmate with follow-up medical care and treatment during the entire time that the inmate remains housed in such area or cell as deemed necessary.
    • Inmates shall have the opportunity to have a minimum of three (3) hours of outdoor exercise per week, weather permitting.
    • Inmates in administrative confinement or administrative segregation, may be subiect to the restrictions based on the individual circumstances.
    • Inmates will be issued one (1) uniform (with the ability to exchange it twice per week), two (2) quilted blankets (one to be used as a mattress cover and one for warmth), and a washcloth.
    • Inmates in these statuses will neither be issued a towel to keep in their cells, a mesh laundry bag, or a property bin. Towels will be handed to the inmate as they come out of their cell to take a shower and will be recovered before returning to the cell.
    • The mesh laundry bag will be presented to the inmate when preparing to wash personal laundry.
