CROSS-DOMAIN CAPABLE RA 7077 Republic Act 7077 - shall be known as the ” Citizen Armed Force or Armed Forces of the Philippines Reservist Act. – Sec 1 The mission of the Citizen Armed Force, alternately referred to as the Reserve Force, is it provide the base for the expansion of the Armed Forces of the Philippines in the event of war, invasion or rebellion, to assist in relief and rescue during disasters or calamities, to assist in socioeconomic development and to assist in the operation and maintenance of essential government or private utilities in the furtherance of overall mission. – Sec 7 ARMY 2040: WORLD-CLASS. CROSS-DOMAIN CAPABLE ROTC – per RA 7077 ✓ Military training for students enrolled in colleges, universities is MANDATORY pursuant to the provisions of National Defense Act and the 1987 Constitution. – Section 38 ARMY 2040: WORLD-CLASS. CROSS-DOMAIN CAPABLE ROTC – per RA 7077 Establishment of ROTC Units in Schools- Sec 39. - there shall be established and maintained ROTC units as the SND may approve, which shall conduct military training for the students for the purpose of producing enlisted and officer reservists. POI shall not exceed 2 academic years for enlisted reservists, and 4 academic years in the case of officer reservist which shall include as necessary summer or probationary training of not more than sixty (60) consecutive days. CROSS-DOMAIN CAPABLE RA 9163 Definition of Terms ✓ National Service Training Program (NSTP) - program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its 3 program components. ✓ Reserve Officers Training Corps (ROTC) - program designed to provide military training to tertiary level students in order to motivate, train, organize and mobilize them for national defense preparedness. ✓ Literacy Training Service (LTS) - program designed to train students to become teachers of literacy and numeracy skills to school children, out of school youth, and other segments of society in need of their service ARMY 2040: WORLD-CLASS. CROSS-DOMAIN CAPABLE RA 9163 Definition of Terms ✓ Civic Welfare Training Service (CWTS) - program or activities contributory to the general welfare and the betterment of life for the members of the community or the enhancement of its facilities, especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and morals of the citizenry. ✓ Program component - refer to the service components of the NSTP as enumerated on Section 4 of this Act.. ARMY 2040: WORLD-CLASS. MULTI-MISSION READY. CROSS-DOMAIN CAPABLE RA 9163 Establishment of the National Service Training Program – Sec 4 ✓ shall form part of the curricula of all baccalaureate degree courses and of at least two (2)- year technical-vocational courses and is a requisite for graduation. ❑ ROTC (optional) - instill patriotism, moral virtues, respect for rights of civilians, and adherence to the Constitution, among others. ❑ LTS & CWTS. ❑ Citizenship training shall be given emphasis in all the 3 program components.. ARMY 2040: WORLD-CLASS. MULTI-MISSION READY. CROSS-DOMAIN CAPABLE RA 9163 Coverage of NSTP– Sec 5 ✓ Students, male and female, of any baccalaureate degree course or at least two (2)-year technical-vocational courses in public and private educational institutions shall be required to complete one (1) of the NSTP components as requisite for graduation.. ✓ SEC. 6. each of the aforementioned NSTP program components shall be undertaken for an academic period of two (2) semesters.. ***. a one (1) summer program may be designed, formulated and adopted by the DND, CHED and TESDA in lieu of the 2 semester program.. ARMY 2040: WORLD-CLASS. MULTI-MISSION READY. CROSS-DOMAIN CAPABLE RA 9163 NSTP Offers– Sec 7 ✓ All higher and technical-vocational institutions, public and private, must offer at least one of the program components ✓ State Universities & Colleges shall offer ROTC and 1 other component ✓ Private and Technical-Vocational Schools with at least 350 cadet students may offer ROTC ✓ Clustering and Cross enrolling may be done implementing ROTC ARMY 2040: WORLD-CLASS. MULTI-MISSION READY. CROSS-DOMAIN CAPABLE RA 9163 Fees, Incentives, Scholarships– Sec 8 ✓ For ROTC, the DND shall formulate and adopt a program of assistance and/or incentive to those students who will take the said component. National Service Reserve Corps & Citizens Armed Force– Sec 11 ✓ Non-ROTC graduates = National Service Reserve Corps ✓ ROTC graduates = Citizens’ Armed Force (RA 7077) ARMY 2040: WORLD-CLASS. MULTI-MISSION READY. CROSS-DOMAIN CAPABLE RA 9163 Suspension of ROTC Requirement– Sec 14 ✓ The completion of ROTC training as requisite for graduation is hereby set aside for those students who despite completing all their academic units as of the effectivity of this Act have not been allowed to graduate.. Amendatory Clause– Sec 16 ✓ Section 35 of Commonwealth Act No. 1, Executive Order No. 207 of 1939, Sections 2 and 3 of Presidential Decree No. 1706, and Sections 38 and 39 of Republic Act No. 7077, as well as all laws, decrees, orders, rules and regulations and other issuances inconsistent with the provisions of this Act are hereby deemed amended and modified accordingly ARMY 2040: WORLD-CLASS. CROSS-DOMAIN CAPABLE RA 9163 Amended / modified Provisions of the following ✓ Sec 35, Commonwealth Act 01 – At Such, colleges and universities as the President may designate there shall be established and maintained Reserve Officers Training Units of such arms and services as he shall specify, WHERE EVERY PHYSICALLY FIT STUDENT SHALL BE REQUIRED TO PURSUE A COURSE OF MILITARY INSTRUCTION designed to qualify him for a commission as 3rd Lieutenant of Reserve. ………. ✓ EO 207 of 1938– Requiring the ESTABLISHMENT of ROTC Units in ALL Colleges and Universities AS A REQUISITE to RECOGNITION of the Government with NO EXEMPTION except with the direct instruction of the President of the Philippines ARMY 2040: WORLD-CLASS. MULTI-MISSION READY. CROSS-DOMAIN CAPABLE RA 9163 Amended / modified Provisions of the following ✓ Sec 2 & 3, Presidential Decree No 1706 – National Service (Civic Welfare, Law Enforcement and Military Service) shall be obligatory for all citizens of the Philippines. Each citizen shall render national service in any of the 3 programs, provided that such service shall be credited in his favor for the purpose of fulfilling educational requirements required by law ✓ Sec 38 & 39, RA 7077 – Mandatory ROTC and establishment of ROTC Units in Schools Note: An IRR was signed on 23 November 2021 ARMY 2040: WORLD-CLASS. MULTI-MISSION READY. CROSS-DOMAIN CAPABLE IRR to RA 9163 - Specific Provisions ARMY 2040: WORLD-CLASS. MULTI-MISSION READY. CROSS-DOMAIN CAPABLE RA 9163 – important provisions on the IRR ✓ Sec 2a: Role of the Youth– In recognition of the vital role of the youth in nation-building, the State shall promote civic-consciousness and defense preparedness among them and shall develop their physical, moral, spiritual, intellectual and social well-being. It shall inculcate the ideals of patriotism, nationalism, volunteerism, and advance their meaningful involvement in public and civic affairs. ✓ Exemption from NSTP-ROTC Sec 4 - a4:– Foreign students or aliens. ✓ Sec 4 - b:– SUCs with constituent universities or campuses shall offer both the Basic and Advance ROTC Programs in all its constituent universities and campuses, subject to the provisions stipulated in Sections 39 and 40 of RA 7077. ✓ In coordination with HEIs, the DND shall conduct additional training periods for volunteer prospective Advance ROTC Cadets. ARMY 2040: WORLD-CLASS. MULTI-MISSION READY. CROSS-DOMAIN CAPABLE RA 9163 – important provisions on the IRR ✓ Sec 4c:– Students enrolled in the first semester of their first year shall undergo a common module phase for 25 hours training period. Subjects covered are citizenship training, drug education, disaster risk reduction and management (DRRM), environmental protection and other national security concerns. ✓ Sec 4e:– The Philippine Military Academy (PMA), Philippine Merchant Marine Academy (PMMA), Philippine National Police Academy (PNPA) and Maritime Academy for Asia and the Pacific (MAAP) are exempted from the NSTP, in view of the special character of these institutions.
