So, let us walk as Jesus walked. Now, for a quick review! In Unit 2, we went through the foundations of Teachers as Professionals in Society. Likewise, we explored in detail the most relevant laws that created teaching as a profession as well as the laws that provide how teachers must behave and the laws that show the rights, duties, and privileges of teachers. It was definitely a full discussion of laws but it does not stop there. In this Unit 3, we will continue with other laws connected to education and teaching then proceed to the global kind of education that makes it 21^st^ century! Are you ready? Visualize the influence of the educational legal mandates towards educational institutions through creating a poster that promotes the educational institution as a safe space for all school stakeholders **Key Concepts:** 1. *Republic Act 6728* - Approved on June 10, 1989 - Known as \"**Government Assistance To Students and Teachers In Private Education Act**\" - Declares: *...the policy of the State in conformity with the mandate of the Constitution, to promote and make quality education accessible to all Filipino citizens. The State **also hereby recognizes the complementary roles of public and private educational institutions in the educational system and the invaluable contribution that the private schools have made and will make to education**. For these purposes, the State shall provide the mechanisms to improve quality in private education by maximizing the use of existing resources of private education, recognizing in the process the government responsibility to **provide basic elementary and secondary education as having priority over its function to provide for higher education***. - Provides the different forms of assistance for students in the private school such as: - Tuition fee supplements - High School Textbook Assistance Fund under the Secondary Education Development Program (SEDP) - Educational Service Contracting Scheme (ESC) for High School - Voucher system of the Private Education Student Financial Assistance (PESFA) - Educational Loan Fund - College Faculty Development Fund, among others. - This act consists details to the different supporting mechanisms of the government toward the private through scholarships. Because of this, students may go to the private schools to decongest the bloated population in the public school system. However, such is not always the case because some public schools hold their students. - Read RA 6728 in: 2. *Republic Act 8545* - An act that amended **RA 6728** - Now known as **Expanded Government Assistance to Students and Teachers in Private Education Act** - The RA 8545 further recognized the government's responsibility to also *"provide basic elementary and secondary education, post-secondary vocational and technical education and higher education as having priority over its other functions*" - Hence, the government is now required to cover not only basic education and higher education but also technical and vocational education. - **Subsidy for private school teachers must also be provided by the government as stipulated in this law. This subsidy to private school teachers is only for licensed teachers teaching in the high school.** - **Approved on February 24, 1998.** - Read RA 8545 in: 3. *Republic Act 7877* - Promulgated by President Fidel V. Ramon in 1995 - Known as **Anti-Sexual Harassment Act of 1995** - Values *the dignity of every individual, enhance the development of its human resources, guarantee full respect for human rights, and uphold the dignity of workers, employees, applicants for employment, students or those undergoing training, instruction or education*. - Aims to protect the dignity of workers, employees, and applicants for employment as well as students in educational institutions or training centers - Defines all forms of sexual harassment in the employment, education or training environment are hereby declared unlawful - Identifies what constitutes sexual harassment - Obliges the employer or head of office in work-related, education or training environment to prevent or deter anyone to commit sexual harassment and to provide procedures for resolution, settlement or prosecution for such acts. - Explains the liability of the employer for damages arising from sexual harassments committed in employment if the said employer is informed by such acts and no immediate action is taken. - Provides the penalties upon conviction - Read RA 7877 in: 4. *Republic Act 8491* - This act is known as **Flag Heraldic Code of the Philippines** - Executes that reverence and respect shall be accorded at all times to the Philippine flag, the national anthem, and other national symbols that embody the country's ideals and traditions, and expresses the principles of sovereignty and national solidarity. - It also provides penalties to violators. - The Philippine flag: - When flown from a flagpole, blue field on top shows time of peace - When flown from a flagpole, red field on top shows time of war - When hanged on a wall, blue field to the right (left of the observer) shows time of peace - When hanged on a wall, red field to the right (left of the observer) shows time of war - When it is worn out with signs of wear and tear, it shall be thrown away and solemnly burned to avoid misuse or desecration. - Read RA 8491 in: 5. *Republic Act 10157* - Signed by Benigno Aquino III on January 20, 2012 - Known as **Kindergarten Education Act** - Declares to provide equal opportunities for all children to avail of accessible mandatory and compulsory kindergarten education that effectively promotes physical, social, intellectual, and emotional and skills stimulation and values formation to sufficiently prepare them for formal elementary schooling. - Institutionalizes Kindergarten education as part of basic education, shall be made mandatory and compulsory for entrance to Grade 1 - Medium of instruction shall adopt **MTB -- MLE** method - Read more of RA 10157 in: 6. *Republic Act 10533* - Signed by President Benigno S. Aquino III on May 15, 2013 - Known as **Enhanced Basic Education Act of 2013** - It expanded the years of schooling in basic education from 10 years to 12 years - Introduced the Senior High School Voucher Program (SHS -- VP) as a mechanism to provide financial assistance to SHS students. - It addresses the need for global quality education in terms of the number of years in school. Aquino, Jr. in 2013. - Known as **Anti-Bullying Act of 2013** - Defines all forms of bullying in any platform as unlawful. - Requires elementary and secondary schools in both private and public systems to adopt policies to address existence of bullying by prohibiting identified acts of bullying, identifying range of disciplinary administrative actions, establishing clear procedures and strategies for reporting acts, responding promptly to, and investigating reports,,, - Enables students to anonymously report bullying - Subject a student who falsely accuses someone else of bullying to disciplinary administrative action - Educate students, parents, and guardians about the dynamics of bullying, among many. - Demands that educational institutions have their own mechanisms to address bullying - Read RA 10627 in 8. *Republic Act of 10931* - Signed by Rodrigo Roa Duterte on August 3, 2017 - Known as **Universal Access to Quality Tertiary Education Act** - Declares *that quality education is an inalienable right of all Filipinos and it is the policy of the State to protect and promote the rights of all students to quality education at all levels. Therefore, the State shall take appropriate steps to make such education accessible to all.
