Chapter IV Rules And Regulations Governing Fire Station Personnel 404.38 Company Commanders shall see that all documents assigned to their respective companies are complete and kept up-to-date. 404.40 Company Commanders shall not permit members of their command to leave the various stations unless such absence is necessary to accomplish Division business. If it becomes necessary for a member to leave the station on other than Division of Fire business, permission shall first be obtained from the Battalion Chief. 404.42 Company Commanders shall not permit the presence of pornographic literature, photographs, or any other such material in Division of Fire Stations or Offices. 404.44 Company Commanders shall ensure that all members under their supervision receive and understand all current and new Division training programs, policies and procedures. They shall also see that all Division daily routines, training programs and schooling of members are properly followed. 404.46 Company Commanders shall know, shall require their subordinates to know, and shall conduct regular school and training sessions on the running districts of their respective companies on first and second alarms. This shall include, but not be limited to, the study of streets, major buildings, "target hazards", and the locations of sprinkler and standpipe connections and enunciator panels in these areas. Also included should be visits to such buildings and districts, as well as visits to areas in their respective districts where relay pumping operations may be required or other types of pre-fire planning is indicated. (i.e. freeway emergencies, tank farm fires, etc.) 404.48 Company Commanders shall maintain a good working knowledge of all Division policies and procedures, rules and regulations, forms, manuals, and related information. They shall assure themselves that all personnel under their supervision develop and maintain proficiency in these areas. 404.50 Company Commanders shall be responsible for the complete and accurate preparation of all regular monthly reports. They shall review and forward all forms, reports, memos and requests generated by their subordinates. All changes of address, telephone number, marital status, and other pertinent information shall be reported on form PI-26 and forwarded through channels on the first duty day after such change has occurred. 404.54 Company Commanders shall make known their need for supplies and equipment throughout the month so that the station captain will be better prepared to complete the monthly supply requisition. 404.56 Company Commanders shall be responsible for the receiving of all station supplies. They shall verify with a check list the various items received and shall report any discrepancies to the supply officer. 404.58 Company Commanders, upon returning to quarters from fires or emergencies, shall log the activities of their respective companies. This includes all tools and equipment used, and any injuries or any other unusual or pertinent occurrences. They shall include the name of the officer in charge of the fire or other emergency to which they responded. This account shall be complete to the point that an accurate picture can be formed in the minds of the participants at a later date. 404.60 Company Commanders shall hold their subordinates accountable for keeping on the Daily Rough Log an accurate and complete record of all pertinent information and occurrences throughout their tour of duty. 404.62 Company Commanders shall be responsible for transferring, or having transferred, all pertinent information from the daily rough log to the smooth log, for insertion into the company journal before the end of the shift. 404.64 Company Commanders shall assist the station captain in all voting by seeing that all members of their companies cast their votes, and by assuring that the proper number of signatures for ballots cast, are recorded on the front of the ballot envelope. Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 404.66 Company Commanders shall see that station members are available to assist maintenance personnel from Facilities Management and/or other organizations as required, whenever such personnel are working in the various fire stations. 404.68 Company Commanders shall see that facility maintenance needs of a routine nature are reported to the Station Captain. Routine maintenance requests shall be directed to the Support Services Bureau for approval through proper procedures, then forwarded to Facilities Management. Requests for immediate emergency maintenance work must first be approved by the on-duty Emergency Services Deputy Chief (ES-2). Requests for maintenance work as it relates to station remodeling or renovation must be forwarded through normal Division channels for review and approval. (Revised 12/31/15) 404.70 Company Commanders shall see that any unusual damage occurring to the fire station is reported to their Battalion Chief and the Station Captain, and that information regarding such damage is properly recorded in the company journal. MULTIPLE COMPANY STATIONS 404.72 In those stations where two or more officers are assigned as Company Commanders, each officer shall be in complete charge of those members assigned to his/her respective company. They shall be responsible for the training, counseling, personal appearance, conduct and discipline of their individual company members. 404.74 One Company Commander on each unit shall be designated as officer in charge of the station. The station Captain shall automatically assume this responsibility on the unit to which he is assigned. The Battalion Chief shall designate such officer on each unit. 404.76 Company Commanders designated as officer in charge shall be responsible for efficient operation of the station on their respective units. They shall endeavor to act in accordance with the directions of the Station Captain, subject to the orders of the Battalion Chief on duty. Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 404.78 Company Commanders designated as officer in charge of the station shall concern themselves with the needs of all personnel within the scope of their authority. 404.80 Company Commanders designated as officer in charge shall assign house cleaning duties on their respective units. Areas of responsibility shall be fairly and equally divided between the individual company commanders following the station captain's general guidelines. Individual Company Commanders shall be responsible for the assigned areas. They shall assign specific duties to their company members according to existing needs. 404.82 Company Commanders shall be concerned with the desired results rather than attempting to conform to rigid, predetermined time schedules or inflexible methods regarding routine station cleaning and maintenance duties. They should decide the existing need and methods to be employed in the performance of such duties, adhering to Division priorities as outlined in Section 408.00 and attempting to maintain established station procedures. 404.84 Company Commanders shall make every attempt to cooperate with each other at all times. Those duties and responsibilities other than direct supervision and training of their individual companies should be rotated at agreed upon intervals. 404.86 Company Commanders shall not shift members from one apparatus to another without first conferring with the Company Commander of the member or members involved. 404.88 Company Commanders assigned to multiple company stations shall be guided by the following policy: It is the desire of the Division of Fire that at least one company officer is one duty in a double house or multiple company station at all times. When a ladder company is assigned to a station and there is only one company officer present, this officer shall be in charge of the ladder company. Whenever it is not possible to comply with this policy, the officer or acting officer in charge of the station shall contact the Battalion Chief immediately, relate the particulars of the situation, and be guided by the instructions that are received from the Battalion Chief. Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 404.90 In stations where a Captain is assigned, such officer shall be in charge of any ladder company assigned to the station when he is on duty. The only exception to this would be if the Captain were assigned as an Acting Battalion Chief. 404.92 Company Commanders who are temporarily transferred from other stations or assignments, or who work trades for regularly assigned officers, or who are called in to work overtime at any Division station shall, immediately upon reporting for duty, ascertain the number, names, and physical identities of Division members assigned under their supervision. If necessary, a supplementary "roll call" may be held for this purpose, and a list containing the names of the personnel involved compiled and maintained. 404.94 Company Commanders shall perform such other related duties as are required by their Station Captains and/or respective Battalion Chiefs. ROLL CALL 406.00 All Division members below the rank of Battalion Chief who are assigned to stations or offices and who work the three platoon system are required to stand roll call at the start of each tour of duty in compliance with the provisions of this section. 406.02 Roll call shall be conducted in the following manner: At approximately 0758 hours, station personnel will be alerted via the public address system to "assemble for roll call." In the event that this announcement is not transmitted, or if the officer in charge sees a necessity for assembling station personnel prior to this P.A. announcement, such officer shall cause this assembly to take place. 406.04 The Company Commanders of both the oncoming and off-going units shall require the members of their companies to be in line, standing at attention and in the proper uniform, immediately upon receiving the message to assemble. Members shall not smoke, drink, eat or engage in idle conversation, nor shall they slouch and stand with hands in pockets or lean against walls or other objects during the roll call sequence. Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 406.06 Members shall be neatly dressed in clean, well maintained, authorized uniforms at roll call. They shall be clean shaven. Battalion Chiefs may require the members assigned to stations in their respective districts to stand roll call in any official fire Division uniform on any particular day. Company Commanders shall use each roll call sequence as an opportunity to inspect their members’ uniforms, and to ensure that all members are in compliance with Division grooming standards. 406.08 When all station members have properly assembled for roll call, with all members of the off-going unit standing together in line in one location and all members of the oncoming unit standing together in line in a separate location, the officer in charge of the off-going unit shall relay all information of importance to members of the oncoming unit. This information shall be presented in a loud, clean voice so that all members - and especially those coming on duty - can hear and understand it. The information relayed shall include anything of importance that has transpired since the most recent tour of duty of the oncoming unit. Included would be P.A. messages, verbal orders, bulletins and information concerning apparatus, quarters and/or equipment. 406.10 At 0800 hours, when the message "roll call" or "0800 roll call" is put out over the public address system, the officer in charge of the oncoming unit shall call out the last names of all oncoming members. These members shall answer "here" when their names are called. If any member is absent, the officer in charge shall state the reason for such absence. If a member is absent due to a trade, the name of the member working the trade shall be called. (Revised 12/31/15) 406.12 Any member failing to stand roll call as stipulated in this section without having obtained prior approval of the proper authorities shall be considered as reporting late for duty and shall be subject to disciplinary actions. 406.14 After calling the roll, the officer in charge of the oncoming unit shall report the number of members ready for duty to the officer in charge of the off-going unit. If any members of the oncoming unit are late for duty or are otherwise unable or unqualified to perform the duties required of them, the officer in charge of the oncoming unit shall Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel decide the necessity of instructing a member or members of the off-going unit to remain on duty until they can be properly relieved. The officer in charge of the offgoing unit shall be the one to actually make any such necessary assignments. 406.16 AT THIS TIME IN THE ROLL CALL SEQUENCE, AFTER PROPER STAFFING HAS BEEN ASSURED, THE ONCOMING UNIT SHALL RESPOND TO ANY ALARMS RECEIVED. 406.18 The officer in charge of the off-going unit shall then dismiss the members of his/her unit and transfer the responsibility for quarters, apparatus, and equipment over to the officer in charge of the oncoming unit. 406.20 If for some reason the officer in charge of the off-going unit feels that the officer in charge of the oncoming unit is not in the proper condition to relieve him/her, the off-going officer will remain on duty and will not turn the responsibilities of command over to such oncoming officer. In this event, the on duty Battalion Chief shall be notified immediately, and both company officers shall remain in quarters until the Battalion Chief arrives. Proper relief shall then be made according to the orders of the Battalion Chief. All company officers shall be held strictly accountable for the consistent enforcement of this rule. 406.22 The officer in charge of the oncoming unit shall immediately notify the Battalion Chief if, after roll call, the number of members reporting for duty is below the minimum staffing standards of the Division, or are otherwise lacking in necessary qualifications. The Battalion Chief should also be informed of any members held over from the off-going unit to temporarily cover these deficiencies. 406.24 The oncoming officer in charge shall also notify the Battalion Chief of any members who are: late for duty, absent without leave, absent due to sickness or injury, returning to regular duty after having been certified off duty, assigned to light duty, etc. Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 406.26 In the event that a company is at the scene of any emergency at the time of roll call, or any other time that a company is away from quarters when a change of personnel is scheduled, the officer in charge of the emergency or other situation may request that any necessary personnel changes take place at a location other than the regularly assigned quarters. He shall specify the location at which the change is to be made and have the Fire Alarm Office notify the involved Division members. 406.28 The Officer in Charge at the fire or emergency shall notify the Fire Alarm Office as soon as he/she determines that there will be a need for relief of personnel at the emergency scene. This procedure may also be followed when companies are out of quarters for other than emergency reasons at roll call and/or other times requiring personnel changes. (For example, trades or overtime assignments). 406.30 If it is determined that the change of crews or individual Division members is to take place at a location other than the regularly assigned quarters, the involved officers or members, after standing roll call or signing in on the company log at the established time, shall proceed to the designated location appropriately dressed and ready for duty. Members reporting for trades, regularly scheduled relief personnel, and/or overtime personnel shall report to the officer in charge at the scene and be guided by his/her instructions. 406.32 Battalion Chiefs reporting for regular duty shall relieve the off-going Battalion Chiefs no later than 0700 hours (one hour prior to roll call) to ensure that they have ample time to visit the stations in their respective battalions for the purpose of observing roll call. Battalion Chiefs are to observe roll call activities at each station in their respective battalions at least once a month. 406.34 Fire Alarm Dispatchers reporting for duty shall relieve the off-going dispatchers no later than 0700 hours (one hour prior to the regular roll call time), under the direction of the Officer in Charge. Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 406.36 All members of the emergency services bureau with the exception of ES-2 and those personnel listed in the preceding two sections shall stand roll call at their assigned stations unless excused by their Battalion Chief for some authorized reason. Any other Division personnel who may be required to operate from the various fire stations in the course of their normal duties shall also stand roll call at their assigned stations. 406.38 When going off duty, members excused from standing roll call for authorized reasons more than three times in succession shall have their names submitted to the Division Administration Officer. This shall apply whether the absences were covered by obtaining trades with oncoming members or other circumstances prevailed. Names of such members, together with an explanation of the particulars involved, shall be submitted by their immediate supervisors. Properly relieved personnel, such as Battalion Chiefs and Fire Alarm Dispatchers shall not be included under the provisions of this paragraph. (Revised 12/31/15) DIVISION DAILY ROUTINE 408.00 The Division of Fire, in order to efficiently fulfill its goal of service to the public, must employ certain Division wide standards of work accomplishment. The following standards shall be strictly adhered to by all fire station personnel on all units. 408.02 Each Company Commander shall devote his/her time to work planning, follow-up and inspection of work performance, planning of training needs, instruction of company members, and the evaluation and counseling of his immediate subordinates. 408.04 Company Commanders shall refrain from participating in the performance of routine duties that should be delegated, such as station and equipment maintenance and serving as station watchman. Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 408.06 Company Commanders shall be held responsible for seeing that the prescribed duties are performed by their company members according to Division standards, and shall be guided by the following priorities regarding the daily operations at the station level: 1. Response to emergencies 2. Maintaining station personnel, apparatus, and equipment at the highest levels of proficiency. 3. Fire Prevention inspections and other related company level inspections and activities. 4. Routine station cleaning and maintenance. NOTE: This priority list is intended for use as a guide. It should apply when time or other limiting factors suggest that normal routines can be temporarily set aside. Under normal conditions, station cleaning and maintenance duties can, and should be accomplished in accordance with the prevailing directions of the Station Captain. The sequence of priorities shall not be interpreted as meaning that routine station cleaning and maintenance tasks are unimportant and need not be accomplished. (Revised 12/31/15) 408.08 The daily routine weekday schedule for all Division personnel assigned to Division fire stations on all three units will run from 0800 hours to 1800 hours. This period of time shall be completely devoted to accomplishing Division goals. The following schedule is intended as a guideline to be utilized by all Company Commanders: 0800-0830: Roll call, assignment of watch duties, check of equipment on assigned apparatus and vehicles, apparatus/vehicle operational check, inspection and cleaning of personal gear and equipment, raising the Flag, etc. 0830-0900: Preparation for tour of duty: relaying of important information and specific duty assignments, discussion of related needs and concerns, completion of company members individual needs. Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 0900-1200: Cleaning and maintenance of station, apparatus, and equipment; training and inspections as indicated. 1200-1300: Lunch period 1300-1700: Training and company school. Inspections: fire prevention, high rise, familiarization, hydrants, etc.; additional cleaning and/or maintenance as needed. 1700-1800: Dinner period NOTE: Company Commanders shall be responsible for ensuring that members do not engage in activities or pursue interests of a personal nature during this time period. Activities such as viewing television for entertainment purposes and playing cards or other games for any reason shall not be engaged in except during the lunch and dinner portions of this period. 408.10 Each day at the completion of the daily schedule, Company Commanders shall hold a critique with the members of their companies. This critique should consist of an informal review and evaluation of the day's activities, and will have the following goals: a. Follow-up on job assignments. b. Relay information gained by individual company members. c. Relay and review PA messages, bulletins, verbal orders, and any other pertinent information that may have been received during periods when one or more company members were not present. 408.12 Company Commanders should attempt to leave the period of time from 1800 hours to 0800 hours as free from routine duties as possible. However, if an individual Company Commander needs any portion of this time in order to accomplish Division goals, he/she should do so.
