Chapter IV Rules And Regulations Governing Fire Station Personnel 414.24 Immediately after completing a program the Division member involved is to complete the bottom section of form OF-270. This evaluation of the program and materials used will assist the Community Relations/Public Education Office in making any necessary improvements in the Division's overall fire safety education effort. 414.26 After the presenter completes the bottom section of the Program Request Form (pink copy), it shall be forwarded to the Community Relations Office. 414.28 Canceling Program Requests: As it further explained in Section 414.16, program requests assigned to the various fire stations can be canceled only after receiving the approval of the involved Deputy Chief. Once this approval has been obtained, the contact person listed on the program request form should be called immediately and arrangements made to reschedule the presentation. 414.30 If at all possible, programs should be rescheduled so as to fall on the same unit duty day as the originally scheduled program. Be sure that the Community Relations Office is informed of the new program date and of any other relevant information received so that the necessary visual aids and/or materials can be reserved. 414.32 If unable to reschedule programs on the same unit as that worked by the company originally receiving the assignment, have the people requesting the program contact the Community Relations Office at 645-7377, and they will complete the rescheduling arrangements. 414.34 Visual Aids: Unless other specific arrangements are made, visual aids used in program presentations will be picked up at the Community Relations Office on the day of the program ONLY. This equipment and/or materials must be returned to this office immediately following the presentation. It is the responsibility of the individual company officers to ensure that their personnel are properly trained in the operation of the multi-media equipment utilized in the fire safety education programs. (Revised 12/31/15) Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 414.36 It is also the responsibility of the company officer to see that the assigned programs are presented as scheduled, and to ensure that the required program materials are picked up and returned after the presentation. Any problems encountered with equipment or materials should be relayed to the Community Relations Office immediately. DISPLAY OF NATIONAL COLORS 416.00 The National Colors shall be displayed daily throughout the year at each fire station in the city, except during periods of stormy, severe weather. 416.02 The Flag shall be raised on the staff by the on-coming unit immediately after roll call each morning, and shall be lowered at sundown each day. Exception: This shall not be required where the Flag is illuminated at night. 416.04 The following customs shall be adhered to with regard to handling and display of the National Colors: The Flag shall be treated with respect at all times. When raising the Flag, it shall first be unfurled, attached to the halyard, then raised quickly to the top of the staff. When lowering the Flag, it shall be lowered slowly and not allowed to touch the ground. 416.06 After lowering the Flag and removing it from the halyard, fold it in the approved triangular fashion and properly store. 416.08 Since the Flag symbolizes the nation, it shall normally be displayed at half-staff only in those cases appropriate to indicate that the nation mourns-customarily by proclamation of the President of the United States. Traditionally, however, the Mayor of the City may order city Flags and the National Colors to be flown at halfstaff to mourn the loss of local dignitaries and/or fallen civil servants. 416.10 On Memorial Day, the Flag is flown at half-staff until 1200 hours, and then hoisted to the top of the staff until sundown, when it will be lowered as usual. Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 416.12 In raising the Flag for half-staff, the Flag shall first be run to the top of the staff, and then lowered to half-staff. When taking the Flag down from the half-staff, the Flag shall first be run to the top of the staff, and then lowered. The Flag shall not be permitted to touch the ground at any time. 416.13 When the Flag is flown at half-staff, other flags flown below it shall be removed. (Added 12/31/15) 416.14 When the Flag becomes unfit for service, whether from exposure or wear, it shall be replaced with a new Flag and returned to the Supply Office for proper disposal. 416.16 Members of the Division, while out in public in uniform, shall render the traditional military salute when the National Colors pass by, in accordance with the provisions of Section 324.00 of this manual "Flag Etiquette". SNOW REMOVAL 418.00 All public walkways around Division fire stations where the public may have occasion to travel shall be maintained in a clean, safe condition, as clear of ice and snow as is reasonably possible. 418.02 All entrances and exits to stations and the walkways and other paths of travel leading to them shall also be kept clear of snow and ice. 418.04 Fire station ramps shall be maintained in a safe, passable condition so that any Division vehicles or apparatus needing to use such ramps may do so without difficulty. 418.06 It shall be the responsibility of the unit on duty to remove snow and ice whenever necessary, except for accumulations totaling 1 inch or less that may have occurred after 2200 hours. In this case the oncoming unit shall be responsible for removing the snow and/or ice immediately after the equipment check in the morning. (Revised 12/31/15) Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 418.08 Station Captains shall inventory their supply of snow shovels and rock salt well in advance of the usual snowfall season, and shall order needed replacement supplies from the Division supply section. OVERHEAD DOORS 420.00 All Division members assigned to fire stations or having occasion to visit or operate from Division stations or other buildings shall become completely familiar with the operation of all overhead doors in such stations or buildings. Fire station personnel shall be particularly aware of the procedures required to operate overhead doors manually, in the event of power failure or other malfunctions. 420.02 (Deleted 12/31/15) 420.04 (Deleted 12/31/15) 420.06 Members who are cleaning or performing other maintenance duties on or in the immediate vicinity of overhead doors in their stations shall first either turn off the electric supply to the door, or disconnect the "quick-connect" to the motor pulley. This will prevent the unexpected operation of overhead doors by apparatus or vehicles using automatic door openers, thereby reducing risk of injury to personnel and equipment. (Revised 12/31/15) 420.08 (Deleted 12/31/15) 420.10 Company Commanders and other Division members shall be responsible for ensuring that snow or ice is not allowed to accumulate between the overhead door weather stripping and the floor. A buildup of snow or ice under the door may result in damage to the door motor or drive belt, due to the door not being able to close completely, and may even prevent the door from opening in cases where the door freezes to the concrete floor. Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel PARKING APPARATUS IN QUARTERS 422.00 All vehicles and apparatus belonging to the Division or assigned to the various fire stations shall be parked on the apparatus floor with the gear shift in "PARK" position. 422.02 Vehicles or apparatus not equipped with a parking gear shall be parked on the apparatus floor with the gear shift in "neutral" and the air brake engaged. (Revised 12/31/15) 422.04 In-service emergency vehicles and/or apparatus shall be parked in such a way as to ensure safe, unobstructed, prompt response from the various stations and other Division facilities. 422.06 Any time that any fire apparatus or vehicle is being backed up, and especially when backing into quarters, at least one Division member shall be stationed a sufficient distance to the rear of the backing vehicle and in clear view of the driver to guard against accident or damage. 422.08 All Station Officers are responsible for insuring that, during the heating season, apparatus bay areas are heated to temperature level that does not exceed 72 degrees. The apparatus bay’s weather stripping shall be inspected and repaired when necessary. Exterior passageway doors will be fitted with automatic closures. Officers will insure that all personnel are aware of, and operate the overhead doors in accordance with the provision of section 420.00 of the Systems Manual. 422.10 The automatic exhaust fans, in the bay areas, are important safety features. They were added to the stations to help ventilate vehicle exhaust. The automatic provision of the fans is not to be disabled or overridden in an effort to conserve heat. The timers are not to be adjusted by fire personnel. (Revised 12/31/15) Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel FIRE STATION EXPENSE FUND 424.00 Each Division fire station shall establish and maintain a station expense fund (or "house fund") for the purpose of making available to all Division members assigned, many of the day to day conveniences and certain necessities which are not provided by the city. Example would include outdoor cooking grills, televisions, radios, private telephones, newspapers, special cooking utensils, shoe polish, etc. 424.02 Funds to meet such expenses may be obtained through regular contributions from all members assigned to the various stations, or from profits derived from the sale of pop, candy or similar items. (NOTE: See Section 400.55 of this manual for further information regarding this subject.) 424.04 Station Captains will be completely responsible for the efficient administration of the station expense fund. In order to establish and maintain uniform guidelines throughout the Division, it shall be mandatory that the procedures set forth in this section are strictly followed. 424.06 Station Captains may delegate certain expense fund tasks such as collection, disbursement, and record keeping to other officers assigned to their station on each of the three units. 424.08 Station Captains will be responsible for seeing that the Financial Statement, Form RI-123, is accurately completed and made available to all members assigned to their station during the first week of each month. 424.10 Certain expense fund particulars will be determined by a majority vote of all members assigned to the station. These include: 1. The maximum amount of money which will be allowed to accumulate in the expense fund. 2. The maximum amount of money which may be spent by an officer in charge of any unit, over and above normal, routine expenses, without requiring a vote of all station members. Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 3. Any expenditure in excess of the maximum amount established in "2" above. 4. Guidelines establishing to whom flowers will be sent in the event of death or illness, and the amount of money to be dispersed for this purpose. (Revised 12/31/15) 424.12 Each fire station's expense fund and those items purchased with same will remain the property of that station. Officers and other members permanently transferred from a given station will not retain a vested interest in this fund. However, in certain situations, such as the permanent disbanding or relocation of an engine, ladder, rescue or EMS company, consideration may be given to the fair and equitable Division of current expense fund moneys. (Revised 12/31/15) STATION LAUNDRY PROCEDURES 426.00 Station Captains shall be responsible for maintaining an efficient laundry exchange system in their respective stations, following the guidelines set forth in this section. 426.02 Under the provisions of the Division's laundry contract, each station will be issued a complement of sheets, bath towels, wash cloths, and pillow cases on the basis of one complete set for each member assigned to the station under the three-platoon system. A set will consist of two (2) sheets, one (1) pillow case, one (1) towel, and one (1) wash cloth. (Revised 12/31/15) 426.04 (Deleted 12/31/15) 426.06 Weekly deliveries of laundry will be made and the exact amount of laundry turned in on any given exchange date will be replaced and so logged at that time. 426.08 In addition to sheets, bath towels, wash cloths, and pillow cases, each station will receive a predetermined specific weekly allocation of dish towels. Any supplies of dish towels needed that are over and above this specific allocation will have to be obtained by the respective stations at their own expense. (Revised 12/31/15) Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 426.10 (Deleted 12/31/15) 426.12 The company commander shall attempt to determine the status of the Division issued linen, (lost, stolen, etc.) and forward the information through the chain of command. (Revised 12/31/15) 426.14 The watchman shall gather up the soiled laundry, noting the number of items that are to be turned in for exchange. The station watchman shall check number of linen delivered to the station against the invoice. The watchman shall also check all linen for their proper markings, to ensure that no unauthorized linen is inadvertently delivered to the station. In all cases where unauthorized linen is turned in or delivered, a memo shall be submitted to the Administration Officer. (Revised 12/31/15) 426.16 It shall be each individual member's responsibility to leave his soiled laundry with the watchman whenever he is to be absent due to vacations or other absences that occur when the laundry is scheduled to be changed. (Revised 12/31/15) 426.18 (Deleted 12/31/15) 426.20 Company Commanders shall be responsible for any shortages and shall recover laundry from personnel separated from the Division. 426.22 Station Captains or their alternates shall make every attempt to resolve whatever difficulties that may arise with this laundry exchange system by contacting the supplier. In the event that problems develop and the suppliers are contacted, a memo describing the specifics of the situation shall be forwarded through channels to the Bureau of Administration. This shall be done in all cases, whether or not the particular problem is satisfactorily resolved as a result of this action. Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel AIR CASCADE SYSTEMS 428.00 All Division fire stations are equipped with air cascade systems for the purpose of maintaining proper levels of breathing air in the cylinders of the respiratory protective systems (RPS.) assigned to the various companies quartered therein. 428.02 In addition to the individual station cascade systems and two at the Fire Complex (Mask Repair Unit and Practical Skills Building), the Division maintains two 5,000 psi air supply vehicles located at Station 19. ISU-19 (Incident Support Unit) is used primarily for refilling depleted station cascade systems and responding to emergency incidents. This vehicle is manned by a specially trained firefighter working the standard twenty-four hour shift. A second air supply vehicle is used primarily as a back-up to ISU-19. This reserve vehicle should also be used for training fires and similar exercises requiring the re-supply of RPS cylinders. (Revised 12/31/15) 428.04 Numerous Division members from the various stations and districts have received special training and are certified in the operation of these air supply vehicles. Only those specific Division members who have been certified in their use are authorized to operate these air supply vehicles. 428.06 The high pressure (4500 PSI) air cascade systems consist of six (6) large air cylinders, together with all the necessary tubing and gauges. High pressure cascade system cylinders are painted yellow and each system has a regulator. (NOTE: Many stations housing EMS vehicles are also equipped with oxygen cascade systems; these cylinders are always green in color.) 428.08 Members are cautioned to use great care when operating any cascade system containing compressed air or oxygen, and are to be certain that the individual cylinders being filled are compatible with the cascade systems being utilized. Revised 12.07.2017 Updated as of 2.18.2020 Chapter IV Rules And Regulations Governing Fire Station Personnel 428.10 Company Officers are responsible for having their respective station's air cascade systems checked each morning prior to 0830 hours, to make sure they have enough air to fulfill their needs. Air cascade systems should be refilled when the fifth cylinder of a high pressure system does not have sufficient pressure to fill an RPS cylinder to above 4000 PSI. 428.12 When station cascade systems need to be refilled, company officers should contact ISU-19 at 74464 between the hours of 0730 and 0900. Calls received after this time may result in unavoidable delays caused by routing and scheduling conflicts. To order oxygen (green cylinders) orwhen problems regarding SCBA hardware occur, contact Mask Repair 75453 between the hours of 0730 and1530. (Revised 12/31/15) 428.14 Members are reminded that individual breathing apparatus cylinders are to be carefully checked each morning after roll call, as well as after each use. If there is any doubt about the suitability of any cylinder to be recharged, it should be removed from service and sent to the mask repair section for further evaluation and testing. Indications of such unsuitability would most frequently be manifested by evidence of exposure to high heat or flame (e.g. paint turned to a brown or black color, decals charred or missing, gauge lens melted, etc.) 428.16 (Deleted 12/31/15) Revised 12.07.2017 Updated as of 2.18.2020
