**[PURPOSE]** To provide personnel at staffed stations a set of rules and operational procedures for day-to-day operations. **[SCOPE]** All Spring Fire Department personnel are responsible for knowing and complying with this procedure. **[REVIEW]** The Fire Chief or designee is responsible for...
**[PURPOSE]** To provide personnel at staffed stations a set of rules and operational procedures for day-to-day operations. **[SCOPE]** All Spring Fire Department personnel are responsible for knowing and complying with this procedure. **[REVIEW]** The Fire Chief or designee is responsible for reviewing this guideline annually and assuring its accuracy. **[GUIDELINE]** Personnel shall report to their assigned station on time and ready to respond to emergency incidents. If there is an unforeseen circumstance that prevents the member from arriving on time, they shall contact the Captain as well as the District Chief on-duty as soon as possible to advise them of the delay. Day shifts begin at 0600 hours and end at 1800 hours the same day. Night shifts begin at 1800 hours and end at 0600 hours the following day. Station and apparatus position assignments are subject to change dependent on rank and personnel on duty at the discretion of the District Chief. Personnel shall perform firefighting and EMS skills as needed during their shift. In addition, they shall perform any other duties as requested by the District Chief or the assigned officer in charge. All members are required to check their department e-mail while on-duty. [Officer in Charge]: Personnel assigned to the Officer in Charge position shall ensure completion off all daily duty requirements as outlined in this guideline. Personnel assigned to the officer in charge position shall notify the District Chief of any changes in scheduled personnel to ensure personnel are compensated correctly. Personnel assigned to the officer in charge position shall guarantee the department assigned crew phone and staffing radio are always with a crew member during the entire shift. [Apparatus Operator]: Personnel assigned to the apparatus operator position shall ensure all apparatus assigned to the station are ready for emergency operations. Personnel assigned to the apparatus operator position shall have an advanced knowledge of the first in response territory and a general knowledge of other territories that the apparatus might be dispatched. [Dress Code]: Refer to SFD.055 (Uniforms). [Fire Station Visitors]: Visitors shall be announced to all personnel on duty by the first member to see the visitor(s). The officer in charge shall greet the visitor(s) and determine the nature of the visit. If the officer in charge is not immediately available, the member making the announcement shall greet the visitor(s) and state they will notify the officer in charge. No visitors shall be allowed after 2100 hours without the approval of the officer in charge. [Specific Day Duties]: These duties shall be performed on the assigned day regardless of what day of the tour it is. These duties are in addition to the daily station cleaning and apparatus inspection and cleaning discussed below. [**Monday** -- Training Day] - Crews will perform assigned department training. If no department training has been assigned, shift and/or company level training will be performed with the topic at the discretion of the District Chief. [**Tuesday** -- Apparatus Day (Complete cleaning of all apparatus and equipment)] - All equipment will be removed from the compartments and the compartments will be cleaned and wiped down. - All components will be checked including motor, pump and all apparatus fluids. - Weekly assigned checklist will be completed utilizing PSTrax. - Apparatus will be washed. - Apparatus interior will be cleaned, and all hard surfaces wiped down. [**Wednesday** -- Training Day] - Crews will perform assigned department training. If no department training has been assigned, shift and/or company level training will be performed with the topic at the discretion of the District Chief. [**Thursday** -- Station Day (Complete cleaning of the station)] - All station areas will be swept and mopped. - All station areas will be dusted and wiped down. - All carpeted areas will be vacuumed. - All bathrooms cleaned including showers. - Kitchen area will be cleaned thoroughly including all appliances. [**Friday** -- Training Day] - Crews will perform assigned department training. If no department training has been assigned, shift and/or company level training will be performed with the topic at the discretion of the District Chief. **[Saturday]** - District Chief's discretion. **[Sunday]** - District Chief's discretion. [Daily Station Cleaning shall begin no later than 0800 and consist of the following regulations]: - It is expected fire stations are always kept neat, clean, and in proper working order regardless of what day of the tour it is. This includes all interior (bathrooms, kitchens, watch offices, gyms, day rooms, dorm rooms, etc.) and exterior portions (apparatus bay floors, tool rooms, grill areas, patio, and front/back driveways, etc.) of the fire station. - The apparatus bay floor shall be blown out with a leaf blower each morning. If one is not available, other methods should be used. - Station grounds, such as lawns, driveways and dumpster areas shall be always kept clean and free of litter. The crew will also have nightly clean up no later than 2100 hours to ensure the station is left in an acceptable condition each night. This includes addressing all areas of the station needing attention including bays, training rooms, restrooms, trash cans, etc. [Apparatus Inspection and Cleaning]: - Personnel shall inspect all apparatus at or before relief time, including completion of the daily equipment checklist utilizing PSTrax. Checklist must be completed no later than 0730 hours each morning. All personnel are responsible for reporting damaged or missing equipment to the officer in charge of the apparatus. - Apparatus shall be clean at all times. Apparatus that become dirty due to routine or emergency assignments after 1800 hours may be cleaned on the following day, unless obvious operational or equipment damage would dictate otherwise. Apparatus driven in rainy and/or muddy conditions shall be rinsed off before parking in the fire station, avoiding wetting the wheel brake drums. - Stations containing a secondary apparatus (tanker, booster, and rescue) will check those units daily and complete the daily equipment checklist utilizing PSTrax. [Morning Roll Call]: A virtual shift roll call via Webex will take place at the beginning of each 48-hour shift. The meeting will be led by the District Chief or personnel acting as the District Chief. All crews are required to attend unless responding to incidents or received a prior approval from the District Chief. Roll call meetings that occur on the second day of the tour or at any other time during the tour are at the District Chief's discretion. [On-duty personnel wake up time]: Personnel will be awake no later than 0600 hours. This is to ensure proper crew change has been completed, manpower is at acceptable levels, and morning duties have begun. [Parking at Facilities: ] - Parking on Spring FD property of a personal vehicle for transportation to and from work while on duty shall take priority over vehicles of personnel not on duty. - Personnel shall not permanently store automobiles, motorcycles, trailers, travel trailers, campers, boats, tractors, etc. on Spring FD property. Extended parking is permitted when attending outside training or conducting department business. - Personal vehicles shall not park inside fire stations without District Chief approval. - During periods of impending severe weather, personnel may park inside a fire station if space is available. At no time shall fire apparatus be removed from the apparatus bay to make room for personal vehicles. - Personal vehicles shall be parked in parking spots in the parking lot, not behind or in front of the fire station apparatus bays, training towers, dumpsters, etc. - Routine or extended parking of non-Spring FD personnel is not permitted without the permission of the Fire Chief or designee. [Chief Inspections:] Duties shall be performed tri-annually for each station and conducted by the District Chief. - A Shift -- January, February, March, April - B Shift -- May, June, July, August - C Shift -- September, October, November, December [Flag duty:] Officer in charge is responsible for ensuring the United States & Texas State flags are at the appropriate mast each day. The officer in charge is also responsible with replacing damaged/tattered flags through the proper channels. [SCBA bottles]: SCBA bottles will be filled anytime the pressure falls below 4000 psi. If multiple bottles are low, utilize the closest cascade system. Anytime a cascade system is utilized to fill an SCBA bottle, a log entry must be done utilizing the web page [Cascade systems]: The apparatus cascade system is to be filled when the pressure falls below 3500 psi on the first bank. Station cascade systems shall be kept full at all times and refilled after any use. Anytime a cascade system is utilized to fill a rescue truck bank, a log entry must be done utilizing the web page [Reports]: It is the responsibility of the officer in charge to ensure all incidents are completed by the end of the shift. The District Chief and FP&E must be contacted for any exceptions.
