STANDARD OPERATING GUIDELINE DOORS Date Issued: July 20, 2023 Rescinds: December 1, 2008 Section: Fire Stations and Facilities File Code: F-DOOR PURPOSE To provide all Toronto Fire Services (TFS) personnel with a guideline for the use of vehicle and pedestrian doors in a fire station. RESPONSIBILITY All personnel are responsible for ensuring that fire station doors are used properly. Company Officers are responsible for ensuring crew members follow this guideline. The Duty Officer is responsible for reporting required maintenance of fire station doors. GUIDELINES 1. Apparatus Bay Door Apparatus bay doors should be closed while apparatus are in the fire station. Apparatus bay doors may be opened while TFS personnel are present in the apparatus bay or in front of the fire station on the ramp area. Should a situation arise where it is necessary to have an apparatus bay door open for any length of time (ventilation, etc.), it shall be raised not more than 1 metre. This practice encourages the public to use a public entrance to the fire station (near or adjacent to the floor watch area) and making the floor watch aware of visitors at all times. When more than one door is involved, the bottom edge of all opened doors should be in line at the designated opening height. The apparatus door remote control located in the apparatus should be operated by the apparatus driver only. Control of the apparatus bay doors should be the responsibility of the firefighter assigned to carrying out the duties of floor watch. If personnel are in the fire station when vehicles are leaving or entering, the front and rear doors (where applicable) may be opened for a reasonable length of time to clear any residual exhaust fumes not extracted by the fire station EVEC System. This procedure should be practiced in the event of any failure of the EVEC System. File Code: F-DOOR Page 1 of 3 STANDARD OPERATING GUIDELINE TFS personnel should be proficient in the operations of apparatus doors during power failure conditions (refer to F-POWR — Power Failure). 2. Testing Apparatus bay door manual release mechanisms shall be tested twice per year. This test shall be conducted on February 1st and August 1st and as directed by the Duty Officer. 3. Other Doors All fire station doors equipped with a self-closing device and leading to the interior of the building from the apparatus floor shall be closed immediately after passing through in accordance with Fire Code regulations: (a) “Closures in fire separations shall not be blocked or wedged open.” (b) “Doors in fire separations in occupied buildings shall be checked as frequently as necessary to ensure that they remain closed.” 4. Repairs Should any door that causes a security/safety concern or an apparatus bay door require repair or maintenance during regular business hours, the Duty Officer should notify the City of Toronto Facilities and Real Estate Division (FRED): Emergency Services (Level 1): An event that creates a major safety hazard that interrupts building operations or reduces or disrupts progress or activities. Depending upon the severity of the situation, response may be immediate, but within two hours after notification. Note: To place an EMERGENCY WORK ORDER REQUEST, please call 338-FRED (3733) and select from the menu to speak to a representative. This service is available 24/7. FRED will dispatch our emergency response team in a timely manner, depending on the nature of your emergency If the repair is after hours and deemed not to disrupt services and is not a security/safety hazard, then the FRED notification can take place during regular business hours.
