Cesar Caliwara became its first president. 1975 On August 13, 1975, the Professional Regulation Commission (PRC) recognized the PICE as the only official organization of Civil Engineers in the Philippines with -accreditation no.007. 1987 Department of Public Works and Highways (DPWH), by Executive Order No. 124, from being known as the Ministry of Public Works and Highways (MPWH), serves as the primary engineering and construction arm of the government responsible for the planning, design, construction, and maintenance of infrastructures. 1993 PRC Board of Civil Engineering held its first computerized examination 2001 Philippine Institute of Civil Engineers, Inc. (PICE) has been awarded by the Professional Regulation Commission (PRC) as the Most Outstanding Accredited Professional Organization. Father of Civil Engineering- John Smeaton Civil Engineering in the Philippines began during the Spanish Colonial period in the 19thcentury. First ever recorded civil engineer in the Philippines- Marcial Kasilag First civil engineering organization in the Philippines- Philippine Society of civil Engineers. He is remembered as the "Colossus of Roads". Isambard Kingdom Brunei (1806-1859) - one of the most famous civil engineers and mechanical engineers in history. The Mesopotamian irrigation systems- were among the earliest and most complex irrigation system in the history. Romans- credited with developing concrete and constructing extensive road networks and aqueducts. -Roman engineering achievements, such as the Colosseum and the Pont du Gard aqueduct, exemplify their engineering prowess.
