11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 1 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 11/4-00.00 SCHOOL CHURCH AND DAY NURSERY INSPECTION -01.00 GENERAL Field personnel are responsible for conducting fire prevention inspections of churches (under occupant load of 750) in their districts. They are responsible for inspecting any Special Events on these premises. (See the Manual of Operation, 11/1-28.85 for limitations and exceptions controlling the scope of these inspections.) This chapter has been prepared as an aid in making accurate and complete inspections. It includes information gained through many years of experience by the Fire Prevention Bureau personnel. Since much of the law covering the fire prevention and fire protection of these occupancies is contained in codes other than the L.A.M.C., the material contained herein provides a single source for all the applicable code requirements. THE CHAPTER IS DIVIDED INTO FIVE SECTIONS, AS FOLLOWS: -01. General Brief introduction of section -05. The Inspection Tour Describes the when, where, and how of making the inspection -09. Definitions Define words and phrases which have very specific meanings as related to the inspections of the occupancies covered herein. 3-4 -13. Index An alphabetical listing of all the subjects contained in the Requirements section that are covered by specific code sections or by Department policy. -17. Requirements A compliance of all the applicable Department policies and sections from the various codes. A thorough understanding of the sections referred to above will provide the inspector with the knowledge required to make a complete inspection, and will enable him/her to quickly locate the code section(s) applicable to any violation that may be discovered. -05.00 THE INSPECTION TOUR When preparing to make an inspection, go to the office first, introduce yourself, and state your business. Do not call ahead for an appointment. You want to see the premises as it normally is; not as it has been "prepared" for you. Before you begin your inspection tour, request that a fire drill (E-occupancies) be conducted for you to observe. (This does not apply when preparing to inspect a Special Event only). Request that a responsible person, preferably the principal (for school inspection), accompany you during the inspection. Be sure the person who accompanies you has all the necessary keys and a pad and pencil for taking notes. Do not accept the excuse that everyone is too busy, and allow yourself to be sent off on your tour alone. Upon completing an inspection (FPB personnel) of a school and any day nursery in connection with it, if there is a church on the same property, request that a person in charge be contacted and asked to escort you on an inspection tour of that facility. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 2 If it should be necessary or desirable to obtain information from another City department to help in making as good an inspection as possible, contact the Construction Services Unit of the Bureau of Fire Prevention. When problems are encountered in public schools that cannot be resolved by discussing them with the principal, contact the Supervisor, Environmental & Health and Safety, Business Division of the Los Angeles Board of Education, telephone No. 213 743-5086. Any notices written shall be given to the school principal. In the case of a public school, a copy of the notice shall also be mailed to: Superintendent L.A.U.S.D. 450 N. Grand L.A. 90012 -09.00 DEFINITIONS AISLE An exitway, at least 3' wide providing a means of egress from a seating area or an area of booths, exhibits, or other equipment. AISLE ACCESSWAY A pathway of less than 3' in width, providing a means of egress from among seats, to an aisle. ASSEMBLAGE Any room or area where more than 50 people gather for any purpose. APPROVED Approved by the Department, unless indicated otherwise. BASEMENT Any story in which the surface of the floor above is less than 6' above the adjacent ground elevation at all points. CHIEF The Chief Engineer of the Fire Department or his authorized representative. CROSS AISLE An aisle which is joined or intersected by two or more other aisles and is designed to accommodate the exit flow to the nearest exit door from such contributory aisles. ENCLOSED FLAME CANDLE DEVICE A device designed to support a candle which also provide a transparent, protective shield around the candle flame. This, despite its name, is an "open flame" device. EXIT A continuous, unobstructed means of egress from any part of a building to the exterior and to a public way, including every intervening doorway, corridor, passageway, stairway, balcony and ramp. DAY NURSERY Any non-residential building used for day care purposes for more than six children and any residential building used for day care purposes for more than 12 children. FLAMEPROOF Rendered fire retardant in a manner specified by the State Fire Marshal. METAL CONTAINER 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 3 A metal receptacle having a tight-fitting screw or snap type cover. SAFETY CAN An approved container of not over 5 gallons capacity, having a self-closing lid and spout cover and designed to safely relieve internal pressure when subjected to fire exposure. SCHOOLS A. ELEMENTARY: One that has all of the grades from first through sixth and a curriculum under the jurisdiction of the Board of Education. B. PAROCHIAL: A school, the curriculum of which is under the jurisdiction of the State Board of Education, and which is financed by a religious group. C. PRIVATE: A school, the curriculum of which is under the jurisdiction of the State Board of Education, and which is financed by other than a religious group or by State funds. D. PUBLIC: A school, the curriculum of which is under the jurisdiction of the State Board of Education, and which is financed by State funds. SEATING - NON-FIXED or LOOSE Chairs, benches or other seating devices which are not affixed to the floor or ground. SEATING CONFIGURATION - OPEN PLAN Seating and furniture arrangements, other than traditional, in classrooms. SEATING CONFIGURATION - TRADITIONAL The type of seating arrangement traditionally used in elementary classrooms, where the seats are arranged in rows, and are parallel to the side walls. SPECIAL EVENT An exhibit, show, circus, fair, carnival, opera or similar event, other than one that is part of the routine daily school or church activity, whether conducted by the school or church or by any other agency on the school or church property indoors or outdoors. STAGE A partially enclosed portion of an assemblage occupancy which is designed or used for the presentation of plays, demonstrations, or other entertainment, wherein scenery, drapes, or other effects may be installed or used, and where the distance between the top of the proscenium opening and the ceiling above the stage is more than 5 feet. THEATER-TYPE SEATING That configuration of seating where the seats are arranged, side by side, in rows, all facing in the same direction. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 4 -13.00 INDEX This section subject to review for removal -17.00 REQUIREMENTS The code requirements contained in this section are those for which our Department has primary enforcement responsibility, and those which, although the primary responsibility of some other agency, affect fire or life safety, and are readily subject to alteration, damage, or other non-conforming conditions. Requirements for fire resistiveness of building construction and other built-in features, such as width of hallways, sprinkler system piping, etc., are not included. These features are not readily subject to being made nonconforming, and other agencies have the responsibility for determining their adequacy at the time the building is constructed or altered. The format of this section is described below: The code requirements are grouped under 19 headings, arranged in alphabetical order from.16 AUXILIARY FIRE FIGHTING EQUIPMENT, TO.33 SPECIAL EVENTS. Under each heading there are sub-headings, alphabetically arranged. Under each sub-heading are the pertinent code requirements. Each code requirement is preceded by an Index Number, starting with #1 under each of the 19 headings. The code section number to be used in writing a notice for a violation of a particular requirement precedes the text of that requirements. The text of many requirements is preceded by the notation, POLICY - 57.01.22, 57.20.16 L.A.M.C. These are requirements for which no specific section exists in the Fire code, or which are contained in some other code for which we do not have enforcement authority. The two Fire Code sections used in these instances are the "General Authority" sections which enable us to enforce reasonable fire safety requirements, even though no specific code section exits. Information has been included with certain requirements under NOTES. These explanatory notes and hints are, for the most part, instructive information gained through experience by the Inspectors who have been making these inspections for many years. The notes are included as an aid in making better, more complete inspections, and are obviously not to be included in any notices written..16 AUXILIARY FIRE FIGHTING EQUIPMENT Attachments 1. Prohibited - 57.20.06 L.A.M.C. - No attachments to fire escapes, standpipes or other auxiliary fire fighting equipment permitted except approved standard equipment therefor. Cabinets 2. Doors - POLICY - 57.01.22, 57.20.16 L.A.M.C. - If cabinets are used to enclose standpipe hose, doors on same may have single-strength glass panes and may be locked. Lock shall be openable from the inside when the glass is broken, by turning a knob or latch. If door is such that contents are not visible, it shall be labeled and openable from the outside without the use of a key or tool, and without any special knowledge or effort. 3. Ventilation - POLICY - 57.01.22, 57.20.16 L.A.M.C. - Shall have sufficient ventilation to prevent deterioration of the hose. Fire Blanket Box - POLICY - 57.01.22, 57.20.16 L.A.M.C. - If there is a fire blanket box in the kitchen area, there shall be a fire blanket in it. If there is not, require the box to be removed. Fire Doors 4. On Heater and Equipment Rooms - POLICY - 57.01.22, 57.20.16 L.A.M.C. - When the opening from a heater or equipment room is protected by a pair of fire doors, the inactive leaf shall be normally secured in the 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 5 closed position and shall be openable only by the use of a tool. An astragali shall be provided, and the active leaf shall be self-closing. 5. Sign - 713.13 UBC - Shall be displayed permanently, near or on each required fire door. Hose 6. Required - 904.5 & 903. UBC - Each wet standpipe outlet shall be equipped with a hose not less than 1-1/2" in diameter; same to be equipped with an approved, variable fog nozzle. 7. Standard Threads - 904.1.1 a UBC - Fire hose threads used in connection with fire extinguishing systems shall comply with the standards of the Fire Department and shall be National Standards threads. Obstruction Of 8. Partitions - 57.20.16 L.A.M.C. - The relocation of partitions and room dividers shall not interfere with the operation of automatic extinguishing systems. Storage 9. Prohibited - 57.33.14 L.A.M.C. - No objects or materials are permitted to be stored on any part of any fire escape or stairway. Tests 10. Required - All fire extinguishing systems, including automatic sprinklers, combination standpipes and wet and dry standpipes shall be subject to testing as required by Chief's Regulation #4..17 COMBUSTIBLE WASTE Containment 1. Dispersal of - 57.21.03 L.A.M.C. - Shall not be allowed to drift, blow or otherwise be dispersed to adjoining property. Prohibited 2. In Certain Areas - 3.19 f Title 19 - In boiler, mechanical, and electrical panel rooms and in exit passageways, stairways and corridors. 3. - 3.19 a Title 19 - In any place not open to continuous observation, such as basements, closets and attics. EXCEPTION May be permitted when area is protected by automatic extinguishing system or fire resistive separation. 4. Proximity to Structures - 3.19 e Title 19 - Dry vegetation within 20' of any structure. 5. 57.21.07 L.A.M.C. - Any, including vegetation, which by reason of its proximity to any structure, would create a fire hazard. Removal 6. General - 3.19 Title 19 - Provisions shall be made for proper storage and disposal. 7. Daily - 3.19 b, c Title 19 - Waste baskets and containers used for the temporary storage of materials subject to spontaneous ignition shall be emptied at the close of each day the building is in use. 8. 57.21.03 L.A.M.C. - Shall be properly stored or disposed of at the end of each day the building is in use, and whenever necessary to prevent unsafe accumulations. Storage 9. General - 3.19 Title 19 - Shall be stored in approved, noncombustible containers with, except for wastebaskets, tight-fitting, noncombustible covers, or otherwise stored consistent with approved fire prevention practice. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 6 10. Isolation - 57.21.04 L.A.M.C. - Shall be in specifically designated areas, acceptable to the Chief, awaiting disposal. 11. POLICY - 57.01.22, 57.20.16 L.A.M.C. - Paper from paper drives shall not be stored within 10' of any structure. 12. Spontaneous Heating - 3.19 Title 19 - Approved, self-closing metal containers, with self-closing lids required where materials subject to spontaneous heating are used or stored. 13. POLICY - 57.01.22, 57.20.16 L.A.M.C. - Containers for materials subject to spontaneous heating shall be on noncombustible stands if not resting on the ground or on a noncombustible floor, and shall be kept at least 2' from combustible walls and exterior window openings..18 ELECTRICAL Appliances 1. Portable - 57.113.15 - Shall not be placed closer than 5' to wash basins, bathtubs, showers or other grounded surfaces. Exit Signs 2. Lamps - 1013.3 UBC - When required to be lighted, shall be lighted with two electric lamps of not less than 5 foot candle from each lamp. Extension Cords 3. Extension Of - 57.20.37 - Shall not be extended, spliced or repaired so as to exceed their original length, nor extended from one room to another. 4. Fastening - 57.20.37 - Shall not be stapled, nailed, or otherwise fastened to walls, floors or ceilings or be placed under rugs. 5. Length - 57.20.37; (C) POLICY - 57.01.22, 57.20.16 L.A.M.C. - Shall not be spliced or extended so as to exceed their original length. Lights 6. Pilot - 57.20.32 L.A.M.C. - A pilot light is required on every electrical heating device, e.g., heaters. 7. Protruding - (S) 57.113.14 - Lights protruding from any wall shall be provided with suitable guards to prevent accidental breakage or contact with combustible materials. Panel 8. Clearance - POLICY - 57.57.06 - a 3' clearance is required in front of all electrical panels. No storage of combustibles in electrical panel room..19 EXITS Exit Door Swing 1. Assemblages - 1004.2 UBC - When serving an assemblage area, shall swing in the direction of exit travel. 2. General - 1004.16 UBC - Shall be capable of opening at least 90 degrees. 3. 57.33.07 L.A.M.C. - Shall swing in the direction of exit travel and shall not conflict with other doors. Assembly and Group H occupancies and buildings with occupant load of 50 or more. EXCEPTION - 57.33.07 I L.A.M.C. In rooms other than classrooms with an occupant load of 10 or less, if it is not a hazardous area, doors need not swing in the direction of exit. Lighting 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 7 4. Electric Light - 57.33.15 L.A.M.C. - There shall be a lighted exit sign with contrasting background, contrasting colored electric light over or near every required exit when necessary to clearly indicate the location of same or to distinguish it from other openings which are not exits. 5. Intensity - 1012 a UBC - Every exit shall be lighted at all times when building is occupied, with light having an intensity of not less than one foot-candle at floor level. Locks - Latches 6. General - 1004.3 c UBC - Exit doors shall be openable from the inside without the use of a key or any special knowledge or effort. 7. 57.33.07 L.A.M.C. - Every door or gate in any passageway required as a means of egress, if equipped with a lock, shall be openable as set forth in #6 above. 8. Hardware - 1017.11 UBC, 57.33.10 L.A.M.C. - Exit doors serving an assemblage area (having an occupant load of 50 or more) shall not be provided with any latch or lock unless it is panic hardware. 9. 1017.11 UBC, 57.33.10 L.A.M.C. - Any exit door from a corridor shall not be provided with a latch or lock unless it is panic hardware. 10. 1004.3 UBC, 57.33.07 H L.A.M.C. - Exit doors shall have no manually operated edge or surface mounted flush bolt. When such doors are used in pairs and approved, automatic flush bolts are used, the door leaf having the automatic flush bolt shall have no door knob or surface mounted hardware. The unlatching of any leaf shall not require more than one operation. Blocking Of 11. General - 3.11 Title 19, 57.33.11, 57.110.11 L.A.M.C. - Exits, aisles, ramps, corridors and passageways shall not be blocked nor have their minimum clear width obstructed in any manner nor shall they be blocked by persons. Certain items may be allowed in wide places, recesses and set-backs. In particular, a table, chair and/or potted plant may be allowed in the hall outside the office. Any of these items approved by the Chief must not restrict the required width of the exitway, and shall be so heavy that they cannot be moved by a passing student, or shall be securely attached to the floor or wall. NOTES a. Check to see that doors to the outside from any eating area are not blocked on the outside by yard benches, etc. b. In classrooms, watch for anything that would create a tripping hazard, such as torn, frayed or curled rugs, books, lunches and other small items. Watch for furniture, exhibits and projects in doorways. c. The side exit doors in the auditorium are often blocked by a piano or chalkboard. d. The side exits from stages are often blocked. e The back of the auditorium and the foyer are not to be used for placing extra chairs or tables. f. Do not allow the orchestra seating, the choir or choir risers to block required aisles. 12. 57.33.11, 57.110.11 L.A.M.C. - There shall be no object or material of any kind, except approved doors or gates in any passageway or other means of egress from a building or to a public way or other area designated by the Chief which will reduce the required width of same or in any manner render same hazardous in case of fire or other emergency, except by Special Permit. EXCEPTION In an assemblage area, a break-away rope, necessary to control and maintain order may be permitted in an aisle, exit passageway or exit doorway. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 8 13. Barrier - 1006.8 UBC - A stairway in an exit enclosure shall not continue below the grade level exit unless an approved barrier is provided at the ground floor level to prevent persons from accidentally continuing into the basement. Signs 14. Directional - 1013.1 UBC - Exit signs shall be provided in interior stairways at the floor level leading directly to the exterior, at every required exit doorway and wherever else required to clearly indicate the direction of egress. 15. 57.33.15 L.A.M.C. - Directional signs shall be provided to indicate the direction of travel to exits where same are not visible from all parts of the corridors or hallways serving them. 16. Doors - 1004.11 UBC - Exit doors, other than glass, unless clearly and unmistakably indicated as exits, shall have placed over or adjacent thereto an exit sign, so that they are readily distinguishable from adjacent construction. Width 17. Storage Areas - 57.57.02 L.A.M.C. - Side aisles shall be a minimum of 4' wide..20 EXTINGUISHERS Distribution 1. General - 57.140.15 L.A.M.C. - At least one, having a 2-A classification shall be provided on each floor and distributed throughout each structure so that the horizontal distance of travel to the nearest unit from any point in a building shall not exceed 75'. 2. The same as #1 above, and in addition, not less than one 2-A unit shall be provided for each 5000 square feet of floor area or portion thereof. 3. Additional - In addition to the other requirements set forth, Class A, B and C units shall be provided for special hazards. 4. Assemblage Areas - In every auditorium, balcony, mezzanine and main foyer, in addition to the general requirements set forth above, there shall be provided: a. One 2-A unit on each side of the stage or platform. EXCEPTION A platform 1000 square feet or less in area need only have one. b. One 2-A unit in every basement or cellar beneath the stage. c. One 2-A unit in every hallway or passageway leading to a dressing room. d. Not less than one 10-BCF unit in new construction in each motor and fan room. Not less than one 2A-10BC in existing buildings. e. Not less than one 2-A unit within 50' of every open flame candle. 5. Gasoline Engines - 57.140.10B L.A.M.C. - At least one 10-B Fire Extinguisher shall be readily available for each gasoline powered engine on the premises. 6. Electric Panel - 57.140.10-C, 57.140.5 L.A.M.C. - One 10-BC required near the main electrical panel. 7. Flammable Liquid Storage - Use - 57.140.10-B L.A.M.C. - One 20-B shall be provided not less than 10' and not more than 30' from storage area of wherever such liquids are in use. 8. Kitchen - 57.140.17 L.A.M.C. - One 10-BC unit required. NOTE Check to see that responsible personnel know how to use the extinguisher. If they don't, instruct them. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 9 9. Storage Area & Workshop - 57.140.05 L.A.M.C. - The number and type shall be provided for the kind and degree of hazard present. Hydrostatic Test 10. 597.4 Title 19, 57.140.24 L.A.M.C. - Every portable fire extinguisher shall be hydrostatically tested in accordance with the following time intervals: a. Dry chemical, with shells of stainless steel, aluminum or soldered brass - 12 years b. Bromotrifluoromethane - 12 years c. CO2 - 12 years 11. Wet Units - 597.4 Title 19 - Shall be hydrostatically tested at least once every 5 years. This applies to those "wet" units other than CO2 and liquified gas types. 12. Tag - 613 Title 19 - Each extinguisher which favorably passes the hydrostatic test shall be fitted with a record tag of metal or equally durable material, or shall have stamped on the shell, the required test information. Location 13. General - 57.140.09C L.A.M.C. - Shall be located in readily accessible and visible locations unless adequate, visible directional signs, approved by the Chief, are provided. 14. 57.140.09D L.A.M.C. - Shall be mounted above the floor unless signs are provided to indicate their location. 15. It is recommended that whenever possible, units be located adjacent to manual fire alarm sending stations. 16. Hidden - 57.140.09 C & D L.A.M.C. - Any solid door on an extinguisher cabinet, making it impossible to see the extinguisher inside, shall be labeled, and when the cabinet is no longer in use, the label shall be removed. NOTE To protect against vandalism, extinguishers are permitted to be removed from their cabinets in hallways and put in adjacent classrooms. In these instances, the classroom door shall bear a sign to indicate the extinguisher is located inside. 17. High Temperature - 603.3 Title 19 - No extinguisher shall be located where the ambient temperatures exceed 120 degrees F. Mounting 18. Dry Units - 563.7 b Title 19 - Those up to and including 40 lbs. capacity shall be mounted so the top is not over 5' above the floor level. Units with greater capacity shall be mounted so the top is not over 3-1/2' above the floor level. Prohibited 19. Toxic - 57.140.03 L.A.M.C. - None permitted that employ carbon tetrachloride, chlorobromomethane, methylbromide or any other material which has a level of vapor toxicity equal to or greater than any of these materials. Sealing 20. Requirements - 57.140.22 L.A.M.C. - Every unit shall be sealed, whenever practicable, with a wire and seal bearing the registration number of the person performing the servicing. Sealing shall be in such a manner that the extinguisher cannot be discharged without breaking the seal. Methods other than the above may be approved by the Department. 21. - 597.9 Title 19 - A nonferrous wire that can be easily broken, and a lead seal shall be provided on each extinguisher having a seated-valve type gas-cylinder assembly. Such wire and seal shall be used to retain the 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 10 locking pin in a locked position. Servicing 22. General - 597.1 Title 19 - Every unit shall be inspected and have required service performed yearly or immediately after each use, whichever occurs first. 23. Tag - 597.3, 614.5 Title 19 - A service tag shall be attached to every extinguisher, and a new tag shall be attached each time an extinguisher is serviced. Tag Content 24. Hydrostatic Test - 613 Title 19 - The information required on the tag or stamped on the shell is: a. Date of the test b. License Registration number of the testing concern, or an identifying symbol or mark. 25. Service Tag - 597.3 Title 19 - Tag shall show the date of the last service and, 26. 614.1 Title 19 - shall be 4-3/4" by 2-3/8" in size and shall not be red in color, and, 27. 614.2 Title 19 - shall be attached in such a position as to be conveniently inspected, and, 28. 614.3 Title 19 - shall bear the following information, all printed on the same side of the tag: a. Name and address of servicing concern b. Type of service performed c. Date service was performed d. License Registration number of concern e. Certificate of Registration "EE" number of person who performed or supervised the servicing. f. The approval seal of registration of the Office of the State Fire Marshal. g. The following wording at the top, or reinforced ring end: DO NOT REMOVE BY ORDER OF THE STATE FIRE MARSHAL.21 FIRE ALARM - DRILL Drill 1. Required - 3.13 Title 19 - A fire drill shall be held at least once each school month. NOTE Private schools are very lax about conducting their drills. 2. 57.111.06D L.A.M.C. - Upon request of the Department, a drill shall be conducted forthwith. NOTES a. Do not request a drill if State Tests are being conducted. b. If any drill you observe needs correction, advise the principal that you will require another one on a subsequent visit. If the drill is extremely poor, it is not out of order for you to request another one on the same day. c. School personnel usually only want to activate the manual station in the office. Ask that they use another one to signal the fire drill. 3. Alarms - 57.111.06 E L.A.M.C. - All bells on the system must operate and sound clearly. NOTE At some schools they prefer not to have the bells ring in certain areas, e.g., the auditorium, and they will sometimes stuff paper or cotton in them or even disconnect them. Emergency Procedures 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 11 4. Plan Preparation - 57.111.05 L.A.M.C. - Each principal, in cooperation with the Department, shall prepare procedures to be followed in case of fire or other emergency. Evacuation 5. Dispersal Areas - 1017.12 UBCF - When grounds are fenced, there shall be safe dispersal areas between fences and buildings, located not less than 50' from buildings. 6. Total - 3.10 Title 19 - All buildings shall be completely evacuated of all persons during each exit drill. Records 7. Exit Drill - 57.111.06B L.A.M.C. - A written record shall be kept of every drill, indicating the time and date of each one. Such record shall be open to the examination of the Chief. NOTE Private schools are very lax about keeping records on their drills. 8. Fire Alarm - 57.122.05B L.A.M.C. - An accurate record shall be kept of monthly tests of the system. Such records shall be open to the examination of the Chief. 9. Emergency Plan - 57.111.05 L.A.M.C. - A copy of the Emergency Procedure Plan shall be submitted to the Department for approval. The copy shall be provided by the school. Signs 10. Emergency Procedure Plans - 3.09 a Title 19 - The following shall be posted as indicated: a. Instructions to be followed by the teacher, in each classroom. b. Route of travel, including an alternate, for evacuation of the room, in a conspicuous place in each classroom and assemblage area. 11. Fire Alarm - 57.122.05 L.A.M.C. - A sign shall be posted in, on, or near the control panel specifying complete maintenance and operating instructions for the system. 12. Fire Department Phone - 3.09 Title 19 - The Fire Department telephone number shall be posted in the office and/or at the main switchboard. Tests 13. Fire Alarm - 57.122.05B L.A.M.C. - System shall be tested monthly to the satisfaction of the Chief. Manual stations on the system shall be tested on a rotating basis so that a different one is tested each month..22 FIRE DEPARTMENT ACCESS Gates 1. Required - 57.111.07 L.A.M.C. - Gates shall be a minimum of 20' and shall be readily openable. Obstructions 2. Roofs - 57.12.03 L.A.M.C. - No objects or materials which might interfere with egress or Fire Department operations in case of fire are permitted to be stored on the roof. 57.12.02 L.A.M.C. - No wire, rope, cable, aerial or other overhead obstruction is permitted if the roof slope is less than 30 degrees, or if there is a penthouse on the roof, unless there is a clearance of at least 7' between the roof and such obstruction. EXCEPTION Guy wires or rods required to support aerial or antenna masts, provided they do not exceed a lateral distance from the base of the mast of one-sixth the height of the mast. Storage 3. Below Ceiling - 57.57.03, 3 & 4 L.A.M.C. - Shall be a minimum of 3' below unsprinklered ceilings and 18" below sprinklered ceilings. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 12.23 FLAMEPROOFING Decorations 1. General 3.08 Title 19 - 57.110.12 L.A.M.C. - In any assembly area or school, all paper, foliage, hay, bunting, textiles, plastics or similar materials, including Christmas trees, used as scenery, curtains, drapes, decoration or display shall be non-combustible or flameproofed. EXCEPTIONS a. Floor covering and furniture upholstery. b. Except in the auditorium, the requirement for flameproofing maps, pictures and murals may be waived if such articles are securely taped flat to a wall on all four sides. c. Flameproofing may be waived for drapes and curtains in the office and staff lunch room if these areas are not used for teaching. Partitions 2. General - 601.5.3 UBC - Folding, portable or moveable partitions shall be fire-resistive rated if they block required exits and establish an exit corridor without providing alternate conforming exits, or if their location is not restricted by means of permanent tracks, guides or other approved methods. 3. Rigid Materials - 3.21 A Title 19 - Rigid, combustible decorative materials, not more than 3" thick, used for folding doors, room dividers, decorative screens and similar applications shall be flame resistant..24 FLAMMABLE AND COMBUSTIBLE LIQUIDS Containers 1. 57.30.03 L.A.M.C. - Glass containers shall not exceed a capacity of 1 quart for flammable liquids. 2. 57.30.03 L.A.M.C. - Metal and safety containers shall not exceed a capacity of 5 gallons each. 3. Empty - 57.30.13 L.A.M.C. - Empty containers which at any time contained Class 1A, 1B or 1C flammable liquids shall be regulated the same as full or partially full containers, unless all flammable vapors have been removed in a satisfactory manner. Section 57.30.12 - Hazardous Materials Cabinets - Construction and Use 4. Hazardous Materials Cabinets as referred to herein shall be constructed and used in accordance with LAFD Standard No. 40. Cabinets shall be labeled in conspicuous lettering, "FLAMMABLE - KEEP FIRE AWAY." 5. Not more than 60 gallons of flammable and/or combustible liquids shall be stored in any one Hazardous Materials Cabinet. 6. Maximum Storage: A. Not more than 60 gallons in combination of Class I and II liquids shall be stored in Hazardous Materials Cabinets. B. Combinations of Classes I, II, and IIIA liquids stored in Hazardous Materials Cabinets shall be subject to the limitations set forth in C1 above and shall not exceed 120 gallons. C. Combinations of Class I, II, and III liquids stored in Hazardous Materials Cabinets shall be subject to the limitations set forth in C1 and C2 above and shall not exceed 240 gallons. The storage of quantities in excess of the above amounts or amounts stated in Section 57.30.30 shall be in an approved Group H-1, H-2 or H-3 Occupancy, or Hazardous Materials Room. In Use 7. Maximum - 57.30.09 L.A.M.C. - The amount in the area of use shall not exceed a supply sufficient for one day, unless permitted by a Special Permit issued by the Department. 8. Prohibited - 57.80.66 L.A.M.C. - Gasoline shall not be used for cleaning purposes. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 13 9. Sec. 57.30.11, SPECIAL LIMITATIONS. The Chief may impose reductions or prohibitions on the amounts of flammable or combustible liquids in storage or use when he finds that an unusual risk involved by reason of undue hazards to life, a hazardous storage or operation, unusual exposure, or multiple occupancy. 10. Sec. 57.30.09. CLASS I OR II LIQUIDS AT POINT OF USE. Safety cans shall be used for the handling or temporary storage of Class I or II liquids in any operating or processing area, unless otherwise approved by the Department. Labeling 11. Required - 57.30.04 L.A.M.C. - All portable tanks and containers of flammable liquids at the point of final filling or labeling, shall be conspicuously labeled in easily legible type which is in contrast by typography, layout, or color with other printed matter on the label. Such type shall be of a size not smaller than any other printing on the label except the brand name. Storage 12. Location - 57.30.30 B L.A.M.C. - Shall be approved by the Department. 13. Maximum - 57.111.10 B-1 L.A.M.C. - Not more than 10 gallons shall be stored in closed containers, other than safety containers, outside of a hazardous materials cabinet. SEC. 57.30.45. STORAGE OF FLAMMABLE OR COMBUSTIBLE LIQUIDS IN BASEMENTS 14. Class I liquids shall not be stored in basements. 15. Class II and III liquids may be stored in a basement only with a Special Permit issued by the Chief. A Special Permit allowing basement storage of Class II and III liquids is subject to the following conditions: 1. Class II liquids shall be limited to 60 gallons. 2. Class IIIA liquids shall be limited to 120 gallons. 3. Class IIIB liquids shall be limited to 180 gallons. 4. Other than the maximum quantity limitations stated in this subsection, the storage of Class I and III liquids in basements shall be in accordance with the provisions of Section 57.30.30. 5. The basement shall be equipped with an automatic sprinkler system in accordance with Chapter 9 of the L.A.M.C. (Plumbing Code). Transfer 16. Apparatus - 57.30.51 L.A.M.C. - Transfer apparatus and equipment shall be approved by the Chief. 17. Containers - 57.30.30C L.A.M.C. - The transfer from one container to another shall be done at the storage location, unless otherwise approved by the Department..25 HEATING APPLIANCES Connection 1. Piping - 57.113.13A L.A.M.C. - Gas fired portable units shall be connected to the gas supply by means of semi-rigid piping. 2. Piping - 57.20.29 L.A.M.C. - Gas fired appliances may be connected with flexible or semi-rigid metallic connectors, if burning not over 130,000 BTU per hour, provided connectors are adequately protected against mechanical injury. Location 3. Section 57.111.11 Space Heating Appliance Location. Any fuel burning heating appliance in day care or educational occupancies shall not be located closer than 10 feet from any required exit where only one exit is provided. Space heating appliances shall be properly vented in accordance with Chapter 9 of the L.A.M.C. (Mechanical Code) and applicable provisions of Part 4, Title 24, C.A.C. Any heater located in an area 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 14 occupied by children shall have protective features incorporated into its design or a protective guard, screen, or other means to eliminate accidental contact with the heating appliance. Protection 4. Guards - 3.17 Title 19 - 57.113.13 L.A.M.C. - Every heating appliance which does not have protective features incorporated in its design shall be provided with guards that will provide protection against ignition of clothing or other combustible materials. 5. Temperature - 57.20.26 L.A.M.C. - All heating appliances shall be so located, insulated or shielded that they will not raise the temperature of any adjacent combustible materials above 160 degrees F. 6. 57.20.26 L.A.M.C. - All space heaters shall have exposed surfaces sufficiently insulated or shielded to prevent the outside temperature from exceeding 160 degrees F..26 HOUSEKEEPING Classrooms 1. 57.20.16 L.A.M.C. - Storage of materials shall only be in quantities sufficient for the immediate project; not enough to last the whole school year. NOTES a. Excess storage of combustibles in classrooms can be a problem and must be handled with discretion. Teachers often claim to not have enough storage space. The test is; does it create a life or fire hazard? Is it stacked dangerously high on cabinets and shelves? If it is, order it removed. b. Excessive storage of combustibles is a major problem in Open Plan Classrooms. Cleaning 2. General - 3.19 G Title 19 - Electrical motors, filters on heating equipment and grease hoods shall be checked periodically and kept clean and maintained in a safe operating condition. Fire Hazards 3. Prohibited - 3.19 Title 19 - Every building shall be maintained in a neat and orderly manner, free from any condition that would create a fire or life hazard or condition that would add to or contribute to the rapid spread of fire. 4. Well Openings - POLICY - 57.01.22, 57.20.16 L.A.M.C. - Exposed well openings shall be posted with warning signs where advisable, and in all cases, adequate protective restraints shall be installed. Prohibitions 5. Concealment - 3.08 Title 19 - Exit lights hose cabinets, extinguishers and fire alarm sending stations shall not be concealed by any decorative materials. 6. Hangings - POLICY - 57.01.22, 57.20.16 L.A.M.C. - Nothing is allowed to be hung from sprinklers, sprinkler piping or light fixtures. 7. POLICY - 57.01.22, 57.20.16 L.A.M.C. - No decorations shall be hung from the ceiling of any hallway or corridor. 8. Paper - POLICY - 57.01.22, 57.20.16 L.A.M.C. - No excessive amounts of paper, such as strings of paper decorations, pictures or test papers shall be permitted to be displayed. 9. Storage - 3.19 f Title 19 - Not permitted in boiler, mechanical, or electrical panel rooms, in exit passageways, stairways or in corridors. 10. 57.75.02 B - No water reactive materials permitted in the basement or in any room that is below grade. 11. 904.2.3.7 UBC - Shall not be permitted in under stage or under platform areas that are unsprinklered and less than 4' in clear height, unless limited to tables or chairs and the area is of 1-hour fire resistive construction. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 15 12. Use - 1511.3 UBC - No penthouse, bulkhead or other similar projection above the roof shall be used for purposes other than for the shelter of mechanical equipment or of vertical shaft openings in the roof. 13. 1009.6 UBC - Open space under stairs in enclosed stairways shall not be used for any purpose. 14. Vehicles - Engines - 57.110.14 L.A.M.C. - No motor vehicles, marine craft or aircraft engine shall be permitted (for use in any assembly), without a Special Permit from the Chief. 15. 413 A.2.3 - Any room in which is located a combustion engine or gas turbine used for emergency power, shall not be used for any other purpose..27 IGNITION SOURCES Building Installation 1. Fixtures - 57.20.18C L.A.M.C. - The location and installation of open flame lighting and decorating fixtures for interior or exterior of any building shall be approved by the Chief. They shall not be installed in any area where smoking is prohibited, within five feet of any combustible material such as drapes, curtains, hangings, decorative screens and foliage, or in any location where the flame or heat therefrom would present a hazard to persons or property. Enclosed Flame Candle Device 2. In Assemblages - 57.110.15 L.A.M.C. - Use of is prohibited except by Special Permit issued by the Bureau of Fire Prevention. Such permit will only be issued for a device bearing a General Approval, or one listed, labeled or approved by an approved testing laboratory. EXCEPTION In the area of a church not normally occupied by anyone except those charged with ministration duties. 3. Label - 57.05.12 L.A.M.C. - Each such device having a General Approval shall bear the following information. a. The name of the manufacturer b. The letters LAFD, and the General Approval number. Open Flame Prohibited 4. In Assemblages - 3.25 Title 19, Section 57.110.15 Open Flame - No person shall use upon any stage or platform, inside any dressing room, or within the public area of any assembly occupancy any open flame, except by authority of a Special Permit from the Chief. EXCEPTIONS 1. Approved heating appliances. 2. Smoking in any area where smoking is permitted 3. The use of candles as part of a religious ritual, ceremony, or service, provided that such candles are located in a portion of a room, building, or premises not normally occupied by any persons except those charged with ministration duties, and provided that such candles are safely supported in a manner approved by the Chief. 5. In Classrooms - 3.25 Title 19 - Except in science classrooms under the direct supervision of teachers. 6. In Hazardous Atmospheres - 57.20.03, 57.30.10.A L.A.M.C. - And within 25' of flammable or combustible liquids storage areas. Stoves - Hot Plates 7. Clearance - 57.20.26 L.A.M.C. - Whether gas or electric, shall have clearance from combustible materials. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 16.28 LIMITATIONS First Story 1. Lower Grades - 305.2.3 UBC - Pre-school, kindergarten, first or second grade pupils are not permitted above the first story except in buildings of Type I or II construction, and in buildings with sprinklers, (and at least two exits directly to the exterior for the exclusive use of such occupants.).29 OCCUPANT LOAD Determination 1. Benches & Pews - 1002.1.3 UBC, 57.33.02 H2 L.A.M.C. - Where fixed, the number of seats for determination of occupant load shall be based on one person for each 18" of bench or pew length. 2. Formula - 1002 UBC Table 10A - Permissible load shall be determined by dividing the floor area assigned to the particular use by the number of square feet per occupant designated for that use, as set forth below: a. Auditorium, church or chapel without fixed seats - 7 sq. ft b. Classroom without fixed seats - 20 sq. ft. c. Dining areas - 15 sq. ft. d. Library reading rooms - 50 sq. ft. e. Stages - 15 sq. ft. EXCEPTION Any of the above may be increased if the necessary exits are provided. An approved aisle and seating diagram will be required by the Chief to substantiate any requested increase. Maximum 3. Loose Seating - 57.33.18C L.A.M.C. - None in excess of auditorium capacity shall be permitted. 4. Number - 3.27 Title 19 - Of persons shall not exceed the posted capacity. 5. 57.33.05 L.A.M.C. - In no event shall the number of persons admitted to a room be such that an overcrowded condition will exist, or the effective use of the exit facilities will be impaired. 6. 57.33.04 L.A.M.C. - The maximum number of persons permitted to occupy any room shall not exceed: a. The number for which the exit facilities are designed. b. The number of seats provided. c. CCR 3.27 Title 19 - The number of occupants of any building, structure, or portion thereof, shall not exceed the permitted or posted capacity. Posting 7. Location - 57.33.04 L.A.M.C. - The maximum number of occupants permitted in, and the designated use of each room shall be posted in a conspicuous place near the main exit doorway of each assemblage room. 8. Multi-Purpose Rooms - 57.33.04A L.A.M.C. - The maximum number of persons permitted for each use shall be posted. Sign 9. Legibility - 1002.3 UBC 3.30 Title 19 - Shall be maintained in such a manner that it is legible. 10. Material - Color - 1002.3 UBC 3.30 Title 19 - Shall be of durable material, and have a contrasting color from the background upon which it is attached. 11. Provided By - 57.33.04D L.A.M.C. - Shall be provided by the Department or by the occupant, subject to the approval of the Department. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 17 12. 3.30 Title 19 - Any room having an occupant load of 50 or more persons where fixed seats are not installed, and which is used for assembly, classroom, dining, drinking or similar purposes, shall have the capacity of the room posted in a conspicuous place near the main exit from the room..30 PERMITS Posting - Filing 1. Div. 4 - 57.04.08 L.A.M.C. - Every required permit shall be posted on the premises. 2. Div. 5 - 57.05.24 L.A.M.C. - Every required permit shall be posted or shall be kept on file on the premises. Required 3. Div. 4 - 57.04.03 L.A.M.C. - To operate or maintain any: a. Place of Assemblage b. School or Special School c. Day Nursery To store, process or use flammable or combustible liquids in excess of: d. Class 1A - 60 gallons e. Class 1B - 120 gallons f. Class 1C - 180 gallons g. Combinations of the above, with no one class in excess of the amounts set forth above - 240 gallons h. Combustible liquid Class II - 240 gallons Class III - 500 gallons 4. General Approval - 57.05.10 L.A.M.C. - To install, maintain or use a candle device, (enclosed flame) in a place of assemblage. EXCEPTION The Chief may exempt any device which is approved, listed or labeled by an approved testing laboratory. EXCEPTION One used in the sanctuary of a church. 5. Special Permit required for each of the following: (See also.33 SPECIAL EVENTS, item #46.) a. 57.30.45 L.A.M.C. - Class II & III liquid storage in the basement. b. 57.110.14 L.A.M.C. - Aircraft engine display or use or marine craft, in an assemblage. Motor vehicle display in an assemblage. c. 57.110.15 L.A.M.C. - Open, or enclosed flame candle in an assemblage. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 18.31 SEATING - NON-FIXED - IN CLASSROOMS Aisles 1. Length - 1014 UBC - Each one shall be such that it extends from the exit door it serves to the point in the room where it must accommodate the exit flow of any aisle accessway. 2. Termination - 57.33.11B L.A.M.C. - There shall be one terminating at every required exit door. 3. Width - 57.33.18 L.A.M.C.; 1014.2.1 UBC - Each one shall be not less than 36" wide if serving only one side or 44" if serving two sides. Aisle Accessways 4. Dead-End - 57.33.18 A3 L.A.M.C. - None shall have a dead-end longer than 20'. 5. Required - 57.33.18A L.A.M.C. - Each seat shall have access to an aisle, either directly, or through an aisle accessway. Seating Configurations 6. Row Spacing - 57.111.12 B L.A.M.C. - The aisle accessway between any two rows of seats shall be not less than 22". 7. Seat Spacing - 57.33.18C1 L.A.M.C. - The spacing of seats, from the back of one to the back of the one behind it, shall be not less than 33". In no case shall the space between the back of any seat and the front of the seat behind it be less than 12". 3.06 Title 19 Bonding of chairs in Group A & E Occupancies - All loose seats shall be bonded together in groups of not less than 3. 8. Classroom aisles and seats: LAMC 57.111.12 (All educational occupancies not regulated by Title 19) Aisles adjacent to rows of seats shall be not less than 22" in width. The width of the aisle on the corridor side of the room adjacent to the exit door and leading from the front to the rear of the room shall be a minimum width of three feet. The aisle along the window side of the room shall be not less than 22 inches in width if there are no exit doors on that side of the room. If exit doors are on each side of the room an aisle with a minimum width of 3 feet shall be maintained adjacent to each exit door..31a SEATING - NON-FIXED - IN ASSEMBLAGES WHERE USEABLE FLOOR SPACE IS 700 SQ. FT. OR MORE A. GENERAL Aisles 1. Dead-End - 57.33.18A3 L.A.M.C. - None shall have a dead-end longer than 20'. 2. Required - 57.33.18 - Every portion of every building shall be provided with aisles leading to an exit. 3. Termination 57.33.18A3 - Shall terminate in a cross-aisle, foyer or exit, except as indicated in #1, above. 4. Width - General - 57.33.18A1 - Along its entire length, each aisle shall be a minimum of not less than 3' if having seats only on one side, and 3'6" if having seats on both sides. This minimum shall be measured at the point farthest from the exit or other aisle the subject aisle serves, and shall be increased by 12" for each 5' of such distance. 5. Width - Cross - 57.33.18A3 - Each one shall be not less than the sum of the required width of the widest aisle, plus 50% of the total required width of the remaining aisles leading thereto. Chair Bonding 6. General - 3.06 Title 19 - All seats, folding chairs and similar seating facilities shall be bonded together in groups of not less than 3. EXCEPTION - 57.33.18C L.A.M.C. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 19 Not required when not more than 299 seats are provided. Seat Spacing 8. Minimum - 57.33.18C - The spacing of seats, from the back of one to the back of the one behind it shall be not less than 33". EXCEPTION - 1015 UBC In no case shall the space between the back of any seat and the front of the seat behind it be less than 12". D. AREAS WITH (LOOSE CHAIR) SEATING ONLY, OTHER THAN THEATER TYPE Chair Bonding 9. Groups - 57.33.18C L.A.M.C. - Shall be bonded together in groups of not less than 3. EXCEPTION - 57.33.18C L.A.M.C. Not required to be bonded when not more than 299 seats are provided. Aisles 10. Access - 1015 UBC 57.33.18C L.A.M.C. - A clear space of at least 12" shall be provided for access from each chair to an aisle or other exit. 11. 57.33.18B2 L.A.M.C. - Every chair shall be within 20' of an aisle or other exit. EXCEPTIONS a. Distance may be increased up to a maximum of 24' if the distance between seating edges of tables is increased by 1" for each additional 1' of distance to the nearest aisle. b. No aisle required in areas using round tables only, provided there is a clear and unobstructed space in front of each required exit door as wide as the exit and not less than 8' long. 12. Width - 57.33.18C L.A.M.C. - Every cross-aisle having aisles terminating at it shall be not less than the width of the widest aisle leading thereto, plus 50% of the total required width of the remaining aisles leading thereto. Chair Bonding 13. Not Required - 3.06 Title 19 - Where tables are provided, such as for dining and similar purposes. Measurements 14. Assumption - 57.33.18B3 L.A.M.C. - For the purpose of taking measurements, the back of an occupied chair shall be assumed to be 18" from the table seating edge. Table Spacing 15. Minimum - 57.33.18B L.A.M.C. - The seating edges of adjacent tables shall be not less than 54" apart. EXCEPTIONS a. This distance may be reduced to 36" where there are rectangular tables so arranged that there is seating on one side only. b. No restriction on this distance, provided that tables and chairs are so arranged that every chair is within 6' of an aisle or other exit and provided such tables and chairs are so arranged that there is a clear space of at least 18" for access from every chair to an aisle. c. 57.33.18C L.A.M.C. - Seats shall be arranged so that there shall be not more than six intervening seats between any seat and the nearest aisle. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 20.32 SIGNS Emergency Procedure 1. Instructions for Teacher - 3.13 a Title 19 - To include all of the following: a. Maintenance of order during evacuation b. Removal of roll call book when evacuating c. Calling of roll when designated evacuation area is reached. 2. Routes of Travel - 3.13 a Title 19 - To show the paths of travel to evacuate the room, including an alternate route. Exits - Signs 3. All - 1013.2 UBC - Shall be in letters at least 6" high. 4. Doors - 57.33.15 L.A.M.C. - Every exit door shall have a sign over or adjacent thereto bearing the word, EXIT, in letters not less than 6" high. Extinguisher Cabinets 5. Non-Glass - 57.140.09C, 57.138.13E L.A.M.C. - Any solid door, making it impossible to see the extinguisher inside, shall be labeled, EXTINGUISHER, in letters not less than 3" high. Flammable and Combustible Liquids 6. Labeling - 57.30.04C L.A.M.C. - The wording required on container labels shall be: a. Class I Liquids - DANGER - FLAMMABLE: KEEP AWAY FROM HEAT AND OPEN FLAME. b. Class II or III Liquids - CAUTION COMBUSTIBLE Gas Shut-Off 7. Marking - 57.20.16 L.A.M.C. - Each building supplied with natural gas shall have the outside gas shut-off conspicuously marked. Hose Cabinets 8. Non-Glass Doors - 57.138.13D L.A.M.C. - When any solid doors are used, making it impossible to see the hose inside, they shall be labeled FIRE HOSE or FIRE HOSE & EXTINGUISHER in letters not less than 3" high. Occupant Load 9. Content - 57.33.04D L.A.M.C. - The following shall appear on the sign. This room or area is approved for the following use(s) and the maximum number of occupants shall not exceed that shown. USE OCCUPANTS City of Los Angeles Municipal Code (Date of Approval and Address of Occupancy) 10. 3.30 Title 19 - Shall indicate the number of occupants permitted for each use for which the room is approved. Responsible Person 11. Section 57.110.03. Management Responsibility - The owner, manager, or person in control of any assembly occupancy shall be responsible for compliance with the fire and life safety provisions of this division. The person in control of any assembly occupancy shall, upon request of the Chief, provide the name, address, and telephone number of the owner, manager, representative, or lessee. Every place of assemblage shall be under the constant supervision of the owner, manager, or a person in control who shall be on the premises during the time that the occupancy is open to the public. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 21.33 SPECIAL EVENTS Aisles 1. Display Areas - 57.33.18 D L.A.M.C. - In other than tents, in areas used for display of equipment, booths and similar uses, minimum aisle width shall be as set forth below for the indicated number of square feet of useable floor area. a. less than 5000 sq. ft. - 6' b. From 5000 to 30,000 sq. ft. - 8' EXCEPTION Aisles provided for the convenience of persons tending the display or booth, and not required for exit purposes, may be reduced by 2'. Combustibles 2. Containers - 3.19 Title 19 - All waste materials shall be stored in approved non-combustible containers with non-combustible lids until removal from the building or tent. 3. Limited - Literature on display shall be limited to reasonable quantities and reserve supplies shall be stored in closed containers or cabinets. 4. Removal - Rubbish pick-up from entire area of the Special Event shall be on a daily basis. Christmas Trees 5. Artificial Trees - POLICY - 57.22.04.9 L.A.M.C. - The only ones permitted are those that are noncombustible or flameproof. 6. Base - 57.22.01 L.A.M.C. - Shall be kept in wet sand or water, if a natural tree. 7. Decorations - 57.22.03 L.A.M.C. - No open flame permitted on any tree and all decorations used shall be non-combustible or flameproofed. 8. Flameproofing - 57.22.02 L.A.M.C. - Natural, live or cut trees shall be flameproofed. 9. Separation - 57.22.04A5 L.A.M.C. - Every natural tree, whether flameproofed or not, shall be located a distance at least equal to its height from ordinary combustibles. 10. Tagging - 57.22.04B L.A.M.C. - Every flameproofed tree shall be tagged. Tag shall indicate: a. Date flameproofing was done. b. Type and amount of materials used. c. Business address and signature of applier. 11. Wiring - 57.22.04A10 L.A.M.C. - No electrical wiring is permitted to contact any electrically conductive tree. Compressed Gases and LFG (Other than carbonic acid gases and those in fire extinguishers) 12. Amount - 57.111.10 A & B, 57.112.08 L.A.M.C. - The total amount of gas and the number of cylinders of the same at any one location is limited to a 1-day's supply for that particular location. 13. 57.110.19B12 L.A.M.C. - The total amount of LFG on the premises shall not exceed 60 gallons. 14. Cylinders - 57.111.10, 57.112.09, 57.110.19 L.A.M.C. - Shall be used, maintained and stored as follows: Location of storage a. Shall be approved by the Chief. b. If LFG, shall be not less than 10' from any building. Location of use c. LFG for space heating shall be outside of structure and at least 10' from same. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 22 Position d. Shall be maintained in an upright position. Pressure Regulator e. Required adjacent to cylinder when same is in use. Protective Caps f. If provided with same, they shall be in place when cylinder is not in use. Removal g. If containing flammable or toxic gas, shall be removed from assemblage area immediately after use, and nightly at the close of the event. EXCEPTION Empty cylinders. Securing h. Shall be secured in position to prevent overturning. Transporting i. If over "lecture size" shall be transported with a hand truck. (Lecture size is 2" x 15") Valve j. Shall be maintained in the closed position when demand for gas ceases. 15. Cylinder Size - Those containing the following are limited to the size indicated: a. Flammable gas - 200 cu. ft. b. LFG when used inside a building - 5.76 gallons c. Non-flammable gas other than oxygen - Not limited d. Oxygen - 244 cu. ft. e. Toxic gas - Lecture size. 16. Prohibitions - 57.110.19 B5 L.A.M.C. - No cylinder shall be exposed to heat above ambient temperature. 17. 57.115.14 L.A.M.C. - LFG is prohibited in any building or tent for the preparation or warming of food for retail sale. 18. 57.115.13 L.A.M.C. - LFG cylinders are prohibited inside any tent or cloth-covered structure. 19. 57.115.10 L.A.M.C. - No LFG powered vehicle shall be stored, parked or used inside a building or tent. Storage of same shall be outside at a location approved by the Chief. Extinguishers 20. Required - 57.140.10A L.A.M.C. - One 2-A unit shall be provided within 75' of travel from any point in the structure or area. EXCEPTION 57.140.11B L.A.M.C. - Permanently attached garden hose with spray type nozzle permanently attached may be used in lieu of required Class A Portable Extinguishers. 21. - 57.20.24 L.A.M.C. - Fire protection shall be provided at every location where open flame is used. 22. - 3.29 Title 19 - One 10 BC shall be provided for each motor and fan room, and where flammable liquids are stored or used. 23. POLICY - 57.110.31 L.A.M.C. - There shall be not less than one 10 BC dry chemical and one 2-A unit at each booth or exhibit where flammable gas cylinders are used, demonstrated or exhibited, and a person qualified to operate them shall be in attendance. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 23 Flameproofing 24. Required - 57.22.01 L.A.M.C. - Except for natural Christmas trees, and in conjunction with open flame acts, all combustible materials less than 3/8" thick shall be flameproofed. EXCEPTION Plain butcher paper, when used as table top covering, with no overhand, and when securely fastened to the table. 25. Unacceptable Materials - 57.22.01 L.A.M.C. - Oilcloth, paper treated with tar or petroleum base flammable products, sisal paper, nylon, orlon, tissue paper, burlap, styrofoam, and certain other plastic materials that cannot be made flame-retardant are prohibited. Motor Vehicle Display 26. Requirements For - 57.110.14 L.A.M.C. - The following conditions shall exist: a. The electrical system shall be de-energized. b. The gas tank shall be between 1/2 and 1/3 full, or shall never have contained fuel. c. The gas tank shall have a cap which shall be locked unless an alternate method of securing the same on the tank is approved by the Chief. Open Flame Performances 27. Control of Flame - 57.110.15 L.A.M.C. - Shall be such that: a. At no time shall flame be carried through the audience. b. At no time shall the device emitting the flame leave the hands of the performer. EXCEPTION Item b may be waived if the act is performed outside of a structure. 28. Costume - 57.22.01 L.A.M.C. - The costume of the performer shall be of fire-safe material. 29. Flameproofing - 57.22.01 L.A.M.C. - All decorations shall be non-combustible or flameproofed. 30. Flame - 57.110.15 L.A.M.C. - The flame employed shall not exceed 12" in length. 31. Flammable Liquids - 57.30.06 B3 L.A.M.C. - Any flammable liquids used shall have a flash point of 50 degrees F. or more, and shall be in containers of not more than 1 pt. capacity. 32. Ignition - Extinguishment - 57.110.31 L.A.M.C. - Of the device shall be done in the immediate area of the performance. Outdoor Fires 33. Attendance At - 57.20.23 L.A.M.C. - Every open, outdoor fire shall be constantly attended and controlled by a competent person. 34. - 57.20.24 L.A.M.C. - Only authorized adults are permitted in the area where barbecues are used. 35. Separation - 57.20.25 L.A.M.C. - Every outdoor fireplace and barbecue device shall be located more than 25' from any flammable liquids. 36. Spark Arrestor - 57.20.25 L.A.M.C. - Every outdoor fireplace and barbecue device equipped with a chimney shall have an approved spark arrestor. Seating - Outside Events 37. POLICY - 57.01.22, 57.20.16 L.A.M.C. - When more than 500 loose seats are used; a. There shall be not more than 14 seats between any seat and an aisle. b. There shall be not more than 15 rows of seats between aisles. c. Minimum aisle width between groups of seats shall be 6'. 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 24 Toy Balloons 38. Prohibited - POLICY - 57.01.22, 57.20.16 L.A.M.C. - Toy balloons or similar inflatable devices, inflated with poisonous, explosive or flammable gas are prohibited in, or on the premises. Plans and Specifications 39. Approval - 57.05.03 L.A.M.C. - Required to be filed with FPB for approval prior to the use or conducting of any: a. Special Event b. Tent or cloth-covered structure. 40. Filing Date - 57.05.02 L.A.M.C. - Shall be filed 10 days in advance. 41. Information Required - 57.05.04 L.A.M.C. - Plans shall be accurately drawn to scale and shall show the size and location of exits and entrances, aisles, fences, booths, displays, carnival rides and other concessions, structures, fire protection equipment, heat producing devices, open flames and sanitary facilities. Permits 42. Building Permit - Required for each of the following, except when in a Public school. a. Construction of any booth more than 8' in height if plywood over 3" thick or fiberboard over 3/8" thick is used in the construction of the horizontal ceiling run, if, in the opinion of the Chief such permit is necessary. b. Construction of any booth, partition, exhibit or display counter more than 12' in height to be used for over 30 days. c. Construction of any platform or walkway more than 2' in height, or more than 42" in height (if an approved prefabricated one), if it is intended to support more than 10 persons. Same shall not be erected over any basement or story below. 43. Cancellation - Suspension - 57.20.19 L.A.M.C. - Every Special Permit for open fires or cooking in or upon the ground shall be automatically cancelled or suspended when any of the following conditions exist: a. The Air Pollution Control District forecasts that the inversion base at 0400 hours, Pacific Standard Time, is lower than 1500' and will not break, or its maximum mixing height will not rise above 3500, and the average surface wind between 0600 and 1200 hours PST will not exceed 5 mph. b. The Chief determines that humidity and weather conditions render such burning hazardous. 44. Div. 5 - 57.05.31D4 L.A.M.C. - For every tent or cloth enclosure of 450 sq. ft. or more for use as an assemblage, a Div. 5 Permit is required. NOTE This permit will include the operation or activity for which it is issued and the date of its expiration. 45. Special - 57.05.20 L.A.M.C. - A Special Permit, issued by FPB unless otherwise indicated, is required for each of the following (See also.30 PERMITS, items #5.): a. Compressed gas or LFG use or storage in a place of assemblage, including a cloth-covered structure, if it would create a life, fire or panic hazard. EXCEPTION Carbonic acid gas and the gas used in a fire extinguisher. b. Enclosed Flame Candle Device, or open flame candle in an assemblage occupancy, or on the stage or in a dressing room of same. EXCEPTION 11/4 SCHOOL CHURCH AND DAY NURSERY INSPECTION 25 See.27 IGNITION SOURCES, Items #2 and #4 c. Open Flame 1. Performance or act 2. Device in an assemblage 3. Outdoor for cooking in or upon the ground, issued by the inspecting member. 4. Outdoor for public gatherings under the sponsorship of a civic, religious or similar organization, issued by the Battalion Commander. d. Special Event, and any of the following in connection with same: 1. Barbecue 2. Heater 3. Heat producing device 4. Hazardous electrical, mechanical or chemical device, when deemed so by the Chief. 5. Internal combustion engine for use or display 6. Use or storage of flammable liquids, compressed gases, (other than carbonic acid gas and the gas in extinguishers), or dangerous chemicals. NOTE Every Special Permit will specify conditions necessary to be observed to safely conduct, use or maintain the condition or device for which it is written and shall include an expiration date. Responsible Fire Stations will be notified by the Inspector who issues the permit, 10 days in advance of any Special Event planned in company occupancies. Any approved plans, specifications or any permits issued for same will be forwarded to the responsible fire station.
