(Prelim & Finals) Midterm activity is an outreach program/immersion Orientation Base 0 grading system (absolute grading system) Passing grade is 60% Orientation NSTP NSTP introduces the Filipino youth to civic consciousness and emergency response. It aims to develop their ethics and patriotism by engaging in one component out of its three components, which is designed to enhance the Filipino Students’ active participation in nation-building. The NSTP law or R.A. No. 9163, also known as the National Service Training Program (NSTP) Act of 2001, was signed by former President Gloria Macapagal Arroyo on Jan 23, 2002. It is the integration of House Bill No. 3593 and Senate Bill No. 1824, which were both passed and approved on December 19, 2001 NSTP The NSTP Law has made ROTC optional since the first semester of school year 2002-2003 and has allowed students to choose from ROTC, LTS, and CWTS as a requisite for graduation NSTP Components 1. Reserve Officer Training Corps. (ROTC) A program institutionalized under Sections 38 and 39 of Republic Act 7077 designed to provide military training to tertiary level students to motivate, train, organize and mobilize them for national defense preparedness. 2. Literacy Training Service (LTS) A program designed to train students to become teachers of literacy and numeracy skills to school children, out-of-school youth, and other segments of society in need of their service. NSTP Components 3. Civic Welfare Training Service (CWTS) Refers to programs or activities contributory to general welfare and the betterment of life for the members of the community or the enhancement of its facilities, especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and moral of citizenry. The Department of National Defense (DND), Commission on Higher Education (CHED), and Technical Education Skills Development Authority (TESDA) lead the implementation and monitoring of NSTP. Their primary function is to oversee if the program being conducted in schools is in consonance with the newly revised IRR issued on November 13, 2009. MISSION: To revolutionize education by purposively linking quality education, training, and research with community service in pursuing the holistic development of individuals through innovative programs and productive activities attuned to local and global demands. Coverage of NSTP Law The coverage of NSTP Law is provided in section 4 of the IRR as follows: All incoming freshmen students, male and female, starting school year (SY) 2002-2003, enrolled in any baccalaureate and in at least two-year vocational or associate courses, are required to complete one NSTP component of their choice as a requirement for graduation. All higher educational institutions, including State Universities and Colleges (SUCs) and technical- vocational education institutions, must offer upon enrollment, all the three NSTP components. However, state universities and colleges (SUCs) are required to provide and maintain the ROTC component. Coverage of NSTP Law The Philippine Military Academy (PMA), Philippine Merchant Marine Academy (PMMA), Philippine National Police Academy (PNPA) [are] exempted from the NSTP in view of the special character of these institutions. Other state universities and colleges of similar nature will be exempted, subject to approval of the Department of National Defense. Private higher educational institution (HEIs) and technical-vocational institution with atleast 350 student cadets must establish/maintain a Department of Military Science and Tactics (DMST), subject to existing rules and regulations. NSTP-CWTS Vision The vision of NSTP-CWTS serves as the practical guide for setting goals and objectives, making decisions, preparing the course outline, and coordinating and evaluating the course program. The vision will help in keeping the course focused. In her “National Service Training Program Manual,” Agcaoili (2012) stated the vision of the NSTP-CWTS as follows: To educate students to become pioneers of change and embody respect and preservation of culture with integrity, competence, and commitment when rendering service to the community. To inculcate students with Filipino values, such as loyalty, the desire to serve the country with pride and integrity, the accountability of nation-building and sustainability. To develop a sense of volunteerism as productive Filipino citizens and members of the National Service Reserve Corps. (NSRC) NSTP-CWTS Mission The mission of NSTP-CWTS is to foster the promotion and integration of values education, transformational leadership and sustainability of social mobilization for youth development, national-building and global solidarity (Agcaoili, 2012a). The mission of NSTP- CWTS ar as follows: Provide relevant activities that will contribute to the physical, intellectual, spiritual, and social development of students. Inculcate in students the values of leadership, patriotism, and social responsibility. Educate students to become community planners, designers, and managers on sustainable community projects. Conduct capability enhancement for the community services geared toward preparing the students to become result-oriented, social entrepreneurs, community volunteers, and socio-economic mobilizing forces that serve as value-oriented pioneers in community development. Allow student to render services with community organizations at the grassroots level. Create an opportunity for students to do community service. NSTP-CWTS Core Values The NSTP-CWTS core values will become the basis of a student’s performance in the subject. NSTP-CWTS fosters the following values: Love of God Human Dignity Discipline, truth, righteousness, and sustainability Awareness, innovation, and creativity Respect, synergy, and professionalism. Excellence and Indigenous learning Protection and conservation of the environment Effective community service. NSTP-CWTS Minimum Standard The NSTP-CWTS helps develop self-reliant communities and encourages the cooperation of the different departments of the national government, which could provide support in facilitating socioeconomic activities and delivering basic services toward the development of the community. NSTP-CWTS strategies follow an integrative approach to community development, which unites people, local government units (LGU), civic leaders, and non- governmental organizations (NGOs) at the grassroots level. NSTP-CWTS 1 is a three-unit non-academic course required to be taken by every tertiary-level student. The common and specific modules outlined in the IRR of the NSTP Law provide its minimum standards. NSTP-CWTS Minimum Standard CHED provides that NSTP-CWTS 1 must have eighty-three (83) training hours for 2 semesters, and include 7 topics and scopes of instruction. These are as follows. Filipino core values such as self-awareness and values development that deal with the nature of the self, personality development, nationalism, patriotism and good Filipino citizenship. The concept of leadership, human behavior, good communication, individual motivation, time management, and decision making. Dimensions of development that cover global, national, and local issues on health education (enhancement of instructional support materials and faculties), entrepreneurship, recreation, and moral of the citizenry and other social welfare concern such as voters’ education and poverty alleviation. NSTP-CWTS Minimum Standard Community exposure and agency visits that involve the nature development, and approaches to community work and community building. Community needs assessment and its process, survey, and execution. Programs and services about drug and health education for the youth, medical-dental missions, community cleanliness drives, livelihood training for women, and values formation Monitoring and evaluation for assessing the impact of programs on the community. What will you receive after completing NSTP? All students will be given a certificate of completion with the corresponding serial number issued by CHED, TESDA, and DND as reflected in the Republic Act. Where will you be enlisted after completing the component? All graduates of CWTS and LTS components of the NSTP shall belong to the National Service Reserve Corps(NSRC) and could be tapped by the state for literacy and and civic welfare activities specially in times of calamities. Graduates of ROTC shall be part of Citizen Armed Forces Prelim Activity 1 As your diagnostic activity in NSTP CWTS. This will determine your level of awareness of the subject.
