Reserve Officer Training Corps (ROTC): Provides military training, promoting national defense preparedness for tertiary students.
Literacy Training Service (LTS): Trains students to teach literacy and numeracy skills to various community segments, including children and out-of-school youth.
Civic Welfare Training Service (CWTS): Focuses on activities contributing to community welfare, enhancing health, education, environment, and overall citizen morale.

Overseen by the Department of National Defense (DND), Commission on Higher Education (CHED), and Technical Education Skills Development Authority (TESDA).
Ensures conformity with revised implementing rules and regulations as of November 13, 2009.

Exemptions apply to the Philippine Military Academy, Philippine Merchant Marine Academy, and Philippine National Police Academy due to their specialized nature.
Private higher educational institutions with at least 350 students must establish a Department of Military Science and Tactics.
