Disaster Nursing Level 4 NR-NUR145 Faculty A.Y. 2024-2025 Learning Outcomes: Understand the Role of Nurses in Disaster Situations Identify the Levels of Nursing Competencies in Disaster Situations Familiarize with Core Competencies and Domains in Disaster Nursing Apply Ethical Principles in Disaster Nursing “Nurses, as the largest group of committed health personnel, often working in difficult situations with limited resources, play vital roles when disasters strike, serving as first responders, triage officers and care providers, coordinators of care and services, providers of information or education, and counsellors.” – ICN and WHO, 2009 DEFINITION OF DISASTER World Health Organization: “A serious disruption of the functioning of a community or a society causing widespread human, material, economic or environmental losses which exceed the ability of the affected community or society to cope using its own resources” International Federation of Red Cross and Red Crescent Societies: “A sudden, calamitous event that seriously disrupts the functioning of a community or society and causes human, material, and economic or environmental losses that exceed the community’s or society’s ability to cope using its own resources.” DEFINITION OF DISASTER United Nations: “The occurrence of sudden or major misfortune which. disrupts the basic fabric and normal functioning of the society or community.” Food and Agriculture Organization of the United Nations: “A serious disruptions to the functioning of a community or society, disasters are producing unprecedented levels of damage and loss in agriculture around the world.” DEFINITION OF COMPETENCE AND COMPETENCIES In the health professions, “competence” is used to describe the knowledge that enables a practitioner to perform activities consistently in a safe manner The ICN defines competence as “a level of performance demonstrating the effective application of knowledge, skill and judgment”. Gibbie and Gill (2004) define “competencies” as the applied skills and knowledge that enable people to do their work. GOALS OF DISASTER NURSING To address the urgent fundamental survival requirements of communities impacted by catastrophes To ascertain the likelihood of a subsequent calamity. To evaluate both dangers and resources within the environment. To rectify disparities in access to healthcare or suitable resources. GOALS OF DISASTER NURSING To enable survivors to engage in and advocate for their own health and well-being. To respect cultural, linguistic, and religious diversity among people and families and to implement this value in all health promotion initiatives. To enhance the optimal quality of life for survivors. PRINCIPLES OF DISASTER NURSING Prompt assessment of the situation and nursing care need. Prioritize triage and start life-saving interventions immediately. The deliberate use of important nursing interventions and reduced nonessential nursing responsibilities. Modification of essential nursing competencies for disaster and emergency scenarios. PRINCIPLES OF DISASTER NURSING Assessment of the environment and reducing or eliminating any health risks. Prevention of more harm or disease. Leadership in the coordination of patient triage, treatment, and transportation during crises The training, deployment, and oversight of auxiliary medical staff and volunteers Delivery of comprehension, empathy, and emotional assistance to all victims and their families ICN FRAMEWORK OF DISASTER NURSING Version 2.0 of 2019 It aims to enhance disaster preparedness, mitigate risks, and improve the overall response and recovery efforts in the face of disasters, ultimately contributing to the safety and well-being of communities Effective nursing practice during any disaster requires clinical competency and the application of utilitarian principles (doing the greatest good for the greatest number with the least amount of harm).
