NSECTION 3 | Combative Scenarios All Specialized Response Unit members and Sigma-9 who attend any of the following scenarios, excluding for Affecteds, for any length of time are to be logged in the #operations channel. Should it be deemed fit by Brigadier+, SRU with insufficient activity may not be logged after an operation. MN Sub-Section 31 | Riots Specialized Response Unit members hold authority over all combatives inside of Zone-D below the ranks of Security Lieutenant and Field Chief during Regular Scale riots. Authority is shared with Sigma-9. during Large Scale and Authorised riots. You are not to use your authority without good reason. Manual riots may be called by any SRU. A Regular Scale Manual riot is defined as 3-6 Class-D consistently escaping TSC, whereas a Large Scale Manual riot is 7+ Class-D. Alarms are to be manually turned off when TSCis secured. During any non-Authorised riot, SRU and MTF may push into TSTAS, AHs, and OBV, but net into TSC. You may not authorise other personnel to do this:* During any Authorised riot, you must unequip the RS70. You cannot enter Zone-M at any point during an Authorised riot. Refer to the Riot Handbook, managed by DEA, for more information. The below list describes how SRU should respond during a non-Authorised riot: Declare a riot using the provided format in #operations. At least one combative must be stationed in Zone-M at all times. SRU in Zone-D are free to move about as they deem fit. It is recommended to take positions in 0BV or the TSTA briefing room, with one SRU covering each flank in AH if possible. The below list describes how SRU should respond after any riot: «Lockdown TSC for an appropriate amount of time. The lift time must be announced in general radio. Allow the combative who started the lockdown to announce the time. Sweep and secure Zone-D. Order SD to push into TSC, if Zone-D has not already been declared secure: Sweep and secure TSC. Class-D must be put into cell blocks Declare the end of the operation in #operations and mention all attending personnel using the provided format Once TSC Lockdown is lifted, announce so in general radio. *During Large Paid/Auto riots, you may order Base SD to bind within the outer TSTA room, between the gates. This requires 15 online Class-D and regular formations to remain properly staffed. You may not push base SD past their formations during paid riots otherwise. NSub-Section 3.2 | Hostages Civil personnel are only considered hostages once they have declared it on radio. You are free to rush the situation before this happens. Once the hostage declares, announce an operation in #operations. You must know the hostage's level and location before responding to the situation. Broad regulations on hostage situations may be found in the Foundation Penal Code. Specialized Response Unit members are to follow the appropriate response hierarchy depending on the level of the hostage taken. Should a hostage be taken in Zone-C or the surface, Sigma-9 have authority no matter the level of the hostage. The wait time between each page is 5 minutes. Level-0 - hostages: 59 & SRU > SD > A1 > 87 > TO hostages: 59 > SRU > A1 > SD > B7 > TO Level-4+ hostages: 53 & Al > SRU > SD > B7 > TO Visitors, Financial Staff and MaD QA are to be treated as if they are taken hostage, unless they hold clearance above Basic engagement information « Itis recommended to contact at least one hostage through Discord to gain information about the situation. You should be asking about their health, amount of hostage takers, and other relevant information. Only one combative is to approach the situation directly for negotiations. You must ask the takers for their demands, and fill them if appropriate. Should they be inappropriate, offer alternatives. = The negotiator should be actively informing other combatives of demands, both valid and invalid, in either combative radio or VC. «When in proximity to the situation, have all tools unequipped unless absolutely necessary. To avoid the taker getting suspicious, remain in front of them at all times during transit. «When filling SCP related demands, attempt to hand over the situation to Sigma-9. If none are online or available, you may continue with the demand « Class-D who meet termination criteria during the situation are to have this voided and be returned to TSC. Any HCD are to be brought to the motorpool. If they still meet ariteria after the situation (e.g. used 1200 to shrink their hitbox) you must find an appropriate window to terminate them. «You may authorise any Junior+ to assist with the situation if needed. Do not bring them into Zone-C, and ensure TSC is not abandoned. «Ifa hostage is on the surface, and there are no Sigma-9 on-site to respond, or any Military Police or Lieutenant+ able to authorise you to the surface, you may engage with the situation after 5 minutes of Sigma-9 and the Military Police being paged “Rushing” hostage situations «Should any hostages die or negotiations fail, you may attempt to forcefully extract the hostage. Be tactical and coordinate with other combatives. DM or whisper the hostage so they know what to Demands Negotiations are mandatory for any hostage situation. You may only attempt to forcefully extract a hostage if one of these conditions are met: Hostage takers refuse to submit a valid demand. Hostage takers begin firing at the hostage or responding combatives Hostage takers are being intentionally difficult to negotiate with, are wasting time, or are stalling for time (e.g. for SCP-096 monitor hack). Responders are certain of the total hostage taker count, have a clear line of sight on all takers, and each responder would only need one shot with a shotgun or taser to terminate all takers. “The following list of demands is what the hostage takers may receive in exchange for the level of the hostage. If they are asking for anything not listed here, SRU may only fill the demands with Lieutenants, Brigadier+, Level-4+ or Sigma-9 Task Force Executive+ authorisation. Only, and any, Sigma-9 may authorise unlisted SCP/Zone-C related demands - which may not be met with no Sigma-9 on-site. Demands for Level-0 and hostages: ~ Any edible, non-anomalous food item. Demands for hostages: - Previous demands. - Sminutes in OBV. - Non-terminable gum(s) from SCP-1200 - 5S minutes of SCP-014 or SCP-1230 interaction. - MD vials that do not give any advantage. - CD Strike reset. Demands for hostages: - Previous demands. - 5 minutes of SCP-999 or SCP-038 interaction. Demands for Lcvel- hostages: - Previous demands. - 10 minutes of time on the surface. Demands for 05 Council hostages: ~ Any demand. You may break foundation regulations to meet demands. Any demand requiring the use of CMDR requires the permission of the Councillor, and they reserve the right to refuse any of the takers demands You are not permitted to dance, or otherwise act immature, unless meeting demands for a member of the 05 Council. All demands for Levels below the Level of the personnel taken hostage may be met. For hostages below. should the hostage taker be affected, Sigma-9 will prioritise the termination of the affected while SRU must prioritise extraction of the hostage. NSub-Section 3.3 | Defensive Raids You are not to use the R870 or taser at any point during a defensive raid. You are also not to enter Zone-M or Zone-A. Refer to the Raid Handbook, managed by DEA, for more information. SRU have authority over all Base SD and Military Police below Lieutenant during a raid. You are not to use your authority without good reason, and itis advised to leave management of Base SD to Senior. SRU also have permission to talk in the On Topic VC in the Joint Combative server. This privilege must not be misused During a raid, you must follow orders from Brigadier+ or Lieutenants. Typically, SRU will be tasked with roaming Zone-B and assisting Base SD in TSC when required. One SRU should be positioned in SRV at al times, preferably with a microphone. Area Secure is to be left to the Military Police, unless they request assistance. SRU are allowed to enter Zone-C during a defensive raid under the following conditions: There are no MTF members on-site during the raid. There are less than 4 MTF members on-site, and MTF have given permission. » Amaximum of 5 SRU may be authorised to recontain SCPs breached past Zone-C junction. This is only if there are no Beta-7 on-site and MTF have authorised it. MN Sub-Section 3.4 | Rogue Personnel Rogue personnel are to be physically handled by both Sigma-9 and SRU jointly. If you decide to declare someone rogue, collect evidence before doing so. Possible reasons personnel may be called rogue: - Entering restricted areas multiple times after being warned not to, - Using SCPs without authorization or permission. - Radio misusage after a warning. - Assisting the escape of Class-D personnel, - Shooting or otherwise harming other personnel intentionally. - Abuse of terminal commands or other tools. There are two main classifications of rogues: « Classification-A, meaning rogues who pose no imminent threat and are declared for excessive immaturity or failure to follow appropriate orders. No more than 2 Sigma-9/SRU may respond to them at one time. « Classification-B, meaning rogues who pose an imminent threat by discharging firearms or obtaining SCP effects. No more than 3 Sigma-9/SRU may respond to them at one time. Cont. next page. When a rogue is declared by the Ethics Committee, Level-4+, SRU or Sigma-9 over the general radio, the following steps must be followed: «An operation is to be announced in the #operations utilising the provided format. The Ethics Committee must be pinged Rogues are to be detained via cuffs and brought to either their respective spawn room or the interrogation room. Only SRU/Sigma-9, the Ethics Committee and Level-4+ are allowed around the rogue Any proof must be uploaded in #joint_on._topic. Itis preferable that evidence is uploaded to an imagehideo sharing platform, such as Imgur or Youtube. Any Youtube videos must be unlisted. NSub-Section 3.5 | Affecteds Beta-7 or Sigma-9 Operatives may request the help of SRU to terminate ACD or AHCD in Zone-C. This only applies during standard site operations (i.e not a raid). SRU may do this without permission should no MTF be on-site. If a MTF member joins, you are to explain the situation and continue sweeping unless. the threat is neutralised or you are ordered out. You are permitted to enter non-infectious SCPs chambers when sweeping. Affecteds do not count as an operation. Do not ping for one, or log anyone for them. They also do not directly count towards the SRU Quota. MN Sub-Section 3.6 | Server Room Hacks If a Server Room (SRV) attack is announced over the Foundation intercom, any available SRU are to rally outside the room. Once HCD have been confirmed inside, you are to wait until a sufficient number of combatives have rallied outside before pushing the room. Itis advised to sweep the nearby area (SRV hallway, and the Zone-M entrance) to catch any fleeing HCD. Once the room is clear, you are to announce “SRV clear.” on the combative radio and the amount of HCD terminated. The hack will end as soon as all HCD have either left the room or have been terminated If either Breach Shelter or the Library have been hacked, the following commands to be run inside a SRV terminal to unhack them: - “unhack bs” Unhacks both the Zone-C and Zone-B Breach Shelter - “unhack lib" SRV attacks do not count as an operation. Do not ping for one, or log anyone for them. They also do not directly count towards the SRU Quota. NSECTION 4 | Formations Specialized Response Unit members are granted the privilege of ignoring certain formations. Test Subject Containment Once the front three TSC barrier formations are filled, Agent+ are permitted to position themselves anywhere within TSC. They are not permitted to position themselves on walls, light fixtures or barriers, “This may be bypassed if there is a legitimate combative reason to do so, or if the SRU is Brigadier or is Base SD Specialist Zone-D Any SRU may position themselves inside TSC Observation should there be 5 or more SD Junior inside of TSC. Only one SRU may do this at a time. Any SRU below Brigadier may spend a maximum of 10 minutes inside Observation, with a § minute universal cooldown between use. If Observation glass is broken (or has been broken in the last minute), and there is a legitimate threat of ACD or HCD entering TSC through Zone-D, SRU Agent+ may position themselves in Observation until the threat has been dealt with. Al SRU personnel may ignore riot formations during any riot. Breach Shelter Al SRU personnel may ignore Breach Shelter formations during Protocol Red Fox and Red Spread. Raid Negotiations SRU are to fall into a single-file line to the right of Base SD. Personnel are to organise themselves into SRU internal rank order. SRU holding the rank of base SD Senior+ may choose to stand in Senior+ formation. NSECTION 5 | TSC Lockdown Regulations Specialized Response Unit Agent+ can lockdown TSC without permission, only when one of the following conditions are met. Recruits, including those ranked Base SD Senior, need explicit permission from a Brigadier+. The following situations are the only times TSC Lockdowns may be called Situation information Large Scale and Authorised riots | Maximum of 10 minutes. Regular Scale riots Maximum of 5 minutes Protocol Red Fox Until the protocol is over, and at least 1 combative has returned to TSC. Raid Negotiations Until rai negotiations have ended, and at least 1 combative has returned to TSC. Affecteds Until the affected(s) leave TSC, are lost, or are terminated. 4+ Hostile Class-D in TSC Maximum of 5 minutes. Must be lifted if they are lost, are terminated or leave TSC. TSC Abandoned Maximum of 5 minutes. May only be used if authorised by Brigadier+ or SD Lieutenant When ordering a lockdown, the following must be said in the General Radio (replacing XX:XX with the time when it will be lifted): “TSC Lockdown until XXXX." Similarly when lifting the lockdown, you must say in the General Radio: “TSC Lockdown Lifted.” SECTION 6 | Miscellaneous Regulations % SRU are permitted to freely wander the faciity during a Red Fox only. MTF still reserves the ability to forcefully relocate. You may not interfere with re-containment in any shape or form. SRU may only use this privilege once the Breach Shelter is manned. % For normal on-site operations, you must only act as SRU if wearing any piece of SRU uniform, including both the grey BDU and the morph. If not wearing either piece, you are to act as Base SD. 4 SRU may remain anywhere in the Breach Shelter or the intersection directly outside of it for the duration of Red Spread. It is highly advised'to wear a HAZMAT suit. 4 SRU may not lift the TSC lockdown after a Red Spread ends and must leave it for MTF to do. You may ask for permission to lift from MTF, however, they must authorise it % SRU reserves the right to cuff any AFK spectators/participants of a test or check-up excluding the host, BDI, Ethics Committee, and any combative escorts. 4 While Brigadiers retains authority over lower-ranked SRU members, this should only be used for SRU-related duties OR general TSC duties within reason. % You may not give warning shots to Class D with the RE70. 4 Agent+ may access the surface if granted permission from a member of the Military Police, or any Lieutenant. % Any SRU may utilise their cuffs on Civil Personnel below Level-4 if they enter a restricted area for the sole purpose of escorting them out. % Any SRU member may sweep the site during standard protocols. These sweeps should not be announced over any radio to avoid confusing Base SD. Sweeps could be utilised: = After any riot. > When ACD or HCD are spotted and lost. > When a rogue is lost, and you are one of the responding SRU. NSub-Section 61] Interrogations Interrogations are hosted by members of the Ethics Committee. The following response hierarchy does not have a specific time limit - combatives are to use their better judgement when handling who shall escort an interrogation. Alpha-1 > Military Police > Sigma-9 > SRU > Beta-7 Inthe event you are requested to escort an interrogation and Alpha-1, Military Police and Sigma-9 are all unavailable, you should head to the EC Interrogation Room and position yourself directly outside the inner interrogation room. Recording, or distributing, any part of the interrogation is considered a serious offence. You are not to enter the inner interrogation room unless explicitly requested by the host
