BOCA RATON POLICE SERVICES DEPARTMENT Standard Operating Procedure 72.01 CELL EXTRACTIONS Revised: October 12, 2011 I. PURPOSE: The purpose of this Standard Operating Procedure is to establish guidelines regarding the Department’s cell extraction procedures. II. POLICY: It shall be the policy of the Department to provide training and equipment to officers in order to facilitate movement of a resistant, combative, or violent detainee from a holding cell or other area within the Temporary Detention and Processing Facility. A forced cell extraction shall only take place when all other reasonable methods have failed, and shall be executed with regards to the safety of the officers involved, the detainee(s), the safety of others within the detention area, and the preservation of facility security and the overall operations. III. DEFINITIONS: Cell Extraction Team: A group of officers assigned to assist in the removal and securing of a resistant, combative, or violent detainee in the Department’s Temporary Detention and Processing Facility. Extraction Team Member: Any officer who assists in the extraction of a detainee. Team Supervisor: The supervisor responsible for coordinating a cell extraction and completing all required documentation of the extraction. IV. TRAINING: A. Sworn officers shall be given training in regards to cell extraction through any of the following resources: 1. In-service training 2. Roll-call briefing 3. External training classes. B. Only officers who have received training in cell extractions shall be allowed to participate in a cell extraction. Effective: March 28, 2011 Revised: October 12, 2011 Cell Extractions SOP No. 72.01 Page 1 of 7 V. EQUIPMENT: A. EXTRACTION EQUIPMENT: 1. Officers may utilize the following equipment already assigned to them during a cell extraction: a. TASER (preferred) b. OC spray c. Hand cuffs d. Ripp hobble. 2. Officers shall have access to the following equipment available for use, but not limited to: a. Riot shield b. Flex cuffs c. WRAP restraint d. Spit masks e. Restraint chair f. Video camera. 3. Officers shall be responsible for locating and obtaining these items before the cell extraction takes place. B. PROTECTIVE EQUIPMENT: 1. If available and time permits, officers should utilize the following protective equipment: a. Protective padding b. Rubber gloves c. Field force/BDU shirts/jacket d. Helmets with face shields. 2. The use of protective equipment is strongly recommended and may be required at the discretion of a supervisor. Extraction Team members may safely down their gun belts in a secure location to reduce injury to themselves, other team members, and the detainee. C. INVENTORY AND MAINTENANCE: 1. All equipment stored in the Temporary Detention and Processing Facility shall be inspected and maintained as directed by Departmental policy and procedures and documented in the Daily Temporary Detention and Processing Log. VI. PROCEDURES: A. INITIAL RESPONSE: 1. If a detainee becomes uncooperative an officer should take the following actions unless circumstances prevent the officer from completing the outlined steps. These actions shall be taken, if at all possible, prior to notifying a supervisor. a. Verbal Persuasion: an attempt to verbally persuade the detainee to cooperate b. Verbal Warning: if verbal persuasion fails, the detainee shall receive a warning identifying the consequences of non-cooperation c. Isolation: if the situation permits and can be done safely, separate the detainee from the immediate sight and sound of other detainees. B. SUPERVISORY NOTIFICATION AND CALL-OUT: 1. If a detainee refuses to obey verbal communications and continues to display resistant and/or harmful behavior, a supervisor shall be notified. 2. Unless exigent circumstances exist, a cell extraction shall not take place until a supervisor has been notified and evaluated the situation. C. TEAM MEMBERS/RESPONSIBILITIES: 1. The responsibilities of the members in a cell extraction team are as follows: a. Team Supervisor: i. Assign members to assist with the cell extraction ii. Select the equipment to be used during the extraction iii. State the order and warning to the detainee iv. Direct the actions of officers according to their assigned responsibilities and equipment Effective: March 28, 2011 Revised: October 12, 2011 Cell Extractions SOP No. 72.01 Page 3 of 7 v. Remain aware of any potential safety problems that may arise before, during, and after the extraction vi. Initiate decontamination procedures if OC Spray is utilized during the extraction when the detainee is compliant and secure vii. Ensuring that medical attention is given, if necessary viii. Ensuring that contaminated equipment and officer's clothing are handled correctly ix. b. Completing all necessary reports. Team Members: i. Upon order of the team supervisor, make the initial physical contact with the detainee utilizing a riot shield to secure and immobilize the detainee. ii. Stabilize the detainee’s head after the detainee is controlled and continue to monitor the detainee’s wellbeing. iii. Secure the detainee’s arms and legs once contact is made. iv. If warranted, conduct a pat down search on the detainee once the detainee is secured in restraints, if possible. c. Video Officer: i. A team member responsible for recording the briefing, cell extraction, and subsequent debriefing. D. PRE-EXTRACTION PLANNING: 1. The officer(s) who requested the cell extraction shall brief cell extraction team members of: a. Facts of the incident b. Steps already taken to resolve the situation c. The detainee's past history of violence d. Any body fluids that may be present where they would be required to work. 2. The team supervisor shall give designated officer assignments and direct the entry. Effective: March 28, 2011 Revised: October 12, 2011 Cell Extractions SOP No. 72.01 Page 4 of 7 3. The team supervisor shall specify the location where the detainee will be moved post-extraction. E. EXTRACTION PROCEDURE: 1. Following the briefing, the team supervisor and the cell extraction team will proceed to the detainee’s cell or area of the disturbance. The team supervisor shall ensure that the cell extraction team is positioned in an area that will allow them to continue to issue verbal orders and direct the extraction without making physical contact with the detainee, unless the situation dictates otherwise. The team supervisor shall also ensure that the entire process is being video recorded unless exigent circumstances exist. 2. When all team members are in position at the detainee’s cell or at the area of the disturbance, the team leader shall: a. Give verbal instructions for the detainee to comply with all lawful orders without making physical contact b. Explain the consequences of noncompliance c. Repeat the commands. 3. If the detainee fails to comply with lawful orders, the team supervisor shall give the order to proceed with the extraction and open the cell door. The cell extraction team shall perform their respective assignments to gain control of the detainee. 4. The detainee shall be placed in an available restraint device (e.g. WRAP or restraint chair). 5. Once the detainee has been secured, he/she shall be checked for injuries. If the detainee has sustained injuries or the detainee complains of injury, Boca Raton Fire Rescue Services shall be called. F. DEBRIEFING: 1. The team supervisor will assemble all involved staff in an area away from the scene. 2. The team supervisor shall ensure that all injured team members receive necessary treatment. For more information on this, refer to Standard Operating Procedure 13.01 Job-Related Injuries. 3. Once the debriefing has been concluded, the team supervisor shall submit the video into evidence. VII. DOCUMENTATION AND REPORTING: A. VIDEO RECORDING: Effective: March 28, 2011 Revised: October 12, 2011 Cell Extractions SOP No. 72.01 Page 5 of 7 1. All cell extractions shall be video recorded unless exigent circumstances exist. If the extraction could not be recorded, the reason shall be noted in the report. 2. A cell extraction or other tactics shall not be delayed in order to locate video equipment not immediately available when an inmate is: a. Attempting self-mutilation, harm, or b. Attacking another. 3. Prior to use, the video recorder shall be inspected to ensure that all parts (i.e. lens, light, battery, etc.) will be fully operational for the entire incident and ensure that the date and time settings on the video recorder are correct. 4. Video recording shall be continuous, uninterrupted, and shall include the following: a. Detainee’s actions just prior to the extraction b. Orders and warnings c. Cell extraction d. Detainee movement to another cell or holding area. 5. Prior to the extraction, the team leader will have the following information documented on video recording: a. Date, time, supervisor’s name and rank b. Name, rank, and Department ID number of video operator c. Each team member’s name, rank, Department ID number, and assignment and responsibility on the team. d. Detainee’s name 6. Throughout the cell extraction, the video officer shall attempt to keep the detainee and as much of the team as possible in camera view at all times. B. REPORTING: 1. All cell extractions shall be noted in the Detainee Observation Log. 2. The arresting officer shall document the incident in his/her narrative in the Incident Report. 3. After a cell extraction, the team supervisor shall complete a Subject Resistance Review Report and document the events surrounding the incident. Once a cell extraction has been conducted, the team supervisor shall notify the Chain of Command. 2. If serious injuries occur, the chain of command shall be notified. Approved: Daniel C.
