In addition, need-based programmes are also designed and conducted as per requests received from cooperative federations and organizations from time to time. 4. It contains loan application, tax receipt, encumbrance certificate, TER, Voucher, Utilization certificate etc.  Custodian : Valuation officer (Assistant Registrar)  Presumptive value It means the prospective value after the proposed development taken into account. It is a method of valuation followed by PCARD Bank in advance in agriculture development loan.  Incremental Income It means the additional income generated due to the utilization of loan but the member which will add the repaying capacity of the borrower.  TER( Technical Enquiry Report) It is prepared by the Bank supervisor or agricultural officer or valuation officer after visiting the property.
