UNIT 1 - FOUNDATION OF LAW ENFORCEMENT INTRODUCTION TO LAW ENFORCEMENT ORGANIZATION AND ADMINISTRATION Definition of Terms: “Law Enforcement” –" is any system by which some members of society act in an organized manner to enforce the law by discovering, preventing, rehabilitating, or punishing people who violate society's rules. “Law Enforcement Agency” -- is an organization responsible for enforcing the laws. It refers to professionals who are dedicated to upholding and enforcing the laws and statutes currently in force in a given jurisdiction. “Public Safety” - is the role of states that ensures citizens' protection, persons in their territory, organizations, and establishments against threats to their well-being and their communities' prosperity. Public safety organizations include law enforcement, fire, and emergency medical services. “Organization” – an organized body of people with a particular purpose. It is a group of people who work together and put things together in a logical order. “Administration” – is a set of day-to-day activities related to financial planning, record keeping, billing, personnel, physical distribution, and logistics. It is also known as the process or action of running an organization. "Police" is a branch of the criminal justice system with the specific responsibility of maintaining law and order and combating crime. In its broadest sense, it means the internal organization or regulation of a state, the control, and the law of a community or state through the exercise of the government's constitutional power. In the less broad sense, it denotes the power of the government, which concerns with the maintenance of tranquility, public order, peace, the security of persons and property, and the protection of public health and moral. "Police Organization" - A body or group of trained personnel in public safety administration engaged in achieving goals such as maintenance of peace and order, protection of lives and properties, enforcement of the laws, and the prevention of crimes. The Etymology of the Word "Police" The word "police" was derived from the Greek word "politeia" which means the government of a city or civil organization. It is the term used to describe a group of civil officers governing the city. When the Romans conquered the Greeks, they changed the word slightly to "politia". During the French reign, they changed the name to "police" and used it to describe authorized people who enforce the law. The English and Americans borrowed the French word and used it to describe a law enforcement officer.
