INTRODUCTION A Personnel Accountability Report (PAR) is an organized roll call of personnel to determine that they are accounted for. 2. RUNNING PAR A Running PAR is a self-initiated means of communicating to Command and other personnel on the scene exactly how many personnel are contained in a team. The Running PAR is announced at the end of each communication when: Initially arriving on scene a change in location a change or completion of task entering or exiting a controlled area a change in the number of personnel operating within a team 3. CALLING FOR A PAR Any TFS personnel concerned for the safety or location of other TFS personnel can make a request for a PAR from Command at any time. Command shall order a PAR when concerned for the safety or location of personnel. 4. HOW TO CALL A PAR Command will decide: Who is going to conduct the PAR. Command may conduct the PAR, or it may be delegated to the Accountability Officer or Command Post Officer (CPO) Whether it is a full or partial PAR (all personnel on scene, or specific crews) The order in which to call the PAR (eg. prioritized by Sector, beginning with the Sector where there is the greatest concern for firefighter safety) Individual firefighters, teams, Officers, Sector Officers, or Entry Control persons will communicate PAR information to Command. When a PAR request is made by Command teams will respond with only the word ‘PAR’ and no number because it is not a ‘running PAR’. Command will know the number of personnel in your team because you have already established your running PAR. Toronto Fire Services Training Division Training Note: 104.3.10 Date Prepared: November 2020 When a PAR (full or partial) is ordered by Command: All personnel shall maintain radio silence and await orders to provide PAR information EVACUATE / URGENT / MAYDAY radio transmissions and alerts can interrupt the radio silence. Entry Control will contact all the personnel who have entered the Controlled Area and then report the PAR status for that location back to Command Example: Command has asked for a PAR of Alpha Sector. The Alpha Sector Officer has one crew of three personnel (Pump 131), operating within their sector. “Pumper 131 Captain this is Alpha Sector Entry Control, what is your PAR?” The response should be, “Pump 131, PAR” This indicates that they are a complete team, safe and accounted for. Entry Control would then communicate to Command, “Command, Alpha Sector Entry Control is PAR 4” This indicates that all the personnel whose PITs are on the Entry Control Board and themselves are safe and accounted for. If one member of the team is missing then the response would be: “This is Pump 131 Captain, Firefighter Smith is not accounted for.” Entry Control would then communicate to Command, “Command, this is Alpha Sector Entry ControI, Firefighter Smith from P131, is not accounted for.” If personnel cannot be accounted for, the PAR status report must clearly indicate the number of personnel not accounted for and not include the use of the word "PAR". At this time the MAYDAY protocol should be implemented, and information shall be obtained from Pumper 131 Captain as to the last known location of Firefighter Smith. Toronto Fire Services Training Division Training Note: 104.3.10 Date Prepared: November 2020 If the whole team is missing or the radio is not functioning there will be no response from Pumper 131 Captain. Entry Control would then communicate to Command, “Command, this is Alpha Sector Entry Control, three personnel from P131 are not accounted for.” On hearing that personnel are not accounted for, Command SHALL activate a MAYDAY and deploy a Rapid Intervention Team (RIT) to search for the missing personnel, while continuing the PAR. If a PAR is requested during a MAYDAY situation and the RIT team is responding, the PAR status shall not include the downed firefighter as part of the team if they have been located and/or are removing the downed firefighter. Example: RIT has been deployed, and the downed firefighter ‘Smith’ has been located and is in the process of being removed. Command has requested a PAR from RITSO. RITSO would communicate to the RIT team, “RIT this is RITSO, what is your PAR?” RIT would respond, “RIT is PAR plus firefighter Smith” When a PAR is completed, Command will announce the completion over the radio.
