STANDARD OPERATING GUIDELINE DRIVER TRAINING (RECRUITS) Date Issued: November 17, 2023 Rescinds: n/a Section: Apparatus File Code: A-DRV(R) PURPOSE To provide all Toronto Fire Services (TFS) personnel with a guideline for Recruit Firefighter driver training. RESPONSIBILITY All TFS personnel are responsible for following and adhering to this guideline. The TFS Driver Training Section is responsible for keeping recruit driver training records. Recruit Firefighters are responsible to be attentive to the Driver Trainer ATI/Training Officer’s instructions during driver training and to always drive in a safe and defensive manner. Driver Training ATI’s/Training Officers are responsible for driver training and monitoring of Recruit Firefighters driving under their supervision and to ensure that Recruit Firefighters drive in a safe and defensive manner. District Chiefs shall ensure all personnel adhere to this guideline. GUIDELINES 1. General Recruit Firefighters shall have a valid licence of sufficient class and endorsement in their possession while driver training using TFS vehicles. While driver training, a Recruit Firefighter driver shall be accompanied by a Driver Training ATI or a Training Officer (Signing Authority) in the front passenger position who is in possession of a valid Ontario Driver’s Licence of sufficient class and endorsement for the vehicle. 2. Recruit Driver Training Driver Training ATI’s or a Training Officers (Signing Authority) shall ensure Recruit Firefighters are familiar with the following: (a) TFS Vehicle Driving Policies (Including A-DRV(C) - Driving Conduct (Non- Emergency) and A-DRV(C) - Driving Conduct (Emergency Response Driving). (b) Emergency Vehicle Maintenance Inspections (Refer to A-INSP - File Code: A-DRV(R) Page 1 of 2 STANDARD OPERATING GUIDELINE Inspection of Vehicles). (c) Daily Air Brake System Inspections (Refer to A-AIR(D) – Daily Air Brake System Inspections. (d) Collision Investigations/Reporting for TFS Vehicles and Toronto Fire Service Personnel (Refer to A-COLL). (e) Highway Traffic Act exemptions. (f) Defensive driving techniques and strategies 3. Record Keeping The TFS Driver Training Section is responsible for the individual Recruit Firefighter’s driver training and shall initiate and maintain a file documenting the following: (a) Recent driver Ministry of Transportation of Ontario (MTO) abstract (b) Record of all driver training received and signed. (c) Any examination or test results administered by TFS Driver Training Office. (d) Road test evaluations and assessments. (e) Vehicle Collision Reports and related investigation report. All file records shall be stored and maintained at a location as determined by the Recognized Authority and the Fire Chief.
