Linked Documents 1. **Introduction** Through our Health and Safety policy, Tennis Avenue School (TAS) seeks to minimise accidents and work-related ill health by managing the health and safety risks in the workplace \"as far as is reasonably practicable\" under the *Health and Safety at Work Act* (1974). TAS will also maintain high standards in health and safety procedures, train staff to perform their jobs safely and effectively, identify hazards and carry out risk assessments and communicate any amendments or findings to those parties deemed to be at risk. All TAS staff and governors are committed to ensuring the health and safety of everybody involved in the school. We aim to: - - - - - 1. *Legal Obligations* - - All building works and maintenance of the changing room block is carried out by RBK and their contractors. A file with all contract/maintenance services, including legionella and asbestos is stored in the Boiler room in that block. TAS and courts are located within a park and as such there are several public areas shared with the school. Our Car Park and Public Access Risk Assessment takes account of these areas and how to mitigate the risks. See link below under Linked Documents for details. **2. Definitions** For the purpose of this policy the following definitions apply: *Health* -- refers to a state of well-being. *Safety* -- refers to the absence of danger *Accident / near miss* -- an unplanned, uncontrolled event that caused or could cause an outcome of injury and/or damage. It is a near miss if neither damage nor injury results. *Hazard* -- anything that has the potential to cause harm i.e., injury, ill health, damage or loss *Risk* -- is the likelihood of an accident occurring and the severity of the accident if it did **3. School Responsibilities** TAS will strive to: - - - - - - - - - - - - **4. Health & Safety Assessments** TAS recognises that a health and safety risk assessment is a legal requirement under *Management of Health and Safety at Work* regulations (1999) and amendments. A general and inclusive health and safety assessment of the premises will therefore be undertaken and maintained with annual review. Specific Risk Assessments have been produced for a variety of Health & Safety situations, including Premises, First Aid, Car Park & Public Access; others are included as part of our Health & Safety Risk Assessment, including Working at Height, COSHH and lone working. *4.1 Site-specific assessments* In addition, TAS Avenue School will ensure termly risk assessments are carried out and recorded for the following: - - - - - - Following such an assessment, for all potential hazards communicated to employees or identified by assessors, arrangements will be made to implement all necessary safety measures and improvements with the intention of either: - Removing the risk completely - Identifying a safer alternative way to do the same thing, or - Where complete removal/replacement is not achievable, to mitigate the risk and reduce it to a significantly less probable and less damaging level *4.2 Assessors* Risk assessments will be carried out by Ms Ilge Alpay, Principal. Key Health and Safety personnel are Ms Ilge Alpay and Mr Hareen Wasantha. **5. Employee Responsibilities** 1. *Responsibilities of The Governing Body* The Governing Body will: - - - - - - - - - - - - - - - - - - - *5.3 Responsibilities of Senior Management* - - - - - - - 3. - - - - - - - - *5.4 Responsibility of all staff* - - - - - - - - - - - - - **6. Student Responsibilities** At induction, all students are made aware of their responsibilities towards their own safety and to the safety of others. They must also: - - - **7. Good Housekeeping** Tidiness, cleanliness and efficiency are essential to promote health and safety. By following the guidelines below, accidents can be avoided: - - - - As part of our culture of discipline, students are expected to assist in the daily \'cleaning up' at the school. **8. Weather Considerations** Although mindful of health and safety measures, as an outdoor training programme that trains in all weather conditions, we are aware that there may be occasions where people get wet or have slips and falls during adverse weather. We believe the risks imposed by such conditions to be offset by the benefit of toughening the spirit, improving balance and instilling a \'can do\' attitude in the face of challenges. However, risks will be respected and anticipated. In the event of a heavy downpour, training sessions will be temporarily suspended and players taken to a dry sheltered area until conditions improve. As part of their daily preparation, each coach/child is expected to have the following items in their bags each day to be prepared for all weather conditions: - - - - - **9. School Trips / Visits** Where TAS organises events, trips or activities beyond the school premises, it recognises that it has a responsibility of care. In the event of such visits, the following procedure will be followed: 1. Details of the trip will be sent to parents in advance. 2. Prior parental consent for the excursion must be sought. 3. A risk assessment will be prepared (see School Risk Assessment Policy under Appendix 4.4). 4. All activities will be suitably planned and supervised. 5. Suitable staff are appointed to take part in any excursion. 6. TAS to ensure it has effective emergency contact arrangements. 7. Children are given clear instruction on their responsibilities and provided with all the information they need to know what to do and what is expected of them. 8. A school visit safety checklist to be completed (in conjunction with item 3). **10. Visitors and Contractors** TAS is committed to the safety and wellbeing of all students and staff and implemented procedures for all staff and visitors (including contractors) to follow. Visitors include: - Volunteers and governors - Parents/carers and family members - Regular visiting professionals and agents, including medical and sport - External visitors, such as contractors, RBK Staff and any entering the school site during the day or for after school activities All visitors to TAS must report to Reception to sign in, receive a Visitor Badge, read the Safeguarding Leaflet for Visitors and tick their agreement in the Visitor book. All visitors are to be supervised for the duration of their visit and given clear instructions regarding emergency evacuation and lockdown procedures. **Contractors working on site will be shown a copy of our Health and Safety Policy and emergency procedures and must comply with these at all times. Contractors must abide by the instructions of the School Senior Leadership Team and/or Principal when on site. All contractors who work on the premises are required to identify and control any risk arising from their activities and to inform the School of any risks that may affect students, staff or other visitors.** **Should a contractor create a hazardous condition and refuse to eliminate it or to take effective action to make it safe, Senior Management or the Principal shall take such actions as necessary to protect the safety of students, staff and other visitors.** For Regular Visiting Professionals we have given further details in our Regular Visiting Professionals Risk Assessment. *(See Link below under Linked Documents).* **(***see our Visitor Policy for more details)* **11. Workers under the age of 18** Older students are encouraged to assist in the teaching of their peers. In addition, those from low income families can subsidise their fees by coaching. In these circumstances, TAS will carry out DBS checks (and standard right to work checks) on all students 16 years and older if they are to work unsupervised with younger students. Those students who assist with coaching but are not left unsupervised in direct contact with children will not be DBS checked provided TAS is satisfied that the individual\'s character is suitable for the post, and a risk assessment has been carried out by senior coaching staff. **12. Relevant Displays of Information** - - - - **13. Equipment** All equipment and machinery is maintained in accordance with the manufacturer's instructions. In addition, maintenance schedules outline when extra checks should take place. *13.1 Electrical Equipment* - - - - - **14. Gas** There is no gas on site. **15. Asbestos** TAS has a legal and moral duty to protect employees, students, visitors and other persons on its premises from exposure to hazards such as asbestos and so a duty of care is placed upon buildings owners under the Control of Asbestos Regulations 2012 to ensure that any asbestos that remains in their structures is identified and the risks properly and safely managed. The Borough are responsible for the school's Asbestos inspections and have confirmed that there is no asbestos on site. A hard copy of this Asbestos Inspection Report can be found in the Borough's Service File, see point 1.2 above for details. **16. Legionella** TAS must ensure compliance with the relevant legislation with regard to the Control of Legionella in hot and cold water systems for all students and employees. As legislation is often amended and Regulations introduced, an up to date list applying to schools may be found on the HSE website [[www.hse.gov.uk]](http://www.hse.gov.uk) or DfE site: [[www.education.gov.uk/schools]](http://www.education.gov.uk/schools) - Control of Legionella bacteria in water system (HSE Guide 274) - Health & Safety at Work Act 1974 (HWSWA) - Management of Health & Safety at Work Regulations 1999 - Care Standards Act 2000 Legionella must be managed and controlled by trained and competent individuals, using a water management plan and risk assessment that will be managed by the school and the Borough and ensure that the identified operational controls are being conducted and recorded on the relevant documentation. The Risk Assessment will be reviewed either where significant changes have occurred to the water systems or on an annual basis. **17. Smoking** Smoking is not permitted at the school. **18. Food Consumption** Food can be consumed within the school and employees and students are free to make use of kitchen facilities. However, where a child is 11 or under the following rules apply: - Microwaves can only be used by students aged 11 years old or younger with the assistance of someone 12 years old or above. - The oven can only be used by any students with the assistance of teachers, staff or designated senior students. - The kettle can only be used (unaided by teachers) by students aged 12 years old and above. - Knives can be used by students to eat meals and for food preparation; but cannot be used for other purposes. Refer to our Cooking Equipment Risk Assessment for more details, which is included in our School Risk Assessment Policy. (See link below under Linked Documents) **19. Use of Vehicles** Only those personnel authorised and in possession the appropriate licence and insurance can drive vehicles on school business. All cars used for school excursions are to carry a first aid kit. **20. Manual Handling of Loads** It is up to individuals to determine whether they are fit to lift or move equipment and furniture. If an individual feels that to lift an item could result in injury or exacerbate an existing condition they must ask for assistance. Staff are not to carry, drag, push or lift heavy loads unless HSE-approved manual handling training has been undertaken and a risk assessment has been carried out. **21. Working at Height** Work at height should be avoided wherever possible. Where a significant injury could result, a risk assessment will be carried out to identify and implement control measures. Any staff working at height will be given this RA. When working at height, appropriate step ladders or kick stools are to be used. Staff *[must not]* climb onto chairs, etc. Refer to the HSE guides for working at height for full information and requirements, including 'Working at Height -- A Brief Guide', 'Safe use of ladders and stepladders' guide and 'Health and Safety in Roof Work'. (See links below under Linked Documents) **22. Lone Working** Lone working may include: - Late working - Home or site visits - Weekend working - Site duties - Working in a single occupancy office Potentially dangerous activities, such as those where there is a risk of falling from height, will not be undertaken when working alone. If there are any doubts about the task to be performed then the task will be postponed until other staff members are available. If lone working is to be undertaken, a colleague, friend or family member will be informed about where the member of staff is and when they are likely to return. The lone worker will ensure that they are medically fit to work alone. **23. Hazardous Substances: COSHH and PPE** TAS is committed to fulfilling its obligations under COSHH regulations. Where possible, the school will avoid the use of hazardous substances entirely; however, where it is deemed necessary and where it is consistent with the effective performance of the task in hand, every attempt will be made to choose the least harmful chemical possible. The procedures outlined in our \'*COSHH Policy*\' shall be followed. In all areas, the Principal shall ensure that: - An inventory of all hazardous substances used is compiled and kept up to date - Material Safety Data Sheets (MSDS) are obtained from the relevant supplier for all such materials - Risk assessments are conducted and that these assessments are recorded and control measures are understood by those staff that may be exposed to the product. This includes the provision of appropriate PPE. - All chemicals are appropriately and securely stored out of the reach of students - All chemicals are kept in their original packaging and never decanted into unmarked containers. **24. Occupational Stress** We are committed to promoting high levels of health and wellbeing and recognise the importance of identifying and reducing workplace stresses. Through a Stress Risk Assessment (every two years), TAS will provide details of controls put in place to help all staff to manage stressful situations and where further help and guidance can be obtained. Where an individual member of staff has been identified as suffering from stress, an individual stress risk assessment will be carried out with them. **25. Emergency Procedures / First Aid** The Principal, Ilge Alpay, is responsible for ensuring the fire risk assessment is undertaken and the following checks implemented: - - - - - - (see our Fire Safety Policy and Fire Action & Evacuation Procedures document for more details) *25.1 First Aid* Kieran Macarty is responsible for ensuring the First Aid box is well maintained and all deficiencies are to be reported to Ilge Alpay. The First Aid box is to be checked approximately every week in term times, as deemed appropriate. The Accident Book is located in a locker by the kitchen. *(see our First Aid Policy and First Aid Risk Assessment for more details)* **26. Hazards** In the event of a hazard being identified, the following procedures will be followed - **E R I C P R R:** **27. First Steps to Take After an Accident** When an accident occurs, the school must take these immediate actions: - - - - - - *(See our First Aid Policy, First Aid Risk Assessment and Behaviour Policy, if applicable, for further details).* **28. Accident Investigation Procedure** - - - - - **29. Accident Form** It is a legal requirement for organisations to record accidents. This must be done using the Accident Book (located in a dedicated locker by the kitchen). TAS's accident book will be retained for 3 years from the accident/incident date. *29.1 Reporting to the Health & Safety Executive:* **Reportable Injury, Disease or Dangerous Occurrence (RIDDOR)** The Principal will keep a record of any accident which results in a reportable injury disease or dangerous occurrence, as defined in the RIDDOR 2013 legislation (Regulations 4,5,6 and 7. They will report these to the Health and Safety Executive online, via their website, as soon as reasonably practicable and in any event within 10 days of the incident. Reportable occurrences include: - - - - - **30. Training** Health and Safety training needs are assessed as part of each staff member's annual professional development review. Training needs may also be identified as part of the risk assessment process. **New staff will be given a copy of the H&S Policy and other key documents as part of the induction process.** **The School will maintain a record for health and safety related training such as first aid and fire safety/warden training. Staff must comply with requests to provide evidence of training and/or copies of certificates, as requested.** **31.Compliance and QA** *31.1 Compliance* This policy takes into account the: - - *31.2 Quality assurance and revision* This Health and Safety Policy will be evaluated regularly and updated as part of the school's annual feedback and policy improvement cycle. When changes to this procedure are made, employees will be updated. Relevant warnings and notices and instructional posters will be prominently displayed in the school building. **32.
