Manual Name: Document Number: Spring Fire Department Guideline SFD.048 Document Title: Date: 5/17/17 Light-Medium Transportation Vehicle Guideline Chief’s Signature: Revision Number: 00 PURPOSE Define for the Spring Fire Department personnel a set of guidelines for deployment and use of the LMTV (Light-Medium Transportation Vehicle). SCOPE This guideline pertains to all Spring Fire Department personnel and shall be adhered to. RESPONSIBILITY All Spring Fire Department personnel are responsible for knowing and complying with this guideline. REVIEW The Fire Chief or designee is responsible for reviewing this guideline annually and insuring its accuracy. REFERENCES/DEFINITIONS LMTV – Light-Medium Transportation Vehicle CTIS – Central Tire Inflation System CTIS OVRSPD – Amber indicator located on dash panel that illuminates when vehicle speed exceeds safe limit for selected tire inflation pressure. Radiator Fan Cut Off – Removes capability of radiator fan activation. Watch – the 36-hour period prior to inclement weather (Hurricane Watch, Flood watch). Warning – the 24-hour period prior to inclement weather (Hurricane Warning, Flood Warning). Improved Roadway – Street or commercially constructed lane of traffic for use daily by automobiles. Unimproved Roadway – Area of sand, dirt, clay, crushed concrete or natural vegetation not constructed for travel by passenger vehicles. GUIDELINE LMTV Pre-Operation Checks: Anytime the LMTV is to be operated, the vehicle checklist must be fully completed and any discrepancies noted and reported to a SFD Emergency Vehicle Technician. Upon issuance of a “Watch” condition by the national weather service, the LMTV shall be inspected and readied for service by a SFD Emergency Vehicle Technician. Page 1 of 4 Manual Name: Document Number: Spring Fire Department Guideline SFD.048 Document Title: Date: 5/17/17 Light-Medium Transportation Vehicle Guideline Revision Number: 00 Upon issuance of a “Warning” condition by the national weather service, potential drivers of the LMTV should view the operational video at https://youtu.be/vAnTNxMtDIQ Prior to deployment of the LMTV, the Pre-Deployment checklist must be completed. A SFD Emergency Vehicle Technician or designee in coordination with the SFD Command Staff will deliver the LMTV to the affected area’s station. LMTV Operators Anytime the LMTV is deployed for an emergency response, the on-duty District Chief shall respond. Anytime the LMTV is in use without evacuees all SFD personnel shall be seated with seat belts fastened. When the vehicle is in operation with evacuees, the personnel riding in the cab of the LMTV shall be seated with seat belts fastened. The SFD attendant in the rear of the vehicle shall make every attempt to be seated with all passengers seated as close to the front of the bed as possible. Approved operators must have attended the LMTV lecture/training course as well as completed the driving/operations course. Only approved operators shall drive/operate the LMTV. The second and third members of the LMTV crew should be familiar with the operations, but are not required to be an approved operator. Any time the LMTV is to be operated in water with a depth greater than 6” all personnel shall be in a SFD supplied PFD, SFD provided rescue helmet (Leader SAR all risk helmet) and class “C” uniform (pants preferred) or an approved wet suit. LMTV Usage The LMTV is to be operated in a safe and professional manner at all times. The preferred use for the LMTV is on an improved road, at a speed that will minimize the wake produced by the vehicle in effected areas of use. While on an improved road the “HWY” mode shall be utilized, that will set the vehicle tire pressure to 55psi and govern speed to 55mph. When the need arises to utilize the LMTV on an unimproved road, 2 additional modes may be selected on the CTIS. 1. X_C (Cross Country) mode that should be selected for a combination of terrain (Hard pack and soft terrain), will deflate the tire pressure to 33psi, and will limit speed to 40mph. 2. Sand (Soft Terrain) mode that should be selected for mud, large areas of vegetation only and unimproved roads. This mode will reduce tire pressure to 20psi and limit speed to 12mph Page 2 of 4 Manual Name: Document Number: Spring Fire Department Guideline SFD.048 Document Title: Date: 5/17/17 Light-Medium Transportation Vehicle Guideline Revision Number: 00 When choosing a mode of travel ensure that the LED in the corner of the desired mode is fully illuminated and not flashing. The flashing led indicates the mode selected on the CTIS is not yet operational. HWY is the preferred mode of travel and will need to be selected if another mode has been in use during an incident. Operating Mode Maximum Speed Time Restriction Tire Pressure Highway 55 mph None 55 psi Cross-County 40 mph None 33 psi Sand 12 mph None 20psi Emergency 5 mph 10 minutes 14 psi If the operator of the LMTV exceeds the speed for the current selected driving range, an amber warning light in the middle of the instrument cluster will illuminate to indicate CTIS OVER SPEED. Either the vehicle will need to be driven at the proper speed or another mode of travel will need to be selected to prevent damage to the vehicle. The service drive lights are in an oval switch panel located on the right hand side of the instrument panel near the bottom. While any SFD member or any citizen occupy the bed of the LMTV, the additional lighting will be used to illuminate the area. The LMTV is not to be used in water rescue incidents deeper than 30” (top lip of the metal rim of the tire). Prior to entering water, turn off cooling fan for radiator. Located in the upper left of the instrument panel. Once the vehicle has exited the water or the water level is below 10” (the bottom lip of the metal rim of the tire) the fan may be reengaged. This vehicle is to be used primarily for rescue of people, not belongings. After usage of the LMTV, the vehicle will need to be washed and the undercarriage completely rinsed. Clear any debris/foreign material from the operating components and systems. If the vehicle was used in water a SFD Emergency Vehicle Technician will need to be contacted to initiate proper PM procedures. Page 4 of 4
